HomeMy Public PortalAboutMay 5 2021 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Wednesday, May 5, 2021 Present: President Cathy Merrell, Vice President Tim Trigg, Secretary Joanna Muncie and Pete Meyer Absent: Greencastle Community School Corporation liaison Brittany Labhart, Putnam County Public Library liaison David Taylor Also Present: "Patriot Runner" Matthew Watson, City Clerk Treasurer and First Baptist Church member Lynda Dunbar, Troop 99 Boy Scout Evan Harris, Tony & Rachel Popov — Kona Ice, Julie Karr — Kinetic Change, Mayor Bill Dory, Banner Graphic Reporter Eric Bernsee, Park Maintenance Supervisor David Bault, Assistant Director Chrysta Snellenberger, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the regular meeting of the Greencastle Board of Park Commissioners was called to order on Wednesday, May 5, 2021 at 7:00 p.m. by Park Board President Cathy Merrell. The meeting was held on deck at the Greencastle Aquatics Center in Robe-Ann Park. Public Input& Special Park Use Requests 1. Wounded Warrior Run — Matthew Wilson, a.k.a. Patriot Runner was in attendance to request permission to hold a 5K fundraiser for "Running For Heroes" at Big Walnut Sports Park on Saturday, May 22 from 9:00 a.m. to 11:00 a.m. The board approved gathering in the southern parking lot and requested crossing attendants to watch the east and west entrances since youth baseball, softball and soccer will have ballgames. On a motion by T.Trigg, second by P.Meyer the park board approved the event. All Ayes. 2. First Baptist Church — First Baptist Church (FBC) member and City Clerk Treasurer Lynda Dunbar was present to make a few request for community gatherings in Robe-Ann Park. a. Church Service in the Park - On Sunday, June 20th, FBC would like to use the band shelter for a morning church service beginning at 9:00 a.m. This request was approved on a motion by T.Trigg, second by J.Muncie. All Ayes. b. Pool Party - Sometime in mid-July, FBC would like to rent the pool from 7:00 — 9:00 p.m. for a community invitation event open to the public. This activity will replace their normal Vacation Bible School. On motion by J.Muncie, second by P.Meyer, the board approved the request contingent on scheduling an open date with Aquatics Director C.Snellenberger. All Ayes c. Pink Out 5K Fundraiser— Director R.Weinschenk presented the request for the Putnam County Hospital's use of Big Walnut Sports Park for a Breast 1 A Cancer Awareness Pink Out 5K Fundraiser on Saturday, October 2. On a motion by J.Muncie, second by T.Trigg,the event was approved. All Ayes. 4111 d. Eagle Scout Project — Life Scout Evan Harris from Greencastle's Troop 99 of the Boy Scouts of America was present and proposed to have painted a mural on the parking lot side of the softball concession as his Eagle Scout Project. Director R.Weinschenk asked E.Harris to give a report at each of the park board meetings, either in person or in writing. After discussion on his proposal, the board approved his request on a motion from J.Muncie, second by P.Meyer. All Ayes. e. Quick Start Tennis — The park board entertained a written request from the Brittany Labhart with Quick Start Tennis for use of the Tennis and Pickleball Courts from June 14 to July 22 8:00 a.m. to 10:30 a.m. each Monday and Thursday. After discussion, the park board approved the request on a motion from P.Meyer, second J.Muncie. All Ayes. Approval of Minutes Director R.Weinschenk presented minutes from the regular park board meeting held on Wednesday, April 7, 2021. The minutes were accepted on a motion by T.Trigg, second by P.Meyer. All Ayes. Monthly Expenditures Approval of Monthly Claims—After a review of the monthly claims and invoices, they were approved on a motion from P.Meyer, second by J.Muncie. All Ayes Personnel 1. Seasonal Personnel - Director R.Weinschenk presented a list of aquatics, park maintenance, and SPARK seasonal personnel for the board's approval. After a quick perusal, the list was approved on a motion by P.Meyer, second by T.Trigg. All Ayes. 2. Concessions Manager — The park board elected to address the concessions manager position separately, since the position will be filled by park board member Joanna Muncie who would have to abstain from the vote. On a motion by P.Meyer, second by T.Trigg, J.Muncie was approved for the aquatics center manager position. The motion passed: 3-Ayes, 0-Nayes, 1-Abstention(J.Muncie). Old Business 1. Worship Night-In-The-Park—Last month, the board tabled the requests by Hanna Newlin and John Tischer with Greencastle Christian Church for three different events in Robe-Ann Park. Once the subject was taken off the table, Director R.Weinschenk stated he received a call this week stating these events will not be held this year, but will be revisited in 2022. 2. Pickelball Storage Shed Update- Director R.Weinschenk stated he has yet to receive any information in regards to the proposed shed. The park board moved on. 3. Aquatics Center Improvement Project Update a. Interior Renovations - An update of the Mammoth Construction Phase II Interior improvements to the bath house project was given. • 2 b. Exterior Improvements — An update Boyle Construction Management, IDInc.'s exterior improvements was given. c. Change Orders - Director R.Weinschenk presented for the board's signature change orders from Mammoth Construction. They include: 1) Roof Repairs 2) Uneven floor repairs 3) Concrete deck work 4) Approval—The board authorized park board president Cathy Merrell to sign the documents on a motion from T.Trigg, second by J.Muncie. All Ayes. 2. BWSP Projects Update a. Feutz - Feutz Construction completed all of the concrete work with the sidewalks and driveway. b. Spiker Excavating - The Little League are almost complete with a few items to be finished once backordered parts come in. c. Dugout benches— Six new 15' long player benches have been placed inside each of the six dugouts. d. Funding— Mayor B.Dory reminded the board that these three projects were funded by insurance monies and Greencastle's Redevelopment Commission. New Business 1. Funbrellas—Director R.Weinschenk explained upon inspection, the stitching on one of the canopies has dry rotted and cannot be used. He requested permission to • order a new canopy for one of the Funbrellas and asked the park board to choose colors. Once the China Red and White canopy was chosen, City Clerk Treasurer suggested ordering two, so they matched. She reassured the park board that funds were available for the purchase. The request, quantity and color were approved by the park board on a motion by P.Meyer, second by J.Muncie. All Ayes. 2. Aquatics Center Concession Menu—Kona Ice Proposal—Tony and Rachel Popov were present and reviewed their proposal to the park board. They would like to make Kona Ice a permanent presence at the Greencastle Aquatics Center this year. They proposed providing a small cart, ice machine, personnel and a 20%return to the Greencastle Aquatics Center. After discussion and stating it's a"Win/Win" situation,the proposal was approved on a motion from T.Trigg, second by P.Meyer. The motion passed: 3-Ayes, 0-Nayes, 1-Abstention (J.Muncie). 3. Carr 5K—Julie Carr with Kinetic Change was present to make her annual request to use portions of the Albin Pond Trail for the Kieth Can Memorial 5K Run. On a motion by J.Muncie, second by P.Meyer,the board approved the request. All Ayes. Director's Report 1. New Circulation Pump — Director R.Weinschenk informed the park board that in preparation for this year's aquatics season, we had to replace the main circulation pump. He also explained that the lifetime of the pump is 4-5 years (according to Spear Corporation) and our pump was the original pump installed in 1994, 27 years ago. We definitely got our money's worth. • 3 2. Robe-Ann Park Border Improvements • a. RDC - Mayor B.Dory reviewed upcoming border repairs to Robe-Ann Park. Both Wood and Tennessee Streets, to the east and south, will receive repairs to include new curb, gutter, sidewalks this next year. We will be able to remove the brown border posts. These will be funded by Greencastle Redevelopment Commission. • b. Bloomington Street — The State of Indiana will be replacing Highway 231 through town next year and will include new curb, gutter, sidewalks to the west. c. Police Boot Camp — The partnership with the Greencastle Police Department and other law enforcement agencies has received many registrations and will be held in Robe-Ann Park the second week in June. Land & Water Conservation Fund Director R.Weinschenk reminded the park board that he is drafting a proposal requesting $500,00.00 in federal funding from the Indiana Department of Natural Resources for improvements to Robe-AnnPark. He requested a special park board meeting for either Wednesday, May 26 or Thursday, May 27 (leaning to the latter) to discuss the proposal, seek public input, get board approval and capture the required signatures. The board approved either date. Next Regular Meeting Director R.Weinschenk reminded everyone that the next regular meeting of the Greencastle Board of Park Commissioner's meeting will be held the first Wednesday of the month, June 2, 2021 at 7:00 p.m. The park board decided to hold the meeting at the Greencastle Aquatics Center to tour the improvements.
