HomeMy Public PortalAboutOctober 6 2021 Regular Session Greencastle Board of Park Commissioners • Minutes of the Regular Meeting Wednesday, October 6, 2021 Present: President Cathy Merrell, Vice President Tim Trigg, Secretary Joanna Muncie and Pete Meyer Absent: Putnam County Public Library liaison David Taylor and Greencastle Community School Corporation liaison Brittany Labhart Also Present: Banner Graphic Reporter Eric Bernsee, Assistant Director/Aquatics Director Chrysta Snellenberger, Park Maintenance Supervisor David Bault, City Councilmember David Murray, and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Greencastle Board of Park Commissioners was called to order on Wednesday, October 6, 2021 at 7:03 p.m. by Park Board President Cathy Merrell. The meeting was held in Greencastle City Hall. Halloween Project Awards The following awards were issue to participants in the annual Halloween Project 1111 Contests. All received first-place finishes. 1. Brick-Mania Contest: Adult Division Renee Kolling Paradise City! Youth Division Lilly Kolling (4 years) LEGO Creation 2. Gingerbread Contest: Youth Division Charlie Kolling (6 years) Candy Train Lilly Kolling(4 years) Gingerbread Train Maggie Kolling (2 years) Festive Train Public Input—None Approval of Minutes Director R.Weinschenk presented minutes of the regular monthly meetings held on Wednesday, September 1, 2021. The minutes were accepted on a motion by J.Muncie, second by T.Trigg. All Ayes. Monthly Expenditures 1. Greencastle Youth Basketball Supplies — Park board member J.Muncie explained the invoice from the Greencastle Youth Basketball Program. Following their summer season, they offered the Greencastle Aquatics Center their leftover product at a nice discount. J.Muncie was able to strike a deal and the invoice was paid to their league. 2. Mileage — J.Muncie also mentioned that Mayor Bill Dory requested an invoice from her for the mileage that she accrued while working as concessions manager, which was included in this month's invoices. • 1 3. Approval of Claims & Invoices - After a review of the monthly claims and invoices, they were approved on a motion from T.Trigg, second by P.Meyer. The motion • passed on the following vote: 3 Ayes, 0 Nayes, 1 Abstention (J.Muncie). New Business 1. Bob York Splash Park — Director R.Weinschenk requested permission to close the Bob York Splash Park on Thursday, October 7 stating that we haven't had a complete 70 degree day in a while and few people are using the facility. The park board requested it stay open through Monday, October 11, since the predicted high temperatures for both Saturday and Sunday is 80-degrees. Director R.Weinschenk agreed to keep it open through the weekend and close it on October 11. 2. BWSP Sports Quotes - Director R.Weinschenk informed the park board that he has requested a representative from BSN Sports to visit BWSP and give us quotes on a new backboard for the Andrew Carr Memorial Basketball Court, volleyball standard for the Kinetic Change Sand Volleyball Court, and a replacement backup net for soccer field #1. After mowing this past week, he made note that one of our summer staff members must have caught it with a mower cutting a hole in it. 3. Sand Volleyball Court — Park board member P.Meyer volunteered to help with the sand volleyball court as he constructed a three court facility while in Florida. Old Business and Special Project Updates 1. Aquatics Center Improvement Project Update(s) a. Graves Construction—Waiting on waterslide winterization b. Mammoth Construction—We are still waiting on the door handles for the set of • doors that open to the deck. 2. Land and Water Conservation Grant Update— We are awaiting preliminary word on our Land & Water Conservation Fund Grant application, which could be sometime between October this year and March of 2022. 3. Tennessee and Wood Street Improvements — The park board asked about the improvements to Tennessee and Wood Streets. Director R.Weinschenk stated that the contractor will be laying asphalt paving this week, and that the participants in the Pink Out! 5K event sponsored by the hospital used the new sidewalks as part of their route. Director's Report Park Director R.Weinschenk reviewed his monthly director's report. Director R.Weinschenk informed the park board that both Assistant Director C.Snellenberger and Park Maintenance Supervisor D.Bault will be attending the annual Indiana Parks and Recreation Association Conference in Muncie, Indiana on Tuesday to Thursday, November 2-4. Director R.Weinschenk will be staying in town to maintain the office and attend the park board meeting scheduled for Wednesday,November 3. • 2 Next Regular Meeting Director R.Weinschenk reminded everyone that the next regular meeting of the Greencastle Board of Park Commissioners will be held the first Wednesday of month on November 3, 2021 at 7:00 p.m. in Greencastle City Hall.
