MINUTES OF THE SPECIAL MEETING HELD BY THE TOWN COMMISSION OF THE TOWN
OF GULF STREAM, AT THE CALL OF THE COMMISSIONERS, ON MONDAY, OCTOBER 24,
2011 AT 9:00 A.M., IN THE COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA

Call to Order
Mayor Koch called the meeting to order at 9:00
II. Pledge of Allegiance. The Pledge of Allegiance was led by the
Mayor.

IV. Resignation of Commissioner Wheeler.
Clerk Taylor read the resignation letter submitted by Chris D. Wheeler
into the record. Mr. Wheeler said his reason for resigning from the
Town Commission is that he recently sold his property in Gulf Stream and
is no longer a resident of the Town. Mr. Wheeler's letter will be filed
with the Official Records of the Town of Gulf Stream. Vice -Mayor
Orthwein moved and Commissioner Anderson seconded to accept Mr. Wheelers
resignation as Commissioner. There was no discussion. All voted AYE.
V. Correspondence Re: Town Commission Appointment.
A. Letters of Interest
1. W. Garrett Dering, 4333 N. Ocean Blvd.
Clerk Taylor read a letter of interest and resume from W. Garrett Daring
into the record. In his letter Mr. Dering expressed his interest in
serving as Commissioner saying he will serve until such time as there is
an election. Mr. Dering is married with two children, he attended
Rollins College where he earned his BA and the University of Kentucky
where he earned his MBA. He is a retired Partner and Certified Public
Accountant with PricewaterhouseCoopers LLP, he holds several club
memberships both in Louisville, KY and South Florida and he sits on
several Boards of Directors. Mr. Dering's letter will be filed with the
Official Records of the Town of Gulf Stream.
2. Robert W. Ganger, 1443 N. Ocean Blvd.
Clerk Taylor read a letter of interest from Robert W. Ganger into the
record. Mr. Ganger expressed his interest in serving as Commissioner
and feels that his involvement in the Undergrounding endeavor and
familiarity with the Annexation initiative has prepared him for future
challenges facing Gulf Stream. He is currently Chairman of the Town of
Gulf Stream Architectural Review and Planning Board (ARPB), which term
expires in March of 2012, he has served as President of the Florida
Coalition for almost five years, he has served eight consecutive one -
year terms as President of the Gulf Stream Civic Association, and he

will complete his 3`d term as a Director of the Civic Association in
2013. Mr. Ganger said in his letter that he can assure a long -term
commitment to the Town if he is chosen. Mr. Ganger's letter will be
filed with the Official Records of the Town of Gulf Stream.
For the record, Mr. Randolph stated that when a Commissioner is no
longer seated, it is the role of the Commission to fill that seat until
Othe next election and, therefore, the person appointed to fill this
vacancy will serve until March, 2012, at which time there will be an
election to fill the remaining term of Commissioner Wheeler.
Commissioner Devitt commented that it appears Mr. Dering does not plan
to seek re- election. Vice -Mayor Orthwein commented that various areas
of the Community should be represented on the Commission and it would be
nice to have someone from the annexed area on board.
Mr. Randolph asked if there was anyone interested in commenting. Mr.
Ganger said the ARPB is currently seeking an alternate member and Mr.
Dering would be an excellent candidate. He said Gulf Stream would
benefit from his expertise in that area and it would be a good place for
Mr. Dering to get to know Gulf Stream. Mr. Ganger said a number of
people asked him if he would step in and if appointed to the Commission
on this temporary basis he would look forward to a long -term commitment.
Commissioner Devitt said he is not comfortable appointing a replacement
on such short notice, but he likes the idea of having someone from the
new area as a representative and he expressed his support for Mr.
Dering. Vice -Mayor Orthwein said both applicants are very good, but she
has worked with Mr. Dering on finance committees and he is great with
financial issues. She added that she is concerned about the ARPB losing
Mr. Ganger as their Chairman at this time and she feels it is important
to have someone from the annexed area on the Commission. Mayor Koch
stated that Mr. Ganger has done a wonderful job over the years as
Chairman of the ARPB. Commissioner Anderson commented that she also
likes the idea of the annexed area being represented on the Commission.
VI. Appointment of Town Commissioner.
Commissioner Devitt moved and Commissioner Anderson seconded to appoint
W. Garrett Dering to fill the Commission Seat left vacant by Chris D.
Wheeler until the next election in March, 2012. There was no
discussion. All voted AYE.
Vice -Mayor Orthwein inquired about openings on the Architectural Review
and Planning Board and asked if it will be discussed at the next
Commission Meeting. Clerk Taylor said it will be on the November 10th
Agenda.
VII. Adjournment. Commissioner Devitt moved and Vice -Mayor Orthwein
seconded to adjourn the meeting. The meeting was adjourned at 9:15 A.M.

APPLICATION FOR DEVELOPMENT APPROVAL
NOTICE IS HEREBY GIVEN that the Architectural Review and Planning Board
of the Town of Gulf Stream will hold a Public Hearing on Thursday, October
27, 2011 at 8:30 A.M., and the Town Commission of the Town of Gulf Stream,
Florida will hold a Public Hearing on Thursday, November 10, 2011 at 9:00
A.M., both in the Commission Chambers of the Town Hall, 100 Sea Road, Gulf
,Stream, Florida, at which the following will be considered:
An application submitted by Douglas W. Mann, P.E. of Coastal Planning &
Engineering, as agent for Barry Goodman, owner of the property located
at 3603 N. Ocean Blvd, Gulf Stream, Florida, which is legally described
as a portion of Lot 8 of Replat of Lots 8 and 9, Gulf Stream Ocean
Tracts and a portion of Lots 7, 8 & 9, Block B Palm Beach Shore Acres,
to consider the following:
SPECIAL EXCEPTION to permit extension of existing tile deck 12,
seaward to the leeward foot of the dune and will include placement
of beach compatible fill held in place by a retaining wall
constructed with railroad ties.
LEVEL 3 ARCHITECTURAL /SITE PLAN REVIEW to permit construction of a
648 square foot tile deck extension to the existing deck which will
extend 12, seaward to the leeward foot of the dune, placed on beach
compatible fill material with a retaining wall of railroad ties.
The Architectural Review and Planning Board shall make a recommendation to
the Town Commission and the Town Commission shall make a final decision
regarding the subject application at the meetings noticed above. The
meetings may be adjourned from time to time and place to place as may be
necessary to hear all parties and evidence.
The complete application materials are on file in the Office of the Town
Clerk located at 100 Sea Road, Gulf Stream, Florida 33483, and may be
reviewed during regular business hours, which generally include non - holiday
weekdays from 9:00 A.M. to 4:00 P.M.
ALL PARTIES INTERESTED IN THESE MATTERS may appear before the
Architectural Review and Planning Board and the Town Commission of the Town
of Gulf Stream at the times and place aforesaid and be heard.
