CALL TO ORDER AND ROLL CALL
Council President Swanson called the special meeting of the McCall City Council to order at
9:00 a.m. Council Member Giles, Council Member Scott via phone, Council Member
Swanson, and Council Member Witte all answered roll call. Mayor Aymon was absent.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk;
Michelle Groenevelt, Community Development Director; Delta James, City Planner; Morgan
Bessaw, Permit Technician; Nathan Stewart, Public Works Director, and Cris Malvich, Streets
Superintendent.
Planning & Zoning members present were Chair Fallon Fereday, Commissioner Amanda
Thompson, Commissioner Scott Tunnell, and Commissioner Steve Callan.
Also present were Consultants Bruce Meighen, Logan Simpson; Krissy Gilmore, Logan Simpson;
and Nick Foster, Kittleson Engineering.
WORK SESSION
Comprehensive Plan Update
Consultants Bruce Meighen and Krissy Gilmore of Logan Simpson presented the Comprehensive
Plan update. Mr. Meighen gave an overview of the intent and philosophy of McCall in Motion,
and spoke of the importance of having an integrated approach to the comprehensive and
transportation plans, priority based budgeting, and Planning & Zoning code rewrite. He walked
through the process used to develop long term documents. There was discussion about airport
noise, infrastructure maintenance including taking into consideration maintenance and costs when
constructing buildings, roads, and sidewalks, utilizing transit modes to maximize parking to
manage summertime demand, and talked in length about snow removal responsibilities and issues.
It was noted that maintenance needs to be balanced with the capital investment.
The Logan Simpson consultants engaged the attendees in an activity. There has been a lot of
outreach from the community and those concerns have been gathered. The Council Members were
asked to highlight the comments they felt as the most important issues to address. Then the group
was broken into two groups for round table discussions. The topics covered were Code — Incentive

vs. Regulatory, Housing, Pathways, and Infrastructure & Ongoing Maintenance Costs —
Sidewalks/Parks/Art.
Council Member Giles left the meeting at 11:43 a.m.
Transportation Master Plan
Consultant Nick Foster of Kittleson Engineering presented the Transportation Master Plan. He
briefly spoke about the different transportation modes, bike shares, and using a satellite system of
utilizing parking outside of the city center with a shuttle system during peak vacation times such
as during the summer.
Council Member Witte left the meeting at 12:04 p.m.
Conclusion
The Vision Statement is still unchanged and the goal is to have a draft document ready by summer.
A comprehensive plan is tied to budgeting and is intended to be an active document. A more in
depth transportation plan will presented by Logan Simpson and Kittleson Engineering on
Wednesday April 26 & Thursday April 27, 2017.

Without further business, Council President Swanson adjourned the meeting at 12:06 p.m.
