SUMMARY STATEMENT:
John and Shirley Hicks, the McCall Area Chamber of Commerce Co -Chairs for Winter Carnival
2007, are requesting that the City approve the closing of East Lake Street from North Third Street
to Pine Street from Friday, January 26, 2007 through Sunday, February 4, 2007 for the McCall
Winter Carnival.
Attached are letters from Mr. and Mrs. Hicks explaining the reasoning behind their request. They
have also indicated various safety issues that have been noted in the past when the road was not
closed, including lighting, traffic, and ice.
The Police Chief, the Fire Chief, the Public Works Director, and the Parks and Recreation
Director have all indicated approval of the road closure.
It has been the past practice of the City to support a road closure only if all affected businesses
agree in writing to the proposed closure. As the attached forms show, not all of the businesses in
the area have agreed to the proposed closure. However, staff recommends the closure be
approved in order to create a safer environment for the Winter Carnival activities, to
accommodate the extensive foot traffic in the area, and to address public safety concerns. Staff
will continue to work with the Chamber of Commerce to minimize the negative effect on
surrounding businesses.
RECOMMENDED ACTION:
Approve the closure of East Lake Street for the duration of the Winter Carnival 2007.
