CALL TO ORDER AND ROLL CALL
Council President Swanson called the special meeting of the McCall City Council to order at
5:30 p.m. Mayor Aymon (via phone), Council Member Giles, Council Member Scott (via
phone), Council Member Swanson, and Council Member Witte all answered roll call.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Erin
Greaves, Communications Manager; Linda Stokes, City Treasurer; Stacey Lafay, Wastewater
Treatment Plant Operator; Traci Malvich, Human Resources Manager; Michelle Groenevelt,
Community Development Director; Nathan Stewart, Public Works Director; and John Driessen,
GIS Technician
BUSINESS AGENDA
Consideration for Approval of a Sewer Annexation Agreement with Payette Lakes
Recreational Water and Sewer District
Consideration for Approval of a Resolution to Call for a Joint Public Hearing with Payette
Lakes Recreational Water and Sewer District to present the Sewer Annexation Agreement
to the Public
City Manager Nate Coyle introduced the Sewer Annexation Agreement with Payette Lakes
Recreational Water and Sewer District. There was much discussion around the new rates and the
subsequent cost impacts. There was also discussion concerning how annexation would affect the
City's ability to plan and possibly to grow their boarders and subsequently their tax base.
Council Member Swanson moved to adopt Resolution 17-05 approving that certain
Agreement of Annexation plan, property transfer and agreement of operations subject to
conditions precedent [draft dated 3/1/17] with the Payette Lakes Recreational Water and
Sewer District for purposes of public discussion at a joint public hearing and for purposes of
public inspection; setting a joint public hearing to receive public testimony on the proposed
agreement of annexation plan, property transfer and agreement of operations subject to
conditions precedent [draft dated 3/1/17] to be conducted with the Payette Lakes Recreational
Water And Sewer District, authorizing joint publication of notice of said meeting; directing

the City Clerk; establishing an effective date and authorizing the Mayor to sign all necessary
documents. Mayor Aymon seconded the motion.
Council Member Witte wanted to verify it was clear that it is agreement dated 3/1/17.
In a roll call vote Council Member Swanson, Mayor Aymon, Council Member Giles, Council
Member Scott, and Council Member Witte all voted aye and the motion carried.
ADJOURNMENT
Without further business, Council President Swanson adjourned the meeting at 7:36 p.m.
