CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 9:16 a.m.
Mayor Aymon, Council Member Giles, Council Member Scott (via phone), Council
Member Swanson, and Council Member Witte were present.
City staff members present were Nate Coyle, City Manager; Shay Tyler, Deputy City Clerk;
Gabe Stayton, Deputy City Treasurer; Nathan Stewart, Public Works Director, Stacy Lafay,
Wastewater Treatment Plant Operator
WORK SESSION
City Manager Nate Coyle presented the draft Annexation Agreement discussion. He began by
quickly summarizing the current options and reiterated that an ordinance has to be passed by
March of this year in order for annexation to get on the ballot. The issue that needs attention is
whether to try to make the ballot with the whole consolidation or just to pursue the pipeline at
this time. Different considerations were presented. City Manager Coyle asked for the Council's
input.
City Manager Coyle and Public Works Director Nathan Stewart answered questions on the ballot
process, the percentage of cost share (now and with the consolidation), revenue infiltration, the
challenges of land application option, and what is included within the bond amount. Work to
date has been towards the consolidation of the two parties with the hope to be able get through
the process and put all of the questions on the ballot at the same time. The risk is if any of the
ballot questions were to fail, then all of it would fail. What needs to be determined is whether to
table the consolidation process and focus on the pipeline measure for the ballot thus giving more
time to work out the details of the consolidation or look at other options. A bond council meeting
and a rate study meeting still need to take place which will supply data to help make these
decisions. The City has been looking for economic alternatives to what has been presented thus
far.
Council Member Swanson discussed shelving the consolidation model as the main focus and
rather turn it towards fostering and maintaining a long term relationship work with Payette Lakes

Recreational Water and Sewer District (PLRWSD) until the right time comes to move towards
consolidation. The large cost to the City and the likely increase in utility rates doesn't make it
feasible to consolidate at this time. He expressed disappointment at this conclusion but the
current options do not work out to the best for the City or the community.
Council Member Witte believes that moving ahead in the most straightforward manner to get the
pipeline in the ground is very important and to do what is necessary to move forward to protect
this.
Council Member Giles expressed concerned about the ownership of the pipeline and felt that the
City should own the infrastructure because the weight of risk is all on the City. He would like
staff to continue to look at all options thoroughly to find the most economical solution.
Mayor Aymon stated that perhaps once the Wassau judgment is paid off, consolidation could be
picked up again but right now there is a hard time line that needs to be met. It is important to get
the pipeline in the ground.
Council Member Scott had the same sentiments about moving forward in some kind of
partnership.
The general consensus of the Council is to keep moving forward in the direction of a relationship
with PLRWSD and possible consolidation in the future, and work towards what is necessary to
put in a pipeline.
City Manager Coyle stated that intention of consolidation was to find a solution over the last 3
years with the actual process taking place over a 15-20 year span. He finalized the work session
by stating that he will coordinate a meeting with the Bond Counsel and then take that
information to Joint Wastewater Advisory Group (JWAG). The legalities will also be looked into
as this is moving forward.
