Minutes of the Regular Meeting
Thursday, November 1, 2012

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President John Hennette and was held in the Greencastle City Hall council room.
Public Input-None
Minutes
On a motion from T.Trigg, second by K.Kerrigan, the minutes from the regular meeting
held October 4,2012 were approved as presented. All Ayes.
Monthly Finances - On a motion from K.Kerrigan, second by T.Trigg, the monthly
claims were approved as presented. All Ayes.
Special Park Use Requests -None
Friends Of The Park, Special Projects, and Old Business
1. 2012 Land & Water Conservation Fund Grant Application — Director
R.Weinschenk stated we haven't received any additional news, but did get a verbal
confirmation that our application is complete and no additional information is needed.
We still need to keep our forgers crossed.
2. 2011 Land & Water Conservation Fund Grant Project — Director R.Weinschenk
reported hearing from Hazeltine Land Appraisals who is conducting the comparative
study to determine the value of the match from Big Walnut Sports Park for the LWCF
grant. They have requested estimates of value on the amenities existing on the land.
This would included Softball field, fences, lights, scoreboard, outbuildings, etc. I
have requested estimates from various fontractors for fencing and light values.
Greencastle Youth Basketball& "My First Shot!"Basketball
Director R.Weinschenk provided a quick update in regards to the basketball program
offered by the department. He stated registration for this year's program, our 15 year of
Greencastle Youth Basketball, has been poor and the Greencastle Youth Basketball Board
of Directors would like to make a recommendation to extend the registration deadline
two weeks without late penalty. Additional forms will be released through the
Greencastle Community School Corporation. On a motion from B.Miller, second by

K.Kerrigan, the board approved the registration extension and dropped the late fee. All
Ayes.
Director's Monthly Report
1. Big Walnut Sports Park—R.Weinschenk mentioned the new roadway located at the
east entrance to BWSP really dresses up the eastern entry way. The curb and gutter
sets off the edges to the property.
2. BWSP Gas Station — Director R.Weinschenk informed the board that the new gas
station at BWSP is finished. It was constructed, in part, using MS4 dollars with the
rest from our park maintenance budget. It dresses up the maintenance area and the
fences provide additional security from theft.
3. Park gates closed until April 1st — Director R.Weinschenk reminded the board that
the gates to Jaycee Park and the Tennessee and Wood Street entrances to Robe-Ann
Park will be closed until April 1st. As a reminder, the main gate at the Bloomington
Street entrance to Robe-Ann Park will be closed with each snowfall until the snow on
the roadways melt off.
4. Leaf pick up—With the help from the Greencastle Street Department, we have started our
leaf pickup in Robe-Ann Park and some of our outlying areas.
5. Assistant Director's Report-Assistant Director T. Scott provided information to the
park board which included a review of recently held events as well as upcoming
activities. Some of the upcoming invents include:
a. Programs
i. Introduction to French Life — In cooperation with Depauw
University we will hold this at Ridpath School on November 13 at
the Ridpath Cafeteria.
ii. Toddler Turkey Time — This will be held on November 8 at the
Putnam County Museum.
iii. Mom, Dad, I want to be — This program will be held on
November 8 with an artist, November 15 with a radio & tv
personality, December 15 with an astronomer.
iv. Phone Calls from Santa — Our special line to the North Pole has
been established for Saturday, December 8th. Technical help is
needed with this one.
v. Light the Park— This special fundraiser for additional lights will
be held on Saturday, December 1 at Robe-Ann Park. We will be
reserving a baby camel as this year's attraction.
vi. Brickmania — We are still investigating November and December
dates for our holiday and winter building programs.
b. Training
i. Putnam County Community Foundation - Assistant Director
Troy Scott reviewed with the board some information learned at a
recent seminar on advertising programs. These included "do's"
and "don'ts" when using Facebook, Twitter, Websites, e-mail,
direct mailings and news releases. He will apply the suggestions to
our future programs to see if we can increase participation.
ii. Crew Captain — Assistant Director T.Scott attended a training
seminar through the Indiana Department of Natural Resources on
providing programs based on fishing. Through his training he has
earned the title, "Crew Captain" and has many resources open to

him. Our annual "Celebrate Kids Fishing Day" scheduled for
Saturday, June 8, 2012 should be bigger and better.
6. Office Volunteer — Director R.Weinschenk informed the board that a volunteer for
the office has been secured through RSVP program. Mrs. Bette Ireland will be
working for approximately 8-hours per week on Tuesdays and Thursdays in the park
department office.
New Business
1. Crown Driveway — An inquiry into the new driveway being created out of Crown
Equipment drew a request that anytime a property under the care of the park board is
affected, that a presentation be given to the board.
2. Nomad Skate Shop—K.Kerrigan made an inquiry into the presence of Nomad Skate
Shop. Director R.Weinschenk stated they set up in the park on the first Saturday of
the month,without problem.
3. Dog Park — K.Kerrigan and R.Weinschenk reported that a group of dog enthusiasts
met and are interested in helping design and establish rules for the future dog park.
Next Meeting
Director R.Weinschenk issued a reminder that the next regular meeting of the
Greencastle Board of Park Commissioners will be held Thursday, November 1, 2012 at
7:30 p.m. in Greencastle City Hall.
Adjournment
On a motion from T.Trigg, second by K.Kerrigan, the park board meeting was adjourned
at 8:04 p.m. All Ayes.
