Minutes of the Regular Meeting

NOTE: The regular meeting of the Greencastle Board of Park Commissioners was held in
the City Hall Council Room and offered virtual attendance by Zoom conference call in
conformance to the Governor's directives on "Social Distancing" (6' apart physical
distancing).
Call to Order
• President Tim Trigg called the regular meeting of the Board of Park Commissioners to
order 7:02 p.m. in the city hall common council meeting room.
Public Input -None
Approval of Minutes
Director R.Weinschenk presented minutes from the regular park board meeting held on
Thursday, June 4, 2020. The minutes were accepted on a motion from C.Merrell, second
by T.Trigg. All Ayes.
Monthly Finances
1. Approval HWC Engineering Invoice#7—After discussion and on a motion from
C.Merrell, second by J.Muncie, the board authorized president T.Trigg to sign the
authorization and submit the invoice for payment. All Ayes.
2. Graves Construction Invoice#5—After discussion and on a motion from
C.Merrell, second by J.Muncie,the board authorized president T.Trigg to sign the
authorization and submit the invoice for payment. All Ayes.
3. Approval of Monthly Claims & Invoices
a. Inquiry — J.Muncie asked what the 12 bacteria sample kits purchased from the
Indiana State Dept. of Health were for. Director Weinschenk explained the need
to send a bacterial water sample taken from the splash park to the state each week.
b. Approval - Director R.Weinschenk presented the monthly claims and invoices to
• the board. On a motion from J.Muncie, second by C.Merrell the monthly claims
were approved. All Ayes

Special Park Use Requests - None
Old Business and Project Updates
1. Aquatics Center Interior Improvement Project Update—the inside work has been
finished by Energy Conservation Solutions, Inc. Some trim around the outside still needs
to be painted, soffit trim painted and gutters installed.
2. Aquatic Center Phase I Improvement Update—the waterslide project is going well. The
steel and fiberglass has been delivered with steel installed so the deck looks like a metal
forest. Installation of the colorful fiberglass slides should begin next week.
3. Aquatic Center Phase II Improvements—This morning, a meeting was held at the
aquatics center to discuss the phase II improvements.
a. Exterior improvements - Slides were presented with zero depth beach entry
changes and the possible features that could be installed to entertain the youngest
patron. Estimate for features was $35,000 to 38,000.
b. Interior Improvements—It was decided to stick to interior renovations that target
the middle section of the bathhouse, instead of an addition to the bulding. Adding
two family changing rooms and alternate entrances to both existing restrooms,
creating a new storage room and ticket office at the front entrance were planned.
c. Budget—Different options were discussed along with the budget options.
Discussion is needed as to where some extra funds can be allocated from. More
than likely taken from the improvements to the Robe-Ann Park drives.
d. Timelines—It was discussed that drawings will take a month, three weeks for
bidding and notice to award, with construction completed throughout the winter and
next spring with an early May opening for water quality concerns.
e. Motion—On a motion from C.Merrell, second by J.Muncie,the board agreed to •
complete the interior renovations, exterior improvements and timelines. All Ayes.
4. Grand reopening of the Pickleball Courts—Following the completion of the tennis
court project, M.Dickerson and the Putnam Pickeball Club would like to hold a small
celebration centered on a Grand Reopening of the Pickleball and Tennis Courts and have
scheduled it for July 18th or 25`h
5. Big Walnut Sports Park Improvements
a. Keith Carr Basketball Courts — Julie Carr and Kinetic Change, with help from
family and friends, have made improvements to the basketball area, which include
flower gardens, new benches from Pingleton Sawmill, and even dressed up a trash
receptacle.
b. Pollinator Garden - Erin Pasch, Bonner Scholar from DePauw University along
with Kinetic Change are completing a Pollinator Garden at Big Walnut Sports
Park. She is taking an unusual experimental approach with "solarization", in
essence constructing a greenhouse with plastic which will germinate any new
seeds, but then kill them off so we can plant native flowering plants that benefit
pollinating insects.
c. BWSP Project Updates — Mayor B.Dory gave an update in regards to the
Greencastle Youth Baseball Parking Lot, dugout replacement, and soccer fence
line projects.
6. In Robe-Ann Park
a. Emerald Palace Mural — At the Emerald Palace in Robe-Ann Park, we had
two of our young park maintenance workers along with park board member
C.Merrell repaint and paint some of the play features within. I have asked our
young people to come up with a mural that we can add to this portion of the

Emerald Palace. This particular spot tends to be a victim of graffiti, so we
will add a mural to prevent that.
b. Tennis and Pickleball Courts — Harris Barriers is on site to add three coats
of green and two coats of blue.
7. Parkfest— The Greencastle Civic League held their first concert-in-the-park on Tuesday
evening, June 16th. Through announcements and signage, "social distancing" was
promoted and for the most part, patrons are seen wearing masks into the park and have
located their seats following"social distancing" requirements.
8. PCPH "Shakespeared!" Youth Theatre Workshop — Caroline Good, DePauw
University professor and member of the Putnam County Play House will be holding their
"Shakespeared!" Youth Theatre Workshop in the band shelter on Wednesday to Sunday,
July 15 to 19. Because Covid-19 limitations have been placed on the playhouse, she
wanted the outdoor venue.
9. Recreational Programming - Now that the park amenity side is taken care of, we
have held a few programs which include:
a. Adult Softball — A few teams have made inquiries, and will begin in mid-
July. Most teams wish to wait until this fall.
b. Park Aerobics — Ok, maybe "Park Yoga" with Gigi Fenlon will use green
space in Robe-Ann Park taking advantage of shade trees. Six sessions will be
offered and if attended well, more will be considered.
c. Brick-Mania
1) Lady Liberty — Wednesday night, July 1st we held the most
requested program and based it on Lady Liberty. We began with a
MOC (My Own Creation) contest bringing something built at home,
carried into the band shelter and a story shared about it. Offered to
only 6 LEGO fans, we drew five participants.
2) Pluto —Disney's Pluto in preparation for his birthday will be held on
Wednesday, September 2nd . Again offered to only 6 Lego fans, we
will hold this program in the band shelter with each to their own
picnic table.
d. Other upcoming.Programs
1) Bubbles For Toddlers — To be held in Robe-Ann Park on Tuesday,
August 11 we will hold a bubble party for our younger citizens. We
will provide all bubbles, wands and trays and promote social
distancing as far as the bubbles carry us! Led by Chrysta
Snellenberger, Assistant Director our entry fee is Free!
2) International Left Hander's Day! — Thursday, August 13th we will
recognize the differences between left and right handers with some
special activities. Led by Chrysta Snellenberger, Assistant Director
our entry fee is Free!
3) Chalk Up the Park For Toddlers — Tuesday, August 18th we are
asking for some our younger citizens to help decorate the soccer
parking lot at Big Walnut Sports Park. Led by Chrysta
Snellenberger, Assistant Director our entry fee is Free!
4) Creative Writing Club — Wednesday, August 19 & 26 and
September 2, 9, 16 and 23 we will be meeting in Robe-Ann Park at
the Band Shelter to learn about different styles of writing and write
our own stories. $5.00 per individual will be charged to help with

supplies and, of course, inspirational snacks. Led by Chrysta
Snellenberger, Assistant Director this should prove to be fun for all!
5) Cards of Any Kind — On Thursday, October 8, 15, 22 and 29 we
will be meeting at the band shelter to play card games. This is an
opportunity for parents and grandparents to introduce to their young
family members the rules for their favorite card games. We will try
Bridge, Euchre, Spades, Hearts, Go Fish and my favorite Sequence!
This program will be led by Chrysta Snellenberger, Assistant
Director and the entry fee is Free!
Next Regular Meeting—Director R.Weinschenk reminded all the next regular meeting
has been scheduled for 7:00 p.m., Thursday, September 3, 2020. A virtual meeting may
be possible.
Adjournment
The meeting was adjourned on a motion from C.Merrell, second by J.Muncie, the park
board meeting was adjourned at 8:14 p.m. All Ayes
