HomeMy Public PortalAbout2016.09.01 Special MinutesMINUTES McCall City Council Special Budget Meeting McCall City Hall -- Legion Hall September 1, 2016 Call to Order and Roll Call Pledge of Allegiance Approve the Agenda Business Agenda Adj ournment CALL TO ORDER AND ROLL CALL Mayor Aymon called the special budget meeting of the McCall City Council to order at 5:30 p.m. Mayor Aymon, Council Member Giles, Council Member Swanson, and Council Member Witte all answered roll call. Council Member Scott, was absent. City staff members present were Nate Coyle, City Manager; BessieJo Wagner, Linda Stokes, City Treasurer; Michelle Groenevelt, Community Development Director; Traci Malvich, Human Resources Manager Mayor Aymon led the audience in the Pledge of Allegiance. APPROVE THE AGENDA Council Member Giles moved to approve the agenda as submitted. Council Member Swanson seconded the motion. In a voice vote all members voted aye and the motion carried. BUSINESS AGENDA Council Member Scott joined the meeting via phone at 5:40 p.m. Valley County Economic Development Council Request for Funds Discussion City Manager Nate Coyle reported on the meeting with Sherry Maupin, Valley County Economic Development Council (VCEDC) who is requesting funds from the different local cities and the County to put towards the expense of their new Director. Manager Coyle covered the budget numbers and allocation model used to determine what each city should contribute. VCEDC has requested $9800 from the City of McCall, which is based on a property values model. The Council discussed the request and its value to the City of McCall. The consensus was not a regular annual contribution but rather the amount to be determined year to year. All felt that participation is necessary but the City already has a Community Economic Development team and so what would the partnership bring to the City of McCall. Council further discussed how much financial support should be given, how McCall City Council Regular Meeting September 1, 2016 Page 1 of 2 those funds should be used, and what will be the return for those funds. A few different funding options were brought up as well as reporting parameters. The general Council consensus was to dedicate $5,000 for a grant match that would provide a benefit to McCall with City staff collaboration with the VCEDC Executive Director to find grants, and to require a better strategy plan with a report at the end of the year of what was accomplished with those funds, all pending on Council's approval and legal review. Approve Appropriations Ordinance to Adopt the FY17 Budget City Treasurer Linda Stokes presented the latest projected increases and changes for the budget. City Manager Coyle discussed developing a Pathway Capital Fund for funding some path way connections for safety issues being expressed by the community. He also suggested putting aside funds towards future healthcare to offset the projected cost increases. Human Resource Manager Traci Malvich gave a quick report on the health insurance options and what has transpired since the last meeting. There was a general Council discussion regarding which health benefits to choose and how to allocate the savings. Council Member Swanson moved to suspend the rules, read by title only, one time only Ordinance No. 948. Council Member Witte seconded the motion. In a roll call vote, Council Member Swanson, Council Member Witte, Mayor Aymon, Council Member Giles, Council Member Scott all voted aye and the motion carried. Ordinance 948 was read by title only, one time only by BessieJo Wagner, City Clerk: An ordinance entitled the FY17 Annual Appropriation Ordinance for the fiscal year beginning October 1, 2016, appropriating the sum of $23,461,779.00 to defray the expenses and liabilities of the City of McCall for said fiscal year, authorizing a levy of a sufficient tax Council Member Swanson moved to adopt Ordinance No. 948 setting the FY16 City of McCall budget appropriation at $23,461,779.00, and authorize the Mayor to sign all necessary documents. Council Member Witte seconded the motion. In a roll call vote, Council Member Swanson, Council Member Witte, Mayor Aymon, Council Member Giles, Council Member Scott all voted aye and the motion carried.
