HomeMy Public PortalAboutFebruary 6 2020 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, February 6, 2020 Present: Vice President Dr. John Hennette, Secretary Cathy Merrell, Joanna Muncie and Greencastle Community School Corporation liaison Brittany Labhart Absent: President Tim Trigg and Putnam County Public Library liaison David Taylor Also Present: Andrew Ranck from Putnam County Comprehensive Services, Mayor Bill Dory, Banner Graphic Reporter Eric Bernsee, Park Maintenance Supervisor David Bault, Assistant Parks and Recreation Director Chrysta Snellenberger, and Parks & Recreation Director Rod Weinschenk Call to Order Vice President Dr. John Hennette called the regular meeting of the Board of Park Commissioners to order 7:00 p.m. in the city hall common council meeting room. Approval of Minutes 1. Regular Meeting - Director R.Weinschenk presented minutes from the regular park • board meeting held on Thursday, January 2, 2020. The minutes were accepted on a motion from J.Muncie, second by C.Merrell. All Ayes. 2. Special Meeting - Director R.Weinschenk presented minutes that were prepared by Secretary C.Merrell from the special park board meeting held on Thursday, January 23, 2020. On a motion from C.Merrell, second by J.Muncie the minutes were approved. All Ayes Approval of Monthly Claims & Invoices - Director R.Weinschenk presented the monthly claims and invoices to the board. Inquiries were received in regards to ... 1. Lifeguard Management Training — An inquiry from J.Hennette about Aquatics/Assistant Director C.Snellenberger's on-line training was received. It is an American Red Cross training of people who manage Lifeguard staff. 2. Stanchion Posts — C.Merrell requested if the stanchion posts were new or replacements. R.Weinschenk informed the board they were new and will be used to help direct pedestrian traffic attending our special events at the aquatics center, National Night Out or like the Brick-Mania LEGO Birthday Bash. 3. Approval - On a motion from C.Merrell, second by J.Muncie the monthly claims were approved. All Ayes. Public Input Putnam County Youth Soccer Association Fence Request—Clint Cooper from PCYSA was present to request to the City of Greencastle Board of Park Commisioners to • consider funding replacement fences for the current split rail fences located between the 1 soccer fields and roadways and parking lots located south of the soccer fields. They would also like to erect fences to the north of the fields to keep soccer balls from entering . property owned by Crown Equipment Corporation. The Crown property has poison oak and ivy, as well as raspberry bushes that the kids must travel through to retrieve their soccer balls. A fence will help deter that. A one source estimate was presented at $40,632.00, plus an additional $24,360. 00 for the Crown border. Because these figures are high enough to warrant the State of Indiana statute bidding processes, the fences were tabled on a motion from C.Merrell, second by J.Muncie. All Ayes. Award Water Slide Removal Contract— The City of Greencastle Parks and Recreation Department will be replacing the existing waterslide with two waterslides and installing a drop slide in the deep end of the pool this spring to open during this summer season. Following an earlier bid opening, the Board of Park Commissioners accepted a bid and approved entering into a contract with Graves Construction Services, Inc. from Switz City, Indiana. The board authorized President T.Trigg to sign the documents, all on a motion from C.Merrell, second by J.Muncie. All Ayes. Special Park Use Requests 1. Greencastle Community School Corporation — A request for a donation was received in regards to GCSC Staff Appreciation Week which will be used to recognize school staff members. On a motion from J.Muncie, second by C.Merrell, the board approved issuing a 10-punch pass for the upcoming 2020 swimming season. All Ayes. 2. Putnam County Comprehensive Services - Andrew Rank presented two proposals to aid the park and recreation department again this year—Park Maintenance Laborer and Operations of the Greencastle Aquatics Center. After some discussion, and due to the absence of park board president T.Trigg, the park board wanted to review the proposals and tabled the issue on a motion from C.Merrell, second by J.Muncie. All Ayes. Friends of the Park, Special Projects and Old Business 1. Energy Conservation Solutions, Inc. — Aquatics Center Interior Improvement — Director R.Weinschenk gave a quick update in regards to the Aquatics Center Improvement Project. Photos capturing the improvements were shared. 2. HWC — Aquatics Center Exterior Improvements - Director R.Weinschenk gave a quick update in regards to the Aquatics Center Exterior Improvement Project. Waterslide removal has already been discussed and removal will be delivered shortly. Construction of the other improvements will begin after that. 3. Tennis/Pickleball Courts — An update from Director R.Weinschenk included McCollough Excavating to finish the project this spring, hopefully in time for a Pickleball Tournament on July 4`h New Business 1. Aquatics Center Replacement Lockers—Director R.Weinschenk presented a proposal for replacement lockers for the 26 year old lockers removed during our interior improvements. After discussion, the board decided on plastic lockers which • include a coin operated mechanism similar to those removed. Instead of coins, the lockers will work with a token. This will allow the park board to adjust fees and also open other doorways to potential promotional opportunities. On a motion from C.Merrell,the board agreed to token operated, gray in color(to match new partitioins), with a second by J.Muncie. All Ayes. R.Weinschenk will investigate funding sources. 2. Snowman Contest — C.Merrell made an inquiry about the snowman contest and wondered if we received any entries with the last snowfall. C.Snellenberger replied we received six! Adjournment Due to time limitations which affected a quorum, the meeting was adjourned with the need of a work session to finish the agenda. Date and time for the work session was not set. On a motion from C.Merrell, second by J.Hennette, the park board meeting was adjourned at 8:10 p.m. All Ayes. Next Regular Meeting It was noted that the March regular meeting of the Greencastle Board of Park Commissioners will be held on the first Thursday evening, March 5, 2020 in Greencastle City Hall at 7:00 p.m. Minutes respectfully submitted by: Roderick M.
