Minutes of the Regular Meeting
Wednesday March 3, 2021
Present: President Cathy Merrell, Vice President Tim Trigg, Secretary Joanna

Absent: Greencastle Community School Corporation liaison Brittany Labhart,

Mullinix and Kaitlin Tipsword with the Putnam County Public
Library, Mindy Duckett with the Purdue Extension office, Sara
Campbell with Putnam County Soil and Water Conservation

Call to Order
40 The regular meeting of the regular meeting of the Board of Park Commissioners was
called to order on Wednesday March 3, 2021 at 7:00 p.m. by Park Board President Cathy
Merrell. The meeting was held in the common council meeting room of Greencastle City
Hall.
It should be noted the regular meeting of the Greencastle Board of Park Commissioners
was held in the City Hall Council Room and offered virtual attendance by Zoom
conference call in conformance to the Governor's directives on "Social Distancing".
Public Input& Special Park Use Requests - None
1. Shakespeare In The Park—A.Ranck was in attendance and thanked the park board
for the opportunity to hold and direct Shakespeare-In-The-Park last fall. He hopes the
opportunity will be available this fall.
2. PCCS Summer Maintenance Contract—Mr. Ranck with Putnam County
Comprehensive Services was present to discuss the annual contract for summer park
maintenance contract. Mayor B.dory offered to fund this position through the City's
EDIT Fund. Details of the work schedule will be worked out between Mr. Ranck and
Weinschenk. The board accepted the maintenance proposal on a motion from
T.Trigg, second by J.Muncie. All Ayes.
3. Albin Pond Trail Walk — K.Mullinix and K.Tipsword with the Putnam County
Public Library, M.Duckett with the Purdue Extension office, S.Campbell with
Putnam County Soil and Water Conservation Department were in attendance to
present a proposal to install a Story Walk along the Albin Pond Trail. Approximately

20 locations would be designed for the ease of park maintenance and installed at no
cost to the parks and recreation department. Maintenance of each location would be
completed by the group. This project would be completed in the memory of Sue
Crafton, Conservationist with the Soil and Water Conservation District of Putnam
County who passed away in 2017. After discussion and on a motion by T.Trigg,
second by P.Meyer the proposal was accepted. All Ayes.
Approval of Minutes
Director R.Weinschenk presented minutes from the regular park board meeting held on
Thursday, February 4, 2021. The minutes were accepted on a motion by P.Meyer,
second by T.Trigg. All Ayes.
Monthly Expenditures
1. Approval BCMI Pay Application #3 - The board approved the document on a
motion from P.Meyer, second by T.Trigg. All Ayes.
2. Approval Mammoth Pay Application #1 - The board approved the document on a
motion from, T.Trigg second by P.Meyer. All Ayes.
3. HWC Invoice #14 — The board approved the document on a motion from P.Meyer,
second by T.Tigg. All Ayes.
4. Approval of Monthly Claims — After a review, the monthly claims and invoices
were approved on a motion from T.Trigg, second by J.Muncie. All Ayes
Old Business
•1. CECon Park Plan — Todd Burch with Civil Engineering Consultants (CECon) was
in attendance to present the plan for the improvements to Robe-Ann Park. The park
board liked the plan laid out by T.Burch. Park board president C.Merrell stated she
liked the idea of two way traffic in the vicinity of the Emerald Palace and tennis
courts. The addition of dedicated sidewalks within the park will help with pedestrian
use of the drives through the park.
2. Aquatics Center Lockers — Director R.Weinschenk presented his findings in
regards to the lockers for the aquatics center. Lockers with keyed locks were
approved at the cost of$13,894.78 paid from the Park Non-Reverting Capital line on
a motion from P.Meyer, second by T.Trigg. All Ayes.
3. Greencastle Aquatics Center
a. Mammoth Construction — An update of the Mammoth Construction Phase
II Interior improvements to the bath house project was given.
b. BCMI - Boyle Construction Management, Inc. has started the Phase II
exterior improvements and are moving quickly.
c. Big Walnut Sports Park Improvement Projects — Fuetz has returned to
BWSP nad are moving quickly with the improvements to the Greencastle
Youth Baseball parking lot, soccer sidewalk and new fences, and the GYB
dugouts. Spiker Excavating will then construct the supports and roof and
install new chain link fences.

Director's Report
Director R.Weinschenk reviewed his director's report highlighting the following:
1. Make Someone's Heart Go Pitter Patter — The "Make Someone's Heart Go Pitter
Patter" program was offered in February and went off bigger than expected with over
2,000 card received which were then passed out to residents in our area extended care
facilities. Kudos went out to Assistant Director C.Snellenberger for the program's
success.
2. Brick-Mania Chinese New Year! — Held at the Putnam County Museum, this
program was celebrated on Friday, February 12 from 6:00-7:30 p.m. with discussion
of the 3,800 year old holiday Chinese holiday. The Brick-Mania Chinese New Year
included a LEGO kit,treats and drinks,which drew four participants.
3. P & E Model Railway — The Pacific & Eastern Model Railroad Club was
dismantled and put away on Saturday, February 20th ending our 7-month partnership
with the Putnam County Museum. We will look at next fall during November's
Model Railroad Month for another program.
4. Easter Programs — Although we will not be holding our Annual Easter Egg Hunt
again this year, we will be holding the following ...
a. Non-Traditional Easter Egg Hunt — Scrapbook style cut-out Easter Eggs
are placed in businesses around town and participants fill out an entry form
playing card following clues to each business. Participants trade their
completed card for a chocolate Easter Bunny.
b. Easter Egg Hunt Take-Home Kit — A kit that contains 1-chocolate Easter
• Bunny and 18 —filled prize plastic eggs are included in each kit. Each plastic
egg will hold candy, toy, donated stuffed animal and/or coupon to one of our
local restaurants. The participant then can take home their kits and set up a
personal Easter Egg Hunt anywhere they want to and at their leisure.
c. The Great Bunny Hunt — Following clues released view Facebook,
participants hunt for one of two bunnies hidden within the municipal parks
system. A Russell Stover chocolate prize will be traded for the bunny once it
is returned to the office, where it will be cleaned and sanitized before placed
in the park again.
d. Brick-mania Easter Egg Hunt— Brick-Mania Easter Egg Hunt will be held
in city hall as in year's past, with attendance limited to 6 kids and their
parents.
e. Easter Peep's Contest — We will hold a contest to see who can be the most
creative creating a habitat for their Peeps, which will be judged at the April
park board meeting.
Next Regular Meeting
Director R.Weinschenk reminded everyone that the next regular meeting of the
Greencastle Board of Park Commissioner's meeting will be held the first Wednesday of
the month, April 7th, 2021 at 7:00 p.m. in Greencastle City Hall.
It was also noted the judging of our Peeps and Brick-Mania Creativity Contest will be
held prior to the meeting.
