CALL TO ORDER AND ROLL CALL
Mayor Aymon called the special meeting of the McCall City Council to order at 9:00 a.m.
Mayor Aymon, Council Member Giles, and Council Member Swanson, all answered roll call.
Council Member Scott and Council Member Witte were absent.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Erin
Greaves, Communications Manager; Nathan Stewart, Public Works Director; Michelle
Groenevelt, Community Development Director; Philip Bowman, City Engineer; Cris Malvich,
Streets Superintendent; Meg Lojek, Library Director
BUSINESS AGENDA
Downtown Core Redevelopment Presentation
Horrocks Engineers Karie Davidson and Bryan Foote presented the Downtown Core
Redevelopment plan. Ms. Davidson gave a recap of what has been discussed and accomplished so
far. She went over the results of the public meetings with business owners and what options the
people preferred. Mr. Foote covered the project timeline and discussed the details of the different
options and related costs, utilities, construction sequencing, snow removal, and completion dates.
Pt Street reconstruction and Veteran's Alley and storm water management facilities were added
to the improvements.
Staff s preferred options are Option 3a and Construction Season Option 2 in regards to budget,
time, and public opinion. These are not the final designs but rather a preliminary starting point so
the project can move forward.
Request for Approval of the Downtown Core Redevelopment Project Implementation
Schedule
Council Member Swanson had concerns passing the motion with only three Council Members
present. Council Member Giles felt that business needs to be conducted if there is a quorum. City
Clerk BessieJo Wagner clarified that as long as it was posted on the agenda that a decision is
considered and there is a quorum, the Council can make a motion. The Council had more
discussion about the funds and budget requirements.

Council Member Giles moved to Approve Project Phasing Option 3a and to Approve
Construction Season Option 2. Council Member Swanson seconded. In a roll call vote
Council Member Giles, Council Member Swanson, and Mayor Aymon all voted aye and the
motion carried.
ADJOURNMENT
Without further business, Mayor Aymon adjourned the meeting at 10:19.m.
