Minutes of the Regular Meeting

Call to Order
The regular meeting of the regular meeting of the Board of Park Commissioners was
• called to order on Wednesday, April 7, 2021 at 7:02 p.m. by Park Board President Cathy
Merrell. The meeting was held in the common council meeting room of Greencastle City
Hall.
It should be noted the regular meeting of the Greencastle Board of Park Commissioners
was held in the City Hall Council Room and offered virtual attendance by Zoom
conference call in conformance to the Governor's directives on "Social Distancing".
Public Input& Special Park Use Requests - None
1. Child Abuse Month—Scott Monnett, Executive Director of Family Support Services
was in attendance to make a request to place a banner and blue pin wheel garden in
Robe-Ann Park on the corner of Tennessee and South Bloomington Streets. After
discussion,the park board approved the request on a motion from J.Muncie, second
by T.Trigg. All Ayes.
2. Music-In-The-Park- Christopher Shafer with the Apostolic Faith Tabernacle
Church was in attendance and requested the opportunity to hold an all musical event
in Robe-Ann Park on Saturday, June 5. He was directed to reserve the band shelter
and shelter#1 and check with the Putnam County Health Department for health plan
requirements. The board approved the request on a motion by P.Meyer, second by
J.Muncie. All Ayes.
3. Worship Night-In-The-Park—Hanna Newlin and John Tischer with Greencastle
Christian Church were present to request the opportunity to hold three different
events in Robe-Ann Park. A flier was provided listing the dates of Friday night, June

25 from 5:00-9:00 p.m., Friday night July 9 from 6:00-8:00 p.m., and Friday night •
July 30 from 7:00-9:00 p.m. The board discussed Putnam County Health Department
recommendations and requested a health plan based on those recommendations for
each event. The board tabled the request until the May meeting on a motion by
P.Meyer, second by J.Muncie. All Ayes.
4. Softball Tournament Fundraiser—Director R.Weinschenk stated Nataniel
Velasquez with Grace Tabernacle Church was not able to attend the meeting and was
unsure of the Saturday, May 29 date. The board requested an updated request at the
May meeting from Mr. Velasquez.
5. Movie Night-At-The-Pool- Amanda Procenti with State Farm Insurance presented a
proposal for a partnership to offer a movie night-at-the pool on Friday night, June 18
(rain date June 25). She would like to show the movie Frozen II beginning at 9:00
p.m. The movie will be shown from 9:00-11:45 p.m. Ms. Procenti proposed a
$200.00 rental fee and she will pay for the $997.71 screen rental and movie licensing
fees. She will invite local businesses to donate food product to be given away.
Mayor Bill Dory requested a review by the city's attorney. On a motion from
T.Trigg, second by P.Meyer, the board authorized the request contingent on a review
and approval from City Attorney Laurie Hardwick. All Ayes.
6. GCSC Staff Appreciation Week—The board reviewed a written request from Toni
Smith, Executive Secretary for the Greencastle Community School Corporation for a
donation to recognize the staff members during their Staff Appreciation Week. On a
motion from P.Meyer, second by J.Muncie the park board approved the donation of
two 10-punch passes to the Greencastle Aquatics Center. All Ayes.
7. Parkfest: Concerts-In-The-Park Schedule—The board received a written request
from Latoshia Everson, Greencastle Civic League setting the dates for this year's
Parkfest: Concerts-In-The-Park Series. Dates are June 1, 8, 15, 22, 29 and July 6, 13,
20, 27. The dates were approved on a motion from T.Trigg, second by J.Muncie. All
Ayes.
8. 24-hour Cycling and Walking Event—Joel Everson was in attendance to discuss
his request to hold a 24-hour Heroes for the Homeless Awareness Event at Big
Walnut Sports Park on Friday and Saturday, September 10-11. He presented a
schedule of events for an expected 150 people. Park board members P.Meyer and
T.Trigg stated their support for the event. The request was approved on a motion
from T.Trigg, second by P.Meyer. All Ayes.
9. Putnam Pickleball Club — Mitch Dickerson, President of the Putnam Pickleball
Players was present to give an update and request.
a. Club Membership - In 2020, the club doubled in size to approximately 84
people.
b. Tournament Dates - This year they would like to host two pickleball
tournaments with approximately 200 participants expected who will be
driving in from as far as Ohio and Illinois. The tournament dates are
Saturday, July 3 and Saturday, September 4. Tournament dates were
approved on a motion from P.Meyer, second by T.Trigg. All Ayes.

c. Pickleball Lessons — Mr. Dickerson also invited everyone to attend their free
Pickleball Lessons offered on Tuesday evenings starting at 5:00 p.m. through
the end of May.
d. Storage Building —_M.Dickerson stated the club has outgrown the storage
shed they currently have and would like to build a new and larger one.
Concern was voiced into placing something larger than the one existing and
the safety of the players. On a motion from T.Trigg, second by J.Muncie the
request was authorized contingent on plans for the storage building being
presented to and approved by Parks and Recreation Director R. Weinschenk.
All Ayes.
Approval of Minutes
1. Regular Meeting - Director R.Weinschenk presented minutes from the regular park
board meeting held on Wednesday, March 3, 2021. The minutes were accepted on a
motion by T.Trigg, second by J.Muncie. All Ayes.
2. Special Meeting - Director R.Weinschenk presented minutes from the special park
board meeting held on Monday, March 29, 2021. The minutes were accepted on a
motion by T.Trigg, second by P.Meyer. All Ayes.
Monthly Expenditures
1. Inquiries — Two inquiries were made in regards to the claim docket. Questions
were asked where the
a. "No skateboarding ..." Signs — Director R.Weinschenk was asked where
these signs would be placed and he stated attached to the gates on the
pickleball and tennis courts.
b. Tire repair—the tire repair was for a lawnmower
c. Applicator — Cleaning chemicals and spray applicator was for use at the
Greencastle Aquatics Center to mist spray decks, deck chairs and rails to
water slides.
2. Approval of Monthly Claims — After a review, the monthly claims and invoices
were approved on a motion from T.Trigg, second by J.Muncie. All Ayes
Old Business
1. Aquatics Center Improvement Project Update
a. Aquatics Center Roof - Director R.Weinschenk presented a proposal from
Mammoth Construction in regards to the change order addressing the Greencastle
Aquatics Center roof repairs. Two options were presented with the first removing
enough shingles to access the 4 x 8 sheets of plywood needing replaced and then
replacing the shingles at $9,697.00. The second option detailed removing all
shingles from the roof, make the needed repairs to the under sheets, and then
reshingling the roof at a price of$21,956.85. The current shingles are
approximately 18-years old with a lifetime of 20-years, so instead of piecing the
roof together the board decided to replace all shingles and start with a new roof.
Option two was agreed upon authorizing park board president Cathy Merrell to
sign the documents on a motion from P.Meyer, second by J.Muncie. All Ayes.

b. Interior Renovations - An update of the Mammoth Construction Phase II , •
Interior improvements to the bath house project was given.
c. Exterior Improvements — An update Boyle Construction Management,
Inc.'s exterior improvements was given.
2. BWSP Projects Update
a. Feutz— This past week, Feutz Construction has completed almost all of the
concrete work with the sidewalks and driveway. The Little League dugouts
have been completed along with the sidewalks and soccer fence line.
Replacing the 3-rail split rail fences, the new black vinyl coated chain link
fences look great.
b. Dugout benches— Six new 15' long player benches to be placed inside each
of the six dugouts have been ordered.
New Business
1. Program and Fee Schedule—Director R.Weinschenk presented a proposed fee
schedule for Greencastle Aquatics Center, adult softball leagues, facility reservation
and rental rates. He stated his goal was to offer a variety of ways a person/family
could attend the aquatics center this season, especially those affected by the COVID-
19 pandemic. He proposed admission rates that all can afford, but still offer a
discount for pass holders.
a. Daily Admission Rates will remain the same.
1) 0-4 years Free
2) 5 years and over(12:00 Noon-5:00 p.m.) $5.00 person
3) Twilight Swim (5:00-7:00 p.m. $3.00 per person
b. 10-Punch Pass will remain the same at $40.00, as savings of$10.00.
c. Season Passes Rates - Director R.Weinschenk stated the pool season will be
open approximately 72 days.
1) Individual Season Pass - 72 day season x $5.00 per person=
$360.00. He proposed a fee of$85.00 (was $60.00) a savings of
$275.00 for the season.
2) Family Season Pass for 4—72 day season x $5.00 per person x 4
= $1,440.00. He proposed a fee of$240.00 (was $175.00) a
savings of$1,200.00 for the season.
3) Each addition to the Family Pass - 72 day season x $5.00 per
person= $360.00. He proposed an additional fee of$50.00 (was
$35.00) a savings of$310.00 for the season.
d. Private Pool Rental Rates for a 2-hour rental—Director R.Weinschenk
proposed an increase to pool rental rates to ensure the coverage of personnel
expenses.
1) 1 —75 people $275.00 (was $205.00)
2) 76— 150 people $350.00 (was $275.00)
3) 151 +people $435.00 (was $375.00)
e. 4-hour Pool Rental will stay the same at $700.00.

• f. Corporate Pool Rentals—Large group rentals will remain the same at
$2,500.00 for an all-day event.
g. Bob York Splash Park
1) Evenings (8:00-10:00 p.m.) $125.00
2) Saturday Mornings (8:00 a.m.-10:00 a.m.) $150.00
h. Birthday Parties—includes pool admission, birthday decorations, hotdog,
chips and birthday cupcakes.
1) Base Rate of$115.00 (was $100.00)
2) Each additional person+ $7.50 (was $5.00)
i. Aqua Fit Classes - $6.00 per person or$3.00 with a season pass
j. Tot Time—A special program for toddlers, 4-years and under, and a parent
from 11:00-11:55 a.m. Tuesdays, Thursdays and Saturday mornings with a
fee of$2.00 per toddler, parents free.
k. Adult Softball Programs—Again looking at last year's expenses, but
keeping the fees low due to COVID-19 struggles, the following fees were
proposed.
1) Men's Softball—7-game round robin schedule at $280.00 per
team (was $270.00)
2) Women's Softball - 7-game round robin schedule at$280.00 per
team(was $270.00)
3) Summer Coed Softball- 7-game round robin schedule at $300.00
per team (was $290.00)
• 4) Fall Coed Softball— 12-game round robin schedule and season
end tournament at $485.00 per team (was $475.00)
1. Facility Reservation Fees—Facility rental and reservation fees for the
various shelters and amenities in the park will remain the same as last year.

The 2021 fees were accepted on a motion from P.Meyer, second by J.Muncie.
Discussion points included:
a. "All costs have risen over the last year"—S.Monnett
b. "The city council was gracious enough to increase our employee's wages."
c. "We've completed a large number of renovations to the facility, both inside
and out!"
d. "With the improvements at the aquatics center, your visitors will have a
better experience."—S.Monnett
The motion passed, "All Ayes".
2. Aquatics Center Concession Menu—Director R.Weinschenk and Assistant
Director C.Snellenberger discussed the proposed menu and cost break down for the
upcoming pool concession season. It was explained that we have held a discussion
with Allison McCarty from the Putnam County Health Department in regards to
heath precautions. Assistant Director C.Snellenberger has renewed her Indiana
SafeSery Certification. As far as individual menu items, keeping pandemic
• precautions in mind, we will sell prewrapped/prepackaged goods with the exceptions

of hotdogs and pretzels. (Please review attachment.) The proposed menu was
approved on a motion from T.Trigg, second by P.Meyer. All Ayes.
Director's Report
1. Red-Tailed Hawks — We have a family of Red-Tailed Hawks in the Robe-Ann
Park. A third has been seen north of the park along Anderson Street.
2. Shelter Use — With the warmer weather, we have seen an increase in shelter usage
with activities from family gatherings, friends social gatherings, luncheons, and
corporate morning meetings.
3. Mowing — This week we started mowing in the park, so we won't quit until
November.
4. PCCS Worker—Joe, our part-time park maintenance worker from Putnam County
Comprehensive Services, started this past week and is working alongside our
maintenance crew.
5. Seasonal Staff—We have begun the interview and hiring processes for our summer
seasonal staff. At this time, our numbers look good. All positions will start mid-
May.
6. Signage — We have installed three "No Skateboarding ..." signs on each of the
entry gates to the Pickleball and Tennis Court gates. We hope this will help deter
unwanted activities that may damage the courts.
7. Aquatics Center Lockers — The new replacement lockers for the aquatics center
changing rooms have been ordered and will be installed by Mammoth Construction.
8. Player Benches - Six (6) 15'foot long players benches have been ordered and will 1111
be set in the six new dugouts on the little league fields.
9. Recreation Programs
a. Easter Programs — Although we will not be holding our Annual Easter Egg
Hunt again this year, we will be holding the following ...
1) Non-Traditional Easter Egg Hunt — Scrapbook style cut-out Easter
Eggs were placed in businesses around town and participants filled out an
entry form playing card following clues to each business. Participants
trade their completed card for a chocolate Easter Bunny.
2) Easter Egg Hunt Take-Home Kit — Kits containing 1-chocolate Easter
Bunny and 180 — filled prize plastic eggs were handed out with
participants holding their own personal Easter Egg Hunt. Over 80 youth
took advantage of this program.
3) The Great Bunny Hunt — Following clues released view Facebook,
participants hunted for one of two bunnies hidden within the municipal
parks system. A Russell Stover chocolate prize was awarded to those
people finding the bunnies during three separate games.
4) Brick-mania Easter Egg Hunt—Brick-Mania Easter Egg Hunt was held
in city hall, with attendance limited to 6 kids and their parents. Three
games were played.
5) Easter Peep's Contest— The judging was held at the start of the meeting
with participants creating a habitat for their Peeps Easter treats.

b. Police Boot Camp — Announcement for this favorite summer program has
been released and will be held in our continued partnership with the
Greencastle Police Department and other area law enforcement agencies. It
will be held the second week in June. A flier was included.
Next Regular Meeting
Director R.Weinschenk reminded everyone that the next regular meeting of the
Greencastle Board of Park Commissioner's meeting will be held the first Wednesday of
the month, May 5, 2021 at 7:00 p.m. The park board decided to hold the meeting at the
Greencastle Aquatics Center to tour the improvements.
