CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 5:33p.m.
Mayor Aymon, Council Member Giles, Council Member Swanson, and Council Member
Witte all answered roll call. Council Member Scott was absent
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Linda
Stokes, City Treasurer; Michelle Groenevelt, Community Development Director; and Nathan
Stewart, Public Works Director
Also present were Bill Gigray, Attorney for the Joint Wastewater Advisory Group, Dale Caza,
PLRWSD; Christian Anderson, Zions Bank; and Adam Christenson, Bond Counsel Hawley
Troxell
WORK SESSION
Presentation with report from bond counsel on financing options for wastewater reuse and
treatment improvements — Direction from Council will be requested
Adam Christenson, Bond Counsel Hawley Troxell, presented the analysis of alternatives for
proceeding with financing the new pipeline. Those alternatives included the following:
A. Status Quo: Wastewater system continues to be owned by the City. Through Extensions
with reuse landowners, Simplot and potentially DEQ, reuse pipeline financing is delayed.
B. 1. Interim Step: Decision on consolidation deferred. Payette Lakes Recreational Water
and Sewer District (the District) finances new reuse pipeline.
C. 2. Interim Step: Decision on consolidation deferred. City Finances new reuse pipeline.
D. City and District Consolidation: Implement Annexation Agreement as proposed.
There was much discussion around each alternative and scenario including advantages and
disadvantages to the following issues:
1. Operating/Project Issues
2. Financing Issues
3. Structure/Political Issues

Council recognized that there needed to be a number of meeting over the next couple weeks to
make these very complex decisions.
ADJOURNMENT
Without further business, Mayor Aymon adjourned the meeting at 7:45 p.m.
