CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 5:30 p.m.
Mayor Aymon, Council Member Giles, Council Member Scott Council Member Swanson,
and Council Member Witte all answered roll call.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Erin
Greaves, Communications Manager; Linda Stokes, City Treasurer; Nathan Stewart, Public Works
Director
Present from the Payette Lakes Recreational Water and Sewer District (the District) were Jamie
Melbo, District Administrator; Jerry Vevig, District Board Chair; Rick Skelly, District Board
Member; Mark Larson, District Board Member (via phone); John Hucks, District Legal
Counsel(via Phone); Dale Caza, District Operations; David Watkins, J-U-B Engineer for the
District
Also present were Bill Gigray, Attorney for the Joint Wastewater Advisory Group; Christian
Anderson, Zions Bank; and Adam Christenson, Bond Counsel Hawley Troxell
WORK SESSION
Rate Analysis Summary from FCS
City Manager Nate Coyle presented the Rate Study Analysis to the group. There was much
discussion regarding the additional impacts to current city rate payers such as additional property
taxes and an increase to the water rates.
Mark Larson left the meeting.
Sewer District Annexation Agreement Discussion
There was much discussion regarding the Annexation agreement particularly around some of the
definitions regarding the electors. Bill Gigray answered questions regarding the agreement. There
was also extensive discussion around the debt that the district would assume and how that debt
would be distributed amongst the rate payers. It was proposed within the agreement that a sub-
district would be formed that would be assessed a higher rate in order to pay off the Wassau

judgement. The City Council felt that since the District would be acquiring all the assets then they
should also acquire all the debt that goes along with those assets. After much discussion it was
determined that the District would need to schedule an additional meeting with all their board
present to discuss all debt being paid by all rate payers.

Without further business, Mayor Aymon adjourned the meeting at 12:08 p.m.
