HomeMy Public PortalAbout2017.10.04 Special MinutesMINUTES McCall City Council Special Meeting McCall City Hall -- Legion Hall October 4, 2017 Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Aymon called the regular meeting of the McCall City Council to order at 5:33 p.m. Mayor Aymon, Council Member Giles, and Council Member Holmes all answered roll call. Council Member Nielsen and Council Member Witte were absent. City staff members present were BessieJo Wagner, Interim City Manager/City Clerk; Shay Tyler, Deputy Clerk; Michelle Groenevelt, Community Development Director; Nathan Stewart, Public Works Director Also in attendance was Bruce Meighen and Krissy Gilmore, Consultants from Logan Simpson WORK SESSION Comprehensive Plan and Transportation Master Plan Presentations Bruce Meighen and Krissy Gilmore of Logan Simpson gave an update on the Comprehensive Plan and Transportation Master Plan. Mr. Meighen covered what has transpired to date and the results of the public meetings. He talked about what will happen next as the process moves forward with implementation. At that point, he turned it over to Ms. Gilmore who presented the Comprehensive Plan drafts. She explained the focus of the 6 different magazines, the plan structure, and the vision. The vision theme is broken down to Character (update development code, urban forest, public art, compact development and discouragement of urban sprawl), Economy (enhance and improve existing commercial areas, build a stable year-round residential population, promote quality of life), and Connections (transportation mode and routes, public access to lake and river, and airport as a community/economic asset). Ms. Gilmore briefly went through the Transportation Master plan touching on concerns brought up by the community and highlighting the Maintenance Improvement Plan (MIP) and Capital Improvement Plan (CIP). The M1P covers infrastructure projects such as improvements to 3ra Street, Lake/Boydstun roundabout or signal, Highway 55 bypass, 3ra Street/Lake Street, and stops at Roosevelt/Pine intersection. The CIP covers the large ticket items that need purchased. Mr. Meighen led a lengthy discussion on some main talking points which covered the creation of a new Urban Renewal District, annexation plans for impact areas, the City Campus, sustainability McCall City Council Special Meeting Page 1 of 2 October 4, 2017 progr. s, i astructure maintenance, and parking. Wrapping up the presentation was a discussion of the draft City Code update. Part of the process will be comp. 'ng McCall's city code to other cities, and those comp. 'sons will be posted on the City website as the project moves along. C ently, the draft code is scheduled to go before the staff soon for their input before it will be made public on the website. Housing strategy will be following the code update and will be brought before the Council in the near future.
