HomeMy Public PortalAboutJanuary 7 2021 Regular Session 1 1110 Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, January 7, 2021 Present: President Tim Trigg, Vice President Dr. John Hennette, Secretary Cathy Merrell and Joanna Muncie (virtually) Absent: Greencastle Community School Corporation liaison Brittany Labhart and Putnam County Public Library liaison David Taylor Also Present: Mayor Bill Dory, City Council Liaison Jake Widner, Banner Graphic Reporter Eric Bernsee, Park Maintenance Supervisor David Bault, and Parks & Recreation Director Rod Weinschenk NOTE: The regular meeting of the Greencastle Board of Park Commissioners was held in the City Hall Council Room and offered virtual attendance by Zoom conference call in conformance to the Governor's directives on "Social Distancing". Call to Order Rescheduled from the new regular meeting time of the first Wednesday of the month due to lack of quorum, the regular meeting of the Board of Park Commissioners was called to • order on Thursday, January 7th at 7:00 p.m. by Park Board President Tim Trigg. The meeting was held in the common council meeting room of Greencastle City Hall. Public Input & Special Park Use Requests -None Service Award Park Board President T.Trigg introduced Director R.Weinschenk who made a special presentation to Vice President Dr. John Hennette who, after serving 18 years on the Greencastle Board of Park Commissioners, has decided to resign from the board. Director R.Weinschenk noted that J.Hennette replaced Becky Harlan in 2003 and has served since. He read and presented the award which stated, "Presented to Dr. John Hennette, In recognition of Eighteen Years of Service to the Greencastle Board of Park Commissioners we wish to Thank You for Your Outstanding Service and Dedication in Furthering the Achievements of Our Municipal Park System. Presented January 2021. Thank you!" Approval of Minutes Director R.Weinschenk presented minutes from the regular park board meeting held on Thursday, December 3, 2020. The minutes were accepted on a motion from J.Hennette, second by J.Muncie. All Ayes. Monthly Expenditures 1. Approval First Billing from BCMI - R.Weinschenk explained that this was the first billing from Boyle Construction Management Services (BCMI). The board 1 approved the document on a motion from C.Merrell, second by J.Hennette. All Ayes. 2. Approval HWC Invoice#13 —Director R.Weinschenk explained that HWC has not presented an invoice due to delays adjusting to the various holidays and New Year time off. He stated that K.Lueken said payment could wait until February. 3. Approval of Monthly Claims—The monthly claims and invoices were approved on a motion from J.Hennette, second by C.Merrell. All Ayes New Business 1. Board Opening— With Dr. J.Hennette's resignation, it was noted that a position on the board is available and will need to be filled. 2. Nomination for board positions — Director R.Weinschenk reminded the board that we will hold elections at the February meeting. President T.Trigg asked if anyone would like to make nominations or if we could wait until February. J.Muncie volunteered to fill the Secretary's position. Old Business 1. Greencastle Aquatics Center a. Mammoth Construction — A preconstruction meeting was held on Wednesday, December 9th with Mammoth Construction scheduled to complete the Phase II Interior improvements to the bath house. We have scheduled a meeting to include an on-site walkthrough and to hand out keys for the week of January 11 th b. BCMI - On-site preconstruction meetings have been held with Boyle Construction Management Inc. to complete the Phase II Exterior improvements. A progress meeting has been scheduled for the week of January 11 th 2. Big Walnut Sports Park Improvement Projects a. Baseball Parking Lot - Fuetz work stopped in November and will proceed with the coming of warmer weather. b. Baseball Dugouts — Construction of six dugouts for the Greencastle Youth Baseball Program will be rebid with ads being sent to the Banner Graphic. Fuetz has been included on the list of possible contractors. c. Soccer sidewalk — Again work has stopped and will proceed with the coming of warmer weather. 3. Festival of Lights a. Evaluation—We have started the evaluation of this year's festival. b. 2021 Festival Schedule — A schedule for the 2021 Festival of Lights has been scheduled from Friday, December 3, 2021 to January 6, 2022. c. Dismantling - This year's Greencastle Civic League's Festival of Lights "Winter Wonderland" has come to its end with dismantling scheduled for this weekend. Director's Report Director R.Weinschenk reviewed his director's report highlighting the following: 4111 • 1. Breakfast with the Grinch! — Held on Saturday, December 12th, the Breakfast with the Grinch Program was held at the Owl Ridge Wedding and played host to 59 people. With a room that can seat 300+every family was seated at their own table. 2. Winnie the Pooh Day! — Scheduled for January 14th from 3:30-4:30 p.m., this program celebrates Winnie the Pooh's Birthday and will be held in partnership with and at the Putnam County Museum. Targeting preschool and elementary aged youth, this program will offer crafts, individually wrapped treats and drinks, and include a special reading of Winnie the Pooh. This program holds an entry fee that is "free"! A flyer was provided. 3. Mr. Potato Head Tells His Holiday Story! - We will build with and write stories based on Mr. Potato Head. Set for Tuesday, January 19th from 3:30-4:30 p.m. at the Putnam County Museum this program holds a fee of$3 per person and should prove to be a lot of fun! A flyer was provided. 4. Make Someone's Heart Go Pitter Patter — The "Make Someone's Heart Go Pitter Patter" program is offered for two main reasons, 1) to offer a craft program for area scrap bookers, fraternal and service organizations, and student groups to create a special Valentine to be given to someone, and 2) to pass these Valentines to residents in our area extended care facilities. If interested in creating Valentines for someone, do so by February 5th. A flyer was provided. 5. Brick-Mania Chinese New Year! — Recognizing a holiday celebrated in China for the over 3,800 years, we are celebrating Brick-Mania style! Scheduled for Friday, February 12 from 6:00-7:30 p.m. at the at the Putnam County Museum this program holds a $24.00 entry fee to cover a special Chinese New Year LEGO kit that can be 411 assembled and taken home. A flyer was provided. 6. P & E Model Railway - Our partnership continues with the Pacific & Eastern Model Railroad Club and the Putnam County Museum, with tours of the club's model railroad layout each Saturday from 10:00 a.m. to 2:00 p.m. The P & E Model Railroad will be on display through Saturday, February 20. If interested in viewing, schedule an appointment through the Putnam County Museum. Miscellaneous 1. Aquatics Center—J. Widner inquired about the brackish water in the aquatics center pool. It was explained that due to the style of construction and the existing water table in the area, the pool was designed to hold water year around to keep it from floating out of the ground. 2. CEC Presentation — Mayor B.Dory informed the board that Jessica Hartman with Civil Engineering Consultants will be presenting some ideas for park improvements at the February meeting. These projects will utilize the remaining park bond funds after that spent at the Greencastle Aquatics Center phase I and phase II improvements. Next Regular Meeting Director R.Weinschenk reminded everyone that the next regular meeting of the Greencastle Board of Park Commissioner's meeting will be held the first Wednesday of the month, February 3, 2021 at 7:00 p.m. • • Adjournment The monthly park board meeting was adjourned at 7:30 p.m. on a motion from ‘.1.01 J.Hennette, second by C.Merrell.
