CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 9:00 a.m.
Mayor Aymon, Council Member Swanson, and Council Member Witte all answered roll
call. Council Member Giles and Council Member Scott were absent.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Erin
Greaves, Communications Manager; Linda Stokes, City Treasurer; Michelle Groenevelt,
Community Development Director; Traci Malvich, Human Resources Manager; Justin Williams,
Police Chief; Nathan Stewart, Public Works Director
PUBLIC COMMENT
Mayor Aymon called for public comment at 9:05 a.m.
Sherry Maupin, commented on the communications within the City and would like to see
improvements for the different info that is happening within the City. Erin explained the
communications process with the different communication tools utilized by the city.
Communication — Regional communication is their next project
Hearing no additional comments, Mayor Aymon closed the comment period.
WORK SESSION
City Council Meetings Discussion
a. Regular Meeting Days
City Clerk BessieJo Wagner presented the discussion regarding the Council Meeting Days.
Currently the Council meeting dates are the second and fourth Thursday of the month. It was
discussed at to whether to maintain the current schedule or consider changing meeting days. There
was general Council consensus to maintain the current schedule.
b. Duration and Frequency
City Clerk BessieJo Wagner presented the discussion regarding the number of meetings and
special meetings as well as the duration of Council meetings. Each year it seems that the City is

getting busier and busier with more items coming to the Council (last year we had 48 more agenda
items than the year before). The following questions were posed:
1. Does the Council want to consider either starting earlier like 5:00 or 4:30 or going
later until 10:00 pm?
2. Does the Council want to consider adding an additional Regular Council Meeting?
3. Does the Council want to consider adding additional Special Council Meetings?
4. Does the Council want to consider additional shorter meetings or less long
meetings?
After a brief discussion there was Council consensus that completing a Council meeting at 9:00
pm or 9:30 would be preferable; however, depending the topic the Council would prefer a longer
meeting over a special unless the subject matter warrants more time.
Consent Agenda Use Follow-up
a. To discuss feedback from changes made to use of the consent agenda following the
2016 Council Retreat, where direction was provided to staff for broader use of the
consent agenda.
There was some discussion regarding the type of items that make the most sense on the Consent
Agenda. The Council was in agreement that grant applications should be on the Business Agenda
and grant acceptance could be presented on the Consent Agenda. Some routine grant applications
could also go on the Consent Agenda. The Council also agreed that the Warrant Registers could
be presented on the Consent Agenda. The Council expressed that they felt overall the usage of the
Consent Agenda was working well.

Commerce St Communications Discussion
City Manager Nate Coyle and Public Works Director Nathan Stewart presented the discussion on
what was learned from the Commerce Street project and how communications would be better
going forward with the upcoming streets projects in the downtown core. The following points were
discussed:
a. Recap Communications Issued to Property Owners
b. Discuss What Worked We11/What Didn't Work We11
c. Discuss Solutions for Improving Communication of Similar Events in the Future
i. Consider Communications for Downtown Core Feasibility Project
It was identified that there are many issues for the City to consider with communications, you have
the law, and the City adopted plans, the adopted LOT, and the political impact of each project that
happens in the City. Council requested that staff set realistic time frames going forward.
Discuss Joint Wastewater Advisory Group (JWAG) Structure and Purpose
Some members of Council did not feel that they were as informed on the issues of wastewater as
they should be. Council requested that the City Manager provide regular JWAG updates to keep
all the Council properly informed. Council also requested that communication from the outside
experts be provided directly to Council so there is opportunity for Council to ask questions. It was
requested that staff formalize the communication process back to the Council.

Creative Public Relations with City Council
Communications Manager Erin Greaves introduced some creative Public Relations ideas to the
Council. She had the Council identify the different attributes each Member brings to the Council.
She shared ideas such as highlighting a different Council Member on the website as a way for the
community to get to know their City Leaders.
a. Council Road Show(s) — Meetings on the Go
Manager Greaves shared ideas around having Council Meetings in different locations throughout
the City and inviting different demographics to attend to encourage more community engagement.
Core Values Discussion
Council requested that this item be moved to a future Council Meeting.
Discuss Potential Changes to Immigration Law and LGBT Protections
Police Chief Justin Williams gave a brief explanation of what it means to be a "Sanctuary City".
The Council had some questions regarding sanctuary cities and the effects of the presidential
executive order may have on these cities.
There was also a brief discussion on whether the Council would be interested in an ordinance that
spells out LGBT protections. Human Resources Manager Traci Malvich gave a brief explanation
of how the LGBT Community is protected under Federal Law stating the law
prohibits discrimination on the basis of race, color, sex, or ethnic origin. She stated that the word
"sex" in that law covers sexual orientation.
Council would like to revisit the topic and request that the ACLU present to the Council.
No Email Hour— Lets Walk the Streets Friday(s) Discussion
City Manager Nate Coyle presented the discussion regarding "Lets Walk the Streets Friday" idea.
He brought the idea that City staff not use email for a period of time on Fridays to encourage staff
to pick up the phone or go out and visit a member of the community as opposed to communicating
via email. The idea would also encourage staff to get up away from their computer for a period of
time. The Council was very supportive of the concept.
Without further business, Mayor Aymon adjourned the meeting at 1:05 p.m.
