HomeMy Public PortalAboutMarch 1 2012 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, March 1, 2012 Present: President Dr. John Hennette, Vice President Tim Trigg, Secretary Beva Miller and Kyle Kerrigan, Putnam County Library Liaison Wes Wilson, and City Council Liaison Phyllis Rokicki Absent: Greencastle Community School Corporation representative Also Present: Suzanne Masten with Greencastle Civic League, Jan Firebaugh with Friends of the Park Association of Putnam County, Eric Bernsee—Banner Graphic, Assistant Director Troy Scott and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by President J. Hennette, which was held in the Greencastle City Hall council room. Contest Winners 2012 Snow Sculpture Contest—None (no measurable snow has been received) 2012 Brick Mania - 1st Place Winners • Kits—Youth 1st Place Atlantis Ben Staggers 2nd Place Space Shuttle Evan Davies • 2012 Brick Master Harry Potter Display Eli Hardwick& family Public Input-None Minutes On a motion from T.Trigg, second by K.Kerrigan, the minutes from the regular meeting held on Thursday, March 1, 2012 were approved as presented. All Ayes. Monthly Claims - The monthly claims were approved as presented on a motion from B.Miller, second by T.Trigg. All Ayes. Special Park Use—No requests. Greencastle Civic League 1. Spray Park - S.Masten gave an update to the Park Board in regards to two grant proposals the Greencastle Civic League has submitted for funding for the spray park. These are the first two proposals and it has given them a good foot print for future requests. Their hopes are to establish at least $150,000 in pacesetter donations, which then would be matched by smaller individual donations to complete the project. /"'` 1 2. Letter of Understanding—Greencastle Civic League will present a draft copy of a Letter of Understanding proposal to board president J.Hennette. The final copy will have to be reviewed by City Attorney Laurie Hardwick. Friends Of The Park, Special Projects, and Old Business 1. Eggfest— J.Firebaugh, President of the Friends of the Park, reported that Eggfest has been scheduled for Good Friday, April 6 and any help from the park board members would be greatly appreciated. 2. Mary Rogers Field Park Word Day — With the help of Valerie Gruener from the park department's maintenance crew, a spring time work day will be held to weed and feed the flower beds at Mary Rogers Field Park located next to City Hall. �9 3. Celebrate "4" Committee — J.Firebaugh also reported that the Celebrate "4" Committee met to discuss details of the annual Independence Day Celebration, which has been scheduled for Wednesday, July 4th, 2012. 4. Next Board Meeting—J.Firebaugh stated that the next FOTP board meeting has been scheduled for Monday, March 12 at 2:00 p.m. in city hall. Everyone is invited if available. Personnel FT Maintenance Supervisor — Director R.Weinschenk requested permission to hire William Sauter into the full-time Park. Maintenance Supervisor's position. 0 a motion from T.Trigg, second by B.Miller,William Sauter was approved. All Ayes. New Business 1. Annual Brochure Review — Director R.Weinschenk and Assistant Director T.Scott discussed the programs and fees to be included in the Greencastle Parks & Recreation Department's 2012 Program and Event Guide. Director R.Weinschenk presented a "draft" copy of the brochure that will be sent to the printers. In order to meet Indiana Department of Local Government requirements, a listing of programs and their proposed fees was presented to the board for their review and approval. The board elected to break approval of the brochure, program and fees into the following: a. Facility Rental Fees—Upon a motion by B.Miller, second by T.Trigg,the board approved all facility rental fees as presented. All Ayes. b. Aquatics Program Fees i. Daily Pool Admission - R.Weinschenk stated that since the 2012 operations budget has not yet been approved and because of the federally mandatory, but not funded, ADA improvements that need to be made to the aquatics center, he has proposed an increase to the daily admission fee from $3.00 per person (5 & up) to $5.00 per person (5 & up); 4 & under will remain free of charge. Park board member T.Trigg, noted the daily admission was raised from $2.50 to $3 six or seven years ago. It should be noted the pool admission rate was $2 when the pool opened in 1993. After discussion,the board felt that the increase was justified. ii. Season Pass Rates — R.Weinschenk then proposed Individual Season Passes remain at $50, but proposed a $10 increase to the 2 family pool pass for up to four people to be priced at $150 instead i—. of$140. Each additional family member will cost an added $25, instead of$20. The board felt that the increase was justified. iii. 10 Punch Pass - The 10-punch pass, since based on the daily admission rate, will be increased from $25 to $40, representing a $10 savings for those who will be going to the pool multiple times but not interested in purchasing a season pass. iv. Private Pool Rentals - The Park Board also voted to raise private pool rentals by $10. The new charges will be $160 for 1-75 people, $230 for 76-150 people and $310 for 151 or more people v. Learn-to-Swim Lessons -A $5 increase has also been approved for the Learn-to-Swim program for children ages seven and up with a registration fee of$35 for 10 half-hour classes. Water Babies will remain at$30 for 10 half-hour sessions and private (or semi-private) swim lessons will stay at$80 for 10 half-hour sessions. Park board member K.Kerrigan stated that he thought that the varying prices and opportunities for admission offered flexibility for the user. Park board member B.Miller added that the 10-Punch Pass was transferable between users, so offered additional flexibility to patrons. On a motion from T.Trigg, second by K.Kerrigan, the aquatics fees were approved unanimously. All Ayes. c. Recreation Programs — Discussion of the remaining programs listed in the brochure included Director R.Weinschenk noting a change in Men's softball League format and fee changes from last year. Park board member B.Miller made a suggestion to change Talk Like a Pirate Day to 4:00-6:00 p.m. to make it easier to attend following dismissal from school. The park board elected to bundle all fees into one motion and upon a motion from K.Kerrigan, second by T.Trigg the board approved all fees (Please see attached program list). All Ayes. 2. Monthly Program Announcements—Director R.Weinschenk shared a copy of the latest monthly program announcements. He explained that the new format appeared well received and hopes it will stimulate additional interest in our programs, as well as save on paper and printing costs. Park board member T.Trigg stated he has received positive feedback. Director's Monthly Report Director R.Weinschenk presented his monthly report and reviewed the events from this past month, while Assistant Director T.Scott reviewed the programs held the past month and the upcoming programs.
