Council Member Scott and Council Member Swanson were absent. City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk; Erin Greaves, Communications Manager; Nathan Stewart, Public Works Director; Philip Bowman, City Engineer; Cris Malvich, Streets Superintendent Kip Davidson, Project Engineer at Horrocks Engineers Nick Foster, Senior Planner at Kittelson and Associates BUSINESS AGENDA Transportation Master Plan Presentation Public Works Director Nathan Stewart and Nick Foster, Senior Planner at Kittelson and Associates presented the following information to Council. • Project Update • Transportation Master Plan o Vision: Foster a sense of exploration and seek to enhance the recreational experience and mobility within the City, for visitors and residents through safe walkable places, diverse transportation modes, and efficient transit choices o Goals: • Overall - Foster a transportation system for current and future year-round needs which is safe, convenient, accessible, economical, and consistent with McCall's character • Mobility - Ensure critical framework streets provide safe access and circulation for all modes of travel in the City, while establishing a sense of place • Mode Choice - Increase mode choices (bike, walking, transit, Nordic) and route choices (connectivity of routes) to increase travel options and reduce reliance on automobile travel • Transit - Continue to support safe and efficient transit within McCall, the Area of Impact, and between other cities and communities McCall City Council Special Meeting Page 1 of 6 April28, 2017 " Parking- Evaluate and make needed revisions to parking regulations to ensure both adequate, efficient parking and attractive commercial areas " Pathways - Plan, design, and develop a pedestrian system that includes pedestrian trails and pathways interconnected throughout McCall and surrounding areas " Pathways- Establish McCall as a community known for its excellent bike and trail system " Pathways - Extend existing trail and greenway projects to create an interconnected green infrastructure network that links all parts of McCall with parks, trails, stream corridors, recreation corridors, green streets, greenways, and agricultural lands " Water - Ensure our transportation network is adequately supported with appropriate stormwater drainage and snow storage facilities " Maintenance  Ensure our transportation network is properly funded to support efficient operations and maintenance necessary for safety and usability o Projects " Policies " Adopt Updated Functional Classification Map " Adopt Revised Typical Street Sections " Investigate City Assuming Responsibility for Urban Infrastructure " Adopt Updated CIP & MIP " Update City Code and Engineering Standards " Plans " Parking Management Plan " Efficiency is Priority  Wayfinding  Encourage Turnover  Travel Options for Downtown/Lakefront " Cost-efficient Expansion  Fully Develop Existing Lots  Satellite Parking Lots  Co -locating with Private Development " Other Considerations  Boat/Snowmobile Trailers  Electric Vehicle Charging Stations  Updated Inventories/Performance Monitoring " Transit Service Plan " Better Publicize Schedules " Increase Frequency  Start with summertime " Service on Spring Mountain Blvd. " Summertime Visitor Loop  Downtown/Lakefront " Coordinate Red Line/Green Line Service " Bike Share " Work with MRA to Define Future Projects " Pavement Management Inventory  Update Every Three Years McCall City Council Special Meeting Page 2 of 6 April28, 2017 " Public Works Facilities Capacity/Needs Analysis " Infrastructure Projects to Investigate " Potential Traffic Signals  3rd St/Railroad-Lenora  3rd St/Park " Lake/Boydstun  Roundabout or Signal " SH 55 Bypass " 3rd St/Lake  Streetscape/Crossing " Roosevelt/Pine  Investigate Stop Signs " Pathways Master Plan Updates " Incorporate McCall Downtown Master Plan " Park -Thompson: Samson Trail  Davis  Add Pedestrian/Bike Facilities " SH 55 to Bear Basin Trailhead Pathway " Non -motorized Bridge: Mather  Rio Vista " Consider Paths or Pedestrian Treatments  Lake Street: Lardo Bridge  Bear Basin Connector  Davis Avenue: Fairway  Lick Creek " 3rd Street South of Colorado  Consider Interim Pedestrian Treatments o Typical Sections " For Streets Without Defined Sections " Starting Point for: "  New Roads "  Development Along Existing Roads " Contextual " Flexible Capital and Maintenance Plans (CIP & MIP) Public Works Director Nathan Stewart and Kip Davidson, Project Engineer at Horrocks Engineers presented the Council with following information: " Streets Department Tasks The Streets Department works vigorously to maintain drivable roads throughout the year. " Summer Maintenance Activities: o Asphalt repair/maintenance  cracks and potholes o Blading & dust abatement for gravel roads o Street sweeping & catch basin cleanout o Stormwater maintenance (ditch cleaning & culvert replacement) o Signing, striping & illumination o City parking lot maintenance o Hanging banners and light pole flags " Winter Maintenance Activities: o Snow plowing & removal o Ice melt o Preparation for winter carnival o Pothole repair McCall City Council Special Meeting Page 3 of 6 April28, 2017 o Tree removal • Department Administration: o Department facilities & supplies o City employees • Execute & Oversee Capital Projects: o Private contractors engage in competitive bidding to complete large-scale maintenance and construction projects. • Streets Department Budget • January 2016 - Streets Local Option Tax (L.O.T.) started generating additional revenue for streets infrastructure • Public Works Department strategized the best use of Streets L.O.T. funds and has prioritized a plan for Capital Improvement Plan (C.I.P.) reconstruction projects and maintenance improvement projects (M.I.P.) that are separate from the Streets Department seasonal operations o Average Annual General Streets Budget (2015, 2016, 2017) — $1,886,641 o Streets L.O.T. for Reconstruction and Maintenance Improvement projects - $1,350,000 • Why Maintain Streets? The Streets Department maintains approximately 50 centerline miles of paved and unpaved streets. The condition of the McCall roadway network has been steadily degrading in recent years and needs attention. Goal: Implement appropriate pavement management strategies to maximize effectiveness and minimize long-term asset costs. Treatment Costs (square yard): • Crack Seal - $0.30/SY • Chip Seal - $3.50/SY • Replace Asphalt - $33.00/SY • Improvements - $90.00/SY • Reconstruction & Maintenance Projects The Streets L.O.T. has provided a financial solution to repair the crumbling streets and improve streets with needed storm drain systems and introduce additional pedestrian and bike -friendly facilities. • $1,000,000 per year for C.I.P. reconstruction projects — includes stormwater and pedestrian improvements • $250,000 per year for streets M.I.P. maintenance projects — keep current streets in excellent shape e.g. chip seals, overlays, etc. • $100,000 per year for streets M.I.P. maintenance projects (provided by Streets General Fund) • The following maps summarize the specific reconstruction projects planned for the next 10 years and beyond, as well as the Streets Department's strategy to maintain current and new streets. • You will also find overviews of main corridors, such as Davis Ave., Idaho St., Lake St., Mission St., & Wooley Ave. McCall City Council Special Meeting Page 4 of 6 April28, 2017 " City of McCall Capital Improvement Plan Years 2017-2026 and Future Projects " Downtown Core Projects  Construction 2018-2020 o 2nd Street & Lenora Street complete in 2019 o Veteran's Alley & Park Street Complete in 2020 o Replacement of entire core, which is important to McCall's overall character o Improved sidewalks, on -street parking, street lighting, and event space o 1st Street parking lot improvements anticipated in 2024 " Commerce Street  2017 Construction o Replace pavement sections o Install roadside ditches o Improve access to businesses " Idaho Street and Brown Court  2018 Construction o Replace pavement section o Improve roadside drainage o Add separated pathway " Mather Road  2021 Construction o Replace pavement section o Improve roadside drainage o Upgrade main stormwater pipe " South Mission Street  2022 Construction o Federally Funded Project o Replace pavement section o Connect existing pathway to existing buffered bike lane " East Deinhard Lane  2023 Construction o Replace pavement section o Improve separated pathway o Upgrade access to businesses " Park Street & Thompson Avenue  2025 Construction o Replace pavement section o Improve roadside drainage o Add separated pathway " Wooley Avenue  2026 Construction o Replace pavement section o Improve stormdrain system o Add separated pathway They also discussed the Maintenance Improvement Plan and the Annual Improvement Spending Summary Plan. Director Stewart and Mr. Davidson showed the Council the estimated improvements to the road surface life as a result of the presented Capital Improvement Plan and the Maintenance Improvement Plan.
