Minutes of the Regular Meeting
Thursday, February 4, 2021
Present: President Tim Trigg, Secretary Cathy Merrell, Pete Meyer and Joanna
Muncie (virtually)
Absent: Greencastle Community School Corporation liaison Brittany Labhart
and Putnam County Public Library liaison David Taylor
Also Present: Jessica Hartman and Todd Burch with Civil Engineering Consultants
(CECon), Mayor Bill Dory, City Council Liaison Jake Widner, Banner

Bault, and Parks& Recreation Director Rod Weinschenk
NOTE: The regular meeting of the Greencastle Board of Park Commissioners was held
in the City Hall Council Room and offered virtual attendance by Zoom conference call in
conformance to the Governor's directives on "Social Distancing".
Administration the Oath of Office(s)
1. Cathy Merrell - He also renewed Cathy Merrell's Oath of Office. (She has served
on the park board since June 6th, 2013 replacing Kyle Kerrigan.)
2. Pete Meyer - Mayor Bill Dory administered the Oath of Office to new park board
member Pete Meyer. (He fills the vacancy from the resignation of Dr. John Hennette.)
3. Park Board Term Schedule:

Call to Order
Rescheduled from the new regular meeting time of the first Wednesday of the month due
to lack of quorum, the regular meeting of the Board of Park Commissioners was called to
order on Thursday, February 4th at 7:00 p.m. by Park Board President Tim Trigg. The
meeting was held in the common council meeting room of Greencastle City Hall.
Public Input& Special Park Use Requests - None
Park Board Restructuring
At this time the annual restructuring of the Greencastle Board of Park Commissioners
took place. The following slate was filled on a motion from C.Merrell, second by
J.Muncie. All Ayes.

Approval of Minutes
Director R.Weinschenk presented minutes from the regular park board meeting held on
Thursday, January 7,2021. The minutes were accepted on a motion by C.Merrell, second
by J.Muncie. All Ayes.
Monthly Expenditures
1. Approval BCMI Invoice #2 - The board approved the document on a motion from
C.Merrell, second by J.Muncie. All Ayes.
2. Approval HWC Invoice #13 —The board approved the document on a motion from
C.Merrell, second by P.Meyer. All Ayes.
3. Approval of Monthly Claims—The monthly claims and invoices were approved on
a motion from C.Merrell, second by P.Meyer. All Ayes
New Business
1. CECon Park Plan — Todd Burch and Jessica Hartman with Civil Engineering
Consultants (CECon) were in attendance to present a preliminary plan for the
improvements to Robe-Ann Park. The park board had a very good conversation and
proposed some changes and other projects. These included:
a. Greenscape - The proposed improvements would increase and highlight
different areas of greenspace within the park. Dedication trees located across
the drive from the tennis and pickleball courts were preserved, along with the
picnic table and grill located there.
b. Basketball courts — redefining the north parking lot serving the ballfield,
Emerald Palace Playground and shelter #5 would create a dedicated
basketball court on the existing parking lot. The remaining portion could be
used as green space.
c. Large circle drive — significant discussion was held in regards to the
creation of the circle drive and how it would open the park during the
Christmas holidays. Ad downfall would be the amount of traffic that will be
traveling through the park perhaps as a pass through from Wood Street to
Bloomington Street. Some kind of traffic flow devices will be needed to
slow traffic. Speed bumps were not preferred.
d. Raised Crosswalk — Newcomer to the board, P.Meyer explained a speed
calming device that he has seen on college campuses to help slow traffic
speed, i.e. a raised crosswalk. This type of crosswalk is ADA accessible as
the crosswalk would come off the curb at sidewalk level and serve as slowing
device because it is raised. This type of crosswalk was suggested between
the restrooms crossing the street to the Emerald Palace Playground and the
Anderson Street exit.
e. Parking lots —A reconfiguring of the parking lots with diagonal spaces will
help control traffic as the patron pulls out of the stall pointing in the direction

travel is desired. Also, with defined parking lots, we can add more parking
spots.
2. Aquatics Center Lockers — Director R.Weinschenk ask to revisit and reviewed
different options for the aquatics center lockers for two restrooms. Options included
postconsumer recycled plastic lockers set for padlocks, lockers that were coin
operated, and lockers that were token operated. After some discussion in regards to
the pros and cons of coin or token operated locks, P.Meyer suggested looking into
lockers that were opened with a key that could be held at the front desk and then
checked out to the customer. He has seen successful use of this type in university
settings. Director R.Weinschenk will investigate this option and bring back
information to the next meeting for the purchase.
Old Business
1. Greencastle Aquatics Center
a. Mammoth Construction — Mammoth Construction will begin the Phase II
Interior improvements to the bath house project within the next two weeks.
b. BCMI - Boyle Construction Management Inc. started the Phase II exterior
improvements and a progress meetings have been held.
2. Big Walnut Sports Park Improvement Projects
a. Baseball Parking Lot - Fuetz work stopped in November and will proceed
with the coming of warmer weather.
b. Soccer sidewalk — Again work has stopped and will proceed with the
coming of warmer weather.
4110 c. Baseball Dugouts — A portion of the construction of the six dugouts for the
Greencastle Youth Baseball Program was rebid. Fuetz will lay the footers
and floor and construct the concrete block walls. Spiker Excavating will then
construct the supports and roof and install new chain link fences.
Director's Report
Director R.Weinschenk reviewed his director's report highlighting the following:
1. Winnie the Pooh Day! —Held on January 14t , Winnie the Pooh's Birthday was held
at the Putnam County Museum and targeted preschool and elementary aged youth. A
half dozen kids participated.
2. Mr. Potato Head Tells His Holiday Story! - Mr. Potato Head was set for Tuesday,
January 19th and held in the park & recreation department office. Two families
participated.
3. Make Someone's Heart Go Pitter Patter— The "Make Someone's Heart Go Pitter
Patter" program is offered for two main reasons, 1) to offer a craft program for area
scrap bookers, fraternal and service organizations, and student groups to create a
special Valentine to be given to someone, and 2) to pass these Valentines to residents
in our area extended care facilities. If interested in making Valentines for someone,
do so by February 5th. A flyer was provided.
4. Brick-Mania Chinese New Year! — Scheduled for Friday, February 12 from 6:00-
7:30 p.m. at the at the Putnam County Museum this program will celebrate and 3,800
year old holiday celebrated in China. Brick-Mania Chinese New Year includes a
special LEGO kit that can be assembled and taken home, treats and drinks, all for
• $24.00 entry fee.

5. P & E Model Railway — Director R.Weinschenk reminded the board that our
partnership continues with the Pacific & Eastern Model Railroad Club and the •
Putnam County Museum through Saturday, February 20. Tours of the club's model
railroad layout will be given each Saturday from 10:00 a.m. to 2:00 p.m. with a
scheduled appointment through the Putnam County Museum at(765) 653-8419.
Next Regular Meeting
Director R.Weinschenk reminded everyone that the next regular meeting of the
Greencastle Board of Park Commissioner's meeting will be held the first Wednesday of
the month, March 3, 2021 at 7:00 p.m.

The monthly park board meeting was adjourned at 8:26 p.m. on a motion from C.Merrell,
second by P.Meyer. All Ayes
