Minutes of the Regular Meeting
Monday, January 2, 2020

Call to Order
President Tim Trigg called the regular meeting of the Board of Park Commissioners to
order 7:00 p.m. in the city hall common council meeting room.
Approval of Minutes — Director R.Weinschenk presented minutes from the regular
meeting held on Tuesday, December 10, 2019. The minutes were accepted on a motion
from J.Hennette, second by J.Muncie. All Ayes.
• Approval of Monthly Claims & Invoices - Director R.Weinschenk presented the
monthly claims and invoices to the board. C.Merrell asked about the trash can lids and
wondered if they'd match the ones ordered last year. R.Weinschenk confirmed they are
black painted metal and match. On a motion from C.Merrell, second by J.Muncie the
monthly claims were approved. All Ayes.
Public Input -None
Friends of the Park, Special Projects and Old Business
1. Energy Conservation Solutions, Inc. — Aquatics Center Interior Improvement —
Director R.Weinschenk gave a quick update in regards to the Aquatics Center
Improvement Project. Photos capturing the newly painted ceilings and walls, as well
as new light fixtures installed by Three Kings Electric were passed around. As a
subcontractor, Scorpion will being prepping interior floors next week.
2. HWC — Aquatics Center Exterior Improvements - Director R.Weinschenk gave a
quick update in regards to the Aquatics Center Improvement Project. The park bond
in the amount of$1.6 million for improvements was finalized and the "money is in
the bank". Phase I improvements to be ready for the 2020 swim season include:
a. Water Slide — Removal of the 26-year old waterslide, wooden fence and
pump, and then replacing it with two new waterslides. One will be a
waterslide and the second will be a speed slide.
b. Drop Slide—A drop slide will be installed with entry into the deep end.
c. Slide Colors—Colors were confirmed for the three slides, which included the

three secondary colors on the color wheel. The waterslide will be orange and
white, the speed slide green and white, while the drop slide purple and white.
These will tie the south side of the aquatics center to the Bob York Splash
Park on the north end.
3. Parkhouse — We installed a new black 3-D shingled roof two years ago with the
help of some insurance monies received, so we closed the year with a plan to
improve the exterior aesthetics of the park house.
a. Bush Removal - We removed the overgrown bush located to the left of the front
door, which has already it helped dress up the front of the house.
b. New Front Door- We've purchased a new interior and storm door to replace the
existing, which doesn't seal well, especially during a western wind. The doors
are setting ready to install, and we are awaiting bids to install them with warmer
weather.
4. Tennis/Pickleball Courts — McCollough Excavating completed the base. Asphalt
and new color coating will be completed this spring. A tournament is scheduled for
July 4th
New Business
1. Brick-Mania Birthday Bash—Director R.Weinschenk promoted the Brick-Mania
Birthday Bash to be held at the Putnam County Museum. The museum receives
grants based on the number of people through the door so we hope to help with that.
Our goal is to surpass last year's 300 attendees and hit closer to the 500 mark with as
many food items for the food pantry. IndyLUG members have been scheduled to
display their LEGO creations and we have some local LEGO enthusiasts as well. •
2. Snowman Contest — C.Merrell made an inquiry about the snowman contest and
wondered if we received any entries with the last snowfall. C.Snellenberger replied
we received six!
3. 2019 Accomplishments — Director R.Weinschenk gave a synopsis of the
accomplishments in the park during 2019, with the following highlighted:
a. New Assistant Director—Adding C.Snellenberger to the department's lineup
has been a blessing. With the intentions of working park maintenance, she
was introduced to the aquatics center and then to the Assistant Director's
position; and is doing a great job!
b. BWSP Playground - 2019 saw the dedication of the Double Web Crawler
playground climber which was purchased by friends, family and estate of
Stephanie Hunter. The climber has proven to be popular with the young
guests to the park.
c. Kinetic Change, Inc. — Kinetic Change through the Carr Family, installed
four pieces of exercise equipment along the central pathway at Big Walnut
Sports Park targeting the adult user.
d. Aquatics Center Improvements—Already discussed.
4. Work Session—A work session has been scheduled for 7:00 p.m., Thursday, January
23`1 with the following items to be discussed:
a. GAC Improvement Bid Award
b. GAC Concession Stand
c. Christmas Decorations and Competition •

d. Robe-Ann Park Accessibity and Beautifcation
e. Park Program Fees
Next Regular Meeting
February - It was noted that the February regular meeting of the Greencastle Board of
Park Commissioners will be held on the first Thursday evening, February 6, 2020 in
Greencastle City Hall at 7:30 p.m.
Adjournment
On a motion from C.Merrell, second by J.Hennette, the park board meeting was
adjourned at 8:40 p.m. All Ayes.
