Leesburg has received this award every year since 1986. The GFOA Distinguished Budget Presentation Award recognizes organizations that meet the highest principles of governmental budgeting. Recipients must satisfy nationally recognized guidelines for effective budget development and presentation. These guidelines are designed to assess how well an organization’s budget serves the multiple roles of policy document, financial plan, operations guide and communications device. Budget documents must be rated as “proficient” or “outstanding” in all four categories, and in fourteen of twenty-seven mandatory criteria within those categories, to receive the award. “Receiving this award year after year may give the impression that our budget team is just doing the same thing over and over, but nothing could be further from the truth,” says Kaj Dentler, Leesburg’s Town Manager. “GFOA’s standards increase each year to reflect changes in standard budgeting practices. The fact that the Town continues to receive this award speaks to our staff’s dedication to keeping up with a rapidly evolving industry. The budget document is a major piece of our commitment to the taxpayers to operate an open and transparent government.” As part of this award, the Department of Finance and Administrative Services was presented with a Certificate of Recognition for Budget Preparation. Members of the budget preparation team include Clark Case, Director of Finance and Administrative Services; Lisa Haley, Deputy Director/Treasurer; Jason Cournoyer, Management and Budget Officer; and Cole Fazenbaker, Management Analyst. The Government Finance Officers Association is a non-profit professional association serving over 18,000 government finance professionals in North America. The GFOA Distinguished Budget Presentation Award is the only national awards program in governmental budgeting. # # #
