HomeMy Public PortalAbout2017.11.16 Special MinutesMINUTES McCall City Council Special Meeting McCall City Hall -- Legion Hall November 16, 2017 Call to Order and Roll Call Executive Session Return to Open Session Open Session Return to Executive Session Return to Open Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Aymon called the regular meeting of the McCall City Council to order at 10:00 a.m. Mayor Aymon, Council Member Giles, Council Member Holmes, Council Member Nielsen, and Council Member Witte all answered roll call. City staff members present were BessieJo Wagner, Interim City Manager/City Clerk; Traci Malvich, Human Resources Manager; EXECUTIVE SESSION At 10:01 a.m. Council Member Witte moved to go into Executive Session for: • Hiring - Pursuant to Idaho Code §74-206 (1)(a): to consider hiring a public officer, employee, staff member or individual agent, wherein the respective qualities of individuals are to be evaluated in order to fill a particular vacancy or need. This paragraph does not apply to filling a vacancy in an elective office or deliberations about staffing needs in general; • Records - Pursuant to Idaho Code §74-206 (1) (d) To consider records that are exempt from disclosure as provided in chapter 1, title 74, Idaho Code; Council Member Nielsen seconded the motion. In a roll call vote, Council Member Witte, Council Member Nielsen, Mayor Aymon, Council Member Giles, and Council Member Holmes all voted aye and the motion carried. Council conducted phone interviews for the City Manager position. McCall City Council Special Meeting Minutes Page 1 of 3 November 16, 2017 RETURN TO OPEN SESSION i At 11.59 p.m. Council Member Giles moved to return to Open Session. Council Member Holmes seconded the motion. In a voice vote, all members voted aye and the motion carried. OPEN SESSION; AB 17-255 Request Approval of a Letter supporting maintaining the 300 foot wake zone in response to an Ordinance being considered by Valley County Commissioners to change the wake zone Interim City Manager BessieJo Wagner presented the request of a letter response to the Valley County Commissioners regarding the wake zone. Valley County is holding a public hearing scheduled for 1:00 p.m. on November 20, 2017 on the draft ordinance. If adopted, this ordinance would replace 2008 ordinance which eliminates some elements outlined in the draft letter. The new ordinance does not change the current 300' No Wake Zone. Staff talked about the changes to the ordinance with Sgt. Jason Speer of the Valley County Sheriffs Office. The Sheriff's Office is interested in having one ordinance for all the water bodies in Valley County and concerned about the lack of resources to enforce the 2008 ordinance. The Council discussed the current ordinance, age limits, and had huge concerns about the fact the County had not contacted the City regarding this issue. The Council directed staff to craft a letter to Valley County to please defer their decision until they meet with the City Council and to work with the Council President to finalize the letter. Council Member Witte moved to authorize staff to work with the Council President to finalize a letter to the Valley County Commissioners requesting they post pone their adoption of the new lake ordinance and authorize the Council President to sign the letter. Mayor Aymon seconded the motion. In a roll call vote Council Member Witte, Mayor Aymon, Council Member Giles, Council Member Holmes, and Council Member Nielsen all voted aye and the motion carried. Council conducted phone interviews for the City Manager position. RETURN TO OPEN SESSION At 5:05 p.m. Council Member Witte moved to return to Open Session. Council Member Holmes seconded the motion. In a voice vote, all members voted aye and the motion carried. Council Member Holmes moved to authorize staff to contact Candidates 1, 3, and 6 to set up in person interviews on December 7 and 8, 2017. Council Member Witte seconded the motion. In a roll call vote Council Member Holmes, Council Member Witte, Mayor Aymon, Council Member Giles, and Council Member Nielsen all voted aye and the motion carried.
