SPECIAL MEETING
JULY 30, 1973
COUNCIL MINUTES
INITIATION:
1. Mayor Tyrell called the special meeting of the City Council
to order at 7:40 p.m. in the north meeting room of the City
Hall.
2. ROLL CALL:
Present: Councilmen- Dennis, Gilbertson, Merritt, Tyrell
Absent: Councilmen - Briggs
Also present: City Manager Koski, Traffic Engineer Envall
Councilman Gilbertson moved to excuse the absence of Councilman
Briggs for cause, seconded by Councilman Merritt and carried.
UNFINISHED BUSINESS:
3. CONSOLIDATED FLEXIBLE DEPLOYMENT FIELD UNIT (CONFLEX)
Lt. Winters, Los Angeles County Sheriff's Department, reviewed
the Consolidated Flexible Deployment Field Unit proposal,
summarizing its purpose and objectives. He also discussed the
details of the Deployment vs Activity on a day to day basis over
a 24 -hour period. Lt. Winters also presented an analysis of
Deployment vs Cost; based upon cost model proposed, savings of
$134,000 would be possible for all the jurisdictions involved.
The cost reduction for Temple City would be approximately
$60,000.
Lt. Winters discussed other features of the program, including
support services and an administrative committee who would
meet on a regular basis to review and make recommendations when
necessary.
Councilman Gilbertson discussed the cost model and stated, based
upon his study, that Temple City was paying a higher percentage
than justified.
Mayor Tyrell questioned allocation of the field units and the
related cost model. He believed a higher percentage of patrol
time is essential for Temple City if we are to continue to
provide the type of service that we have developed through the
present program.
Councilman Dennis expressed the feeling that the program might
warrant a try on a pilot basis if the cost formula could be
revised.
Councilman Merritt did not believe we would be deriving any
savings due to the fact that the amount of patrol time available
would be reduced in proportion to the lower cost.
On motion by Councilman Gilbertson, seconded by Councilman Merritt,
Council determined not to participate in the Conflex Program.
4. TRAFFIC ENGINEERING STUDY RE SECTION 40802 (Speed Limits)
In reviewing the recommendations of the Traffic Engineer it
was pointed out that the recommendations were based on precise
engineering criteria. Any revision of the recommended

speed limits would require a determination that all engineering
criteria had not been considered in the overall engineering
studies.
Traffic Engineer Envall stated that in his judgment all conditions
had been considered on all streets that had been studied in making
the final recommendations.
City Council disagreed with the engineering criteria used in
establishing speed limit regulations; however agreed to accept
the recommendations of the Traffic Engineer. On motion of
Councilman Gilbertson, seconded by Councilman Merritt, the
recommendations as outlined in memos dated July 24 and July.30,
1973, which memos are on file in the Public Works Department,
were approved and carried.
5. APPOINTMENT OF PLANNING COMMISSIONERS:
On motion by Mayor Tyrell, seconded by Councilman Dennis,
Robert L. Stacy, Thomas D. Breazeal and Carl L. Clark, Sr. were
appointed to the Planning Commission for a one -year term of
office expiring June 30, 1974.
6. ADJOURNMENT:
Mayor Tyrell declared the meeting adjourned at 10 :00 p.m.
The next regular meeting will be held Tuesday, August 7, 1973,
at 7 :30 p.m. in the Council Chamber of the City Hall.
