HomeMy Public PortalAboutMarch 1 2018 Regular Session ® Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, March 1, 2018 Present: President Tim Trigg, Vice President Dr. John Hennette, Beva Miller, Absent: Secretary Cathy Merrell, Community School Corporation liaison Dr. Wayne Lewis, Putnam County Public Library liaison David Taylor and City Council liaison Steve Fields Also Present: Rosetta, Jeff, Isaac, Logan, Shay, Merle & Jacob Eisel; Eric Bernsee - Banner Graphic, Tom Hamilton & Miranda Heavin with Greencastle Youth Baseball, Kate Yancy - WGRE, Ted Kissel with Jaycee Park Mountain Bike Trails, Assistant Director Erin Ray & Parks & Recreation Director Rod Weinschenk Snow Sculpture Awards Prior to the meeting, the award for the annual Snow Sculpture were presented to Isaac, Shay and Logan Eisel. Their snow sculpture of Yoda was the best received and constructed during one of the first snow falls of the season. Call to Order • The regular meeting of the Board of Park Commissioners was called to order at 7:47 p.m. by President T.Trigg in the City Council room of Greencastle City Hall. Public Input—None Approval of Minutes — Director R.Weinschenk presented minutes from the regular meeting held on Monday, February 1, 2018. T.Trigg noted that council representative Steve Fields was present on February 1. R.Weinschenk noted the change. With the correction, the minutes were accepted on a motion from J.Hennetee, second by B.Miller. All Ayes. Approval of Monthly Claims & Invoices - Director R.Weinschenk presented the monthly claims and invoices to the board. The board asked about the restroom improvements — AA Huber & Sons invoice. R.Weinschenk it involved repairs to the urinal. It looked like someone stood on it, cracking it. On a motion from J.Hennettee, second by B.Miller,they were approved as presented. All Ayes. Special Request 1. Greencastle Youth Baseball — President T.Hamilton and Treasurer M.Heavin were present to give and update in regards to the Greencastle Youth Baseball and to present their signed contracts for using Big Walnut Sports Park. a. Batting cage addition — GYB would like to install additional batting • cages in between the western two fields. 1 • b. Babe Ruth field — the infield will receive a facelift with the addition of 10-tons of Turface. This will help with drainage of the infield. c. Security cameras — they will be installing some security cameras to help combat vandalism and potential break-ins. These will monitor the buildings, parking lot, restrooms and concession stand. d. Dugout roof—the Babe Ruth dugouts will receive new roofing. e. Bleachers — new wood will replace the seats on the bleachers, through a donation (heavy discount) from Black Lumber. The benches within each dugout will get new seats, too. On a motion from J.Hennette, second by B. Miller, the improvements were approved. All Ayes. 2. Putnam County F.O.P. 5K— Set for Saturday, May 12th, the board considered a written request from Greencastle Police Officer Darrel R. Bunten for a 5K benefit run/walk for the Putnam County Fraternal Order of the Police. This event will begin and end at Shelter#5 in Robe-Ann Park and travel the July 4th route. On a motion from B.Miller, second by J.Hennette, the request was approved. All Ayes. 3. Parkfest — Latoshia Everson provided a written list of dates for the annual Parkfest concert in the park schedule, which included Tuesday evenings from May 29 to July 31 with each beginning at 6:30 p.m. These concerts will celebrate the 25th Anniversary of Parkfest, with each concert held in the new band shelter to be constructed within Robe-Ann Park. The concert dates were approved on a ® motion from B.Miller, second by J.Hennette. All Ayes. 4. Greencastle Pediatric Dentistry—The board entertained a request from Dr. John Hennette for his annual Greencastle Pediatric Dentistry pool party, which will be held on Friday evening, July 13th from 6:00-8:00 p.m. Last year's party held the largest private pool party of over 500 people. On a motion from B.Miller, second by T.Trigg the board approved the request. 2 Ayes, 0, naye, 1 Abstention (J.Hennette). The motion past. 5-Year Master Plan Documents 1. Programs, Fees & Brochure Approval - Director R.Weinschenk reported that the final document was being tweeked and requested that he board table this discussion to the April 5th meeting. He will present the needed documents for signatures, still meeting the DNR deadline of April 15th. The board tabled discussion until Thursday, April 5th on a motion from J.Hennette, second by B.Miller. All Ayes. 2. Jaycee Park Comments - Ted Kissel suggested that we include information on the Jaycee Park mountain bike trails, camping facilities, community building/nature center, modern restrooms, and better fishing access. The board asked for patience and will examine these for future projects in future budgets. Annual Brochure - Director R.Weinschenk and Assistant Director E.Ray presented this year's biannual brochure which will highlight programs from March to September. Comments were positive, with one suggestion to use a darker/deeper purple instead of 2 �4 lavender. The board approved the list of programs and their corresponding fees (see attached list) on a motion from J.Hennette, second by B.Miller. All Ayes. Upcoming programs—Upcoming programs for the month of March include: 1. Sunday, March 11th—National Worship of Tools Day: Build-It-Yourself Project! Scheduled from 2:00 to 4:00 p.m. in the GPRD Maintenance Shop located in Robe-Ann Park. Sponsored by the Black Lumber Company, young carpenters will have the opportunity to build their very own tool box and the chance to take it home with some brand new tools! $20.00 fee 2. Tuesday, March 20th—Spring has Sprung! Scheduled from 4:00 to 5:30 p.m. at the GPRD Maintenance Shop located in Robe-Ann Park this project will include painting a clay pot, filling it with fresh soil and flower seeds! $6.00 Fee 3. Saturday,March 24th—Annual Easter Egg Hunt will be held in Robe-Ann Park beginning promptly at 10:00 a.m. by scattering 7,000 eggs filled with candy, toys and even redemption tickets for some awesome prizes throughout Robe-Ann Park. Help is needed. 4. Tuesday, March 27th — Brick-Mania: Easter Egg Hunt scheduled from 6:30 to 8:30 p.m. in Greencastle City Hall, this program is open to the first twelve participants registered. Will include a Lego Easter Kit, which includes two mini- figures and a bunch of unique pieces, the chance to view a special Lego holiday diorama, the opportunity to free-build with the department's Lego collection, contests, treats and drinks. $12.00 Fee • Next Meeting The next regular meeting of the Greencastle Board of Park Commissioners will be held on Thursday evening, April 5th, 2018 at 7:30 p.m. in Greencastle City Hall and will include the annual Adjournment On a motion from T.Trigg, second by C.Merrell, the park board meeting was adjourned at 8:51 p.m. All Ayes.
