CALL TO ORDER AND ROLL CALL
Mayor Aymon called the regular meeting of the McCall City Council to order at 9:00 a.m.
Mayor Aymon, Council Member Giles, Council Member Scott, and Council Member Witte
all answered roll call. There was a vacant seat on the Council.
City staff members present were Nate Coyle, City Manager; BessieJo Wagner, City Clerk
WORK SESSION — Local Option Tax
Local Option Tax Ordinance Review, Discussion, and Direction for a way forward in the
development of a new Ordinance for the May 2018 ballot
The Council reviewed in detail the Idaho code that allows for resort cities to levy a local option
tax, the Idaho constitution regarding donations from public entities to private entities are
prohibited, the need for specific contracts, and the City Attorney's opinion letter on how local
option tax dollars can be disbursed. There was much conversation regarding the public purpose
piece and whether the current allowable uses fit that criteria.
The Council recommended that there be some type of criteria developed to assist the Local Option
Tax Commission as well as applicants as to whether the project supports a public purpose. There
was discussion on ensuring there was public education regarding the proposed changes in the
language of the ordinance. The Council felt that there should be some activity to define public
purpose, staff needed to refine the allowable uses and define public purpose to the community, and
continue the discussion around decision making guidelines.
