is not waiting for Dade County's endorsement of the beach re-
storation plan and was going ahead with the processing. He said
there seems to be some discussion over the extension of the south
jetty at Baker's Haulover. As to the public access to the beach
Mr. Taplin agreed to take the matter up with his Board of Direc-
tors and Mr. Printup said he would see the Board of Governors
at the Bat Harbour Club.
The Council reviewed the financial statements for the first
six month's operation. On motion of Mr. Brush, seconded by Mr.
Taplin, and unanimously voted the audit was filed for audit.
It was moved by Mr. Deatty, seconded by Mr. Taplin and unan-
imously voted that a suitable Resolution be prepared by the Vil-
lage Attorney honoring Mr. Herbert White.
Mr. Maley told the Council that soil borings indicated that
the maintenance superintendent's house would have to be placed on
piling. On motion of Mr. Brush, seconded by Mr. Taplin, and
unanimously voted Mr. Maley was authorized to spend up to $1,200.00
for this work.
There being no further business before the meeting, on motion
of Mr. Villeneuve, seconded by Mr. Taplin, the meeting was ad-
journed at 11:35 A.M.

The Council of Bal Harbour Village met Saturday, May 29, 1971
at 9:30 A.M. in the Village Hall.
Present: Messrs. Beatty, Brush, Yrintup, Taplin and Villeneuve.
Also presents were bred W. Maley, Village Manager; Mary T.
Wetterer, Village Clerk; and Thomas Britton, representing Mr. Ander-
son as Village Attorney.
Mr. Yrintup told those present that he and Mr. Beatty and Mr.
Maley had appeared before the House Appropriations Committee sub-
committee for Public Works and read the statement they made before
the committee requesting that the Federal Government contribute 60%

of the cost of the beach restoration project. He said they were
now waiting for a date to appear before the Dade County Commission
to obtain their sponsorship.
Mr. Mike Wassell of the Singapore hotel appeared before
the Council to object to the Council's decision to contribute
S50,000 toward a promotional trip for travel agents and other pro-
motions arranged by the Bal harbour Resort Association. After
discussion Mr. Printup said that the Council would not go back on
their word.
Inasmuch as Mr. Charles hall of the International Associ-
ation of Fire Fighters was not able to be present, Mr. Maley explain-
ed the to the Council that the Association was attempting to have the
Village negotiate with Dade County to take our firemen into their
Department at a pay step equal to their senority with the Village,
instead of at the next higher pay step to which they are now recei-
ving from the Village, which is according to the Dade County Charter.
Mr. Maley said that in answer to Mr. Bogdahn's statement
of last month that all hotels in Bal harbour were seriously defici-
ent in their parking he had Mr. Creelman survey all of the properties.
Mr. Creelman reported that parking spaces in ratio to room count
are fairly close with the exception of the Americana and Beau ld vage.
Mr. Creelman cautioned the Council that they are premitting Class A
Assembly in the garage building with no fire protection devices
when they allow that space to be used for convention purposes. He
said that the Americana is attempting to meet the fire requirements
in the public rooms.
The Council on motion of Mr. Villeneuve, seconded by Mr.
Beatty and carried by Messrs. Beatty, Brush, Printup and Villeneuve
voting "yes"; Mr. Taplin abstaining, accepted the low bid of Clifton
Lightsey, Inc. for sidewalk on the west side of Collins Avenue and
96th Street in the amount of S98,267.25. Mr. Douglass Bournique
of the Compressed Concrete Corp. asked if something could be written
into the Village's contract with Clifton Lightsey to allow his com-
pany to be paid monthly for the sidewalk tiles. Mr. Maley said he
would speak to Mr. Lightsey regarding this.
Mrs. David Exley appeared to inquire whether the Council
would be willing to do something about controlling the cats in Bal
Harbour so that the Bird Sanctuary can be maintained. Mr. Maley
suggested that in addition to strictly enforcing our Ordinance which
provides for the belling of cats, that an ordinance be passed to
limit the number of adult animals that can be kept at one residence.
It was moved by Mr. Beatty, seconded by Mr. Villeneuve, and unani-
mously voted that the Village Attorney prepare an amendment to our
Ordinance limiting the number of adult animals of any one species
to three at a single family residence.
Mr. Maley told the Council that the Fire Department merger
agreement would be ready to sign as soon as Dade County accepts the
site. He said there are some utilities in the ground that will have
to be relocated. The Council discussed the Rescue Unit that was

offered to the Village and Mr. Maley was instructed to see that
this is made part of the merger agreement. It was suggested that
Dr. Block contact Chief Bullock of the Metro Fire Department so
that the proper —type of equipment can be purchased.
Mr. Printup reported that he and Mr. Taplin had a meeting
with Mr. Logan of the Ba1 !{arbour Club at which the public access
to the beach was discussed. Mr. Britton suggested that they hold
further discussions on the matter.
Mr. Maley explained that Mrs. Maria Guth had requested an
occupational license to operate an office for a rejuvenation center
at the Ivanhoe HIotel, which had been refused, and she was now re-
questing the Council to grant'a variance for this operation. On
motion of Mr. Villeneuve, seconded by Mr. Brush, and unanimously
voted the variance was refused.
There being no further business before the meeting on moti.,n
