DRAFT Greencastle Board of Park Commissioners Minutes of the Regular Meeting Monday, November 8, 2021 Present: President Cathy Merrell, Vice President Tim Trigg, Secretary Joanna Muncie and Pete Meyer Absent: Putnam County Public Library liaison David Taylor and Greencastle Community School Corporation liaison Brittany Labhart Also Present: Banner Graphic Reporter Eric Bernsee, Assistant Director/Aquatics Director Chrysta Snellenberger, Park Maintenance Supervisor David Bault, City Councilmember David Murray, Mayor Bill Dory and Parks & Recreation Director Rod Weinschenk Call to Order The regular meeting of the Greencastle Board of Park Commissioners was called to order on Monday, November 8, 2021 at 7:00 p.m. by Park Board President Cathy Merrell. It should be noted the meeting was rescheduled from the regular meeting night, Wednesday, November 3 due to a "lack of quorum". The meeting was held in Greencastle City Hall. 411 Public Input—None Approval of Minutes Director R.Weinschenk presented minutes of the regular monthly meetings held on Wednesday, October 6, 2021. The minutes were accepted on a motion by J.Muncie, second by P.Meyer. All Ayes. Monthly Expenditures 1. Repair Parts - Park board president C.Merrell inquired about the Humphrey's claim for repairs. D.Bault, park maintenance supervisor, explained the lawnmower repairs from the last month. 2. Aquatics Winterization - Park board president C.Merrell also made an inquiry into the winterization of the water slides, which director R.Weinschenk stated it was included in the winterization of the pump room completed by Spear Corporation. Winterization of the Bob York Splash Park was completed as well. 3. Approval of Claims & Invoices - After a review of the monthly claims and invoices, they were approved on a motion from T.Trigg, second by J.Muncie. The motion passed unanimously. All Ayes. Special Park Use Requests Director R.Weinschenk reviewed a request from Brooke Trissel, Putnam County Hospital • Director of Marketing and Community Relations, for a donation to the upcoming Putnam County Hospital Black Tie Gala. The park board agreed to donate two 10-Punch Passes 1 W • DRAFT to the Greencastle Aquatics Center for the upcoming 2022 season on a motion from 4110 P.Meyer, second by J.Muncie. All Ayes. New Business Park Trees — Mayor B.Dory informed the park board that each city council member has some discretionary funds that they may use for special projects. He stated council member Jake Widner would like to use his discretionary funds to purchase large trees for Maple Berry and Micaela Cancilla Parks. Depending on the type and cost of each tree, they are open to spading in some larger, "instant shade"trees. With a heartfelt thank you, J.Widner's request was approved on a motion from P.Meyer, second by J.Muncie. All Ayes. Old Business and Special Project Updates 1. Big Walnut Special Projects — Director R.Weinschenk updated the board on two Kinetic Change projects located at BWSP. The basketball backboard will be installed later in the week with the help from the public works (street) department. We have also found timeline issues with the volleyball standards with shipment 8-12 weeks out. Alternatives are being investigated. 2. Land and Water Conservation Grant Update — The local committee met and are working on some documents for the Land& Water Conservation Fund Grant in hopes of meeting a December 1 deadline. • Director's Report Park Director R.Weinschenk reviewed his monthly director's report. 1. PCCS Summer Labor Contract — Director R.Weinschenk reminded the board that the contract for the seasonal park laborer position with Putnam County Comprehensive Services ended on October 29. Our summer help did a great job helping with park maintenance duties working alongside our park crew members, and Director Weinschenk recommended renewing the maintenance contract from the beginning of April to the end of October, 2022. 2. Invasive Species Removal—Director R.Weinschenk informed the park board that we have tackled some invasive species issues within the municipal parks system. a. Park Survey — On Tuesday, October 26, an invasive species survey was completed at Big Walnut Sports Park and Robe-Ann Park alongside members of the Putnam County Soil and Water Conservation. Many invasive species were identified which included Asian Honeysuckle, Burning Bush and Autumn Olive shrubs, Asian Wild Rose, along with the Bradford Pear tree. b. Removal of Invasives — On Friday, October 29 members of the public works (street) department helped our park crew remove six invasive species bushes from Robe-Ann Park. Included were three Asian Honeysuckle and three Burning Bush shrubs. c. Volunteers — A review of our volunteer help was reviewed by Director R.Weinschenk. He mentioned DePauw University Bonner Scholar interns and the two missionaries from the Latter Day/Mormon Church. d. Recreation Programs — Director R.Weinschenk also reviewed the Rokicki Foundation Fall Coed Softball League, Glow-Throw Disc Golf Tournament, Hunt 2 u W DRAFT , ® for the Great Pumpkin and the upcoming Seasonal Pie Baking Contest and Breakfast with the Grinch programs. Miscellaneous 1. Director's Resignation — Director R.Weinschenk informed the board that he would be stepping down as Parks and Recreation Director retiring after 21 years of service to the city. His last day would be November 27, 21-years to the day he began in 2000. He thanked all that have helped develop the municipal parks system from one 28-acre park to 8 totalling over 140-acres and offering 4 programs to one offering up to 75-programs per year. The park board thanked him for his service. 2. Pedal Putnam —A thank you was passed around the park board from Jenny Newlin, WTHI television from Terre Haute, thanking the parks and recreation department for their help and for hosting Pedal Putnam at Big Walnut Sports Park. Director R.Weinschenk informed the board that the Pedal Putnam bike ride would like to hold their event again next year. 3. Winter Lights Festival — In answer to an inquiry from Banner Graphic reporter E.Bernsee, Director R.Weinschenk stated the dates for this Winter Lights Festival will be from Saturday, December 4 to January 6, 2022. Kate Knahl with the Greencastle Civic League will be making announcements in regards to the festival soon. 4. Letter of Support for Trails Grant — Mayor Dory asked the park board for a letter of support for the Next Level Trails Grant. On a motion from P.Meyer, second by J.Muncie the board agreed to provide the letter. All Ayes. III Next Regular Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held the first Wednesday of month on December 1, 2021 at 7:00 p.m. in Greencastle City Hall.
