It was suggested that Dr. Block contact Chief Bullock of the Metro Fire Department so that the proper'type of equipment can be purchased. Mr. Printup reported that he and Mr. Taplin had a meeting with Mr. Logan of the Bal Harbour Club at which the public access to the beach was discussed. Mr. Brittbn suggested that they hold further discussions on the matter. Mr. Maley explained that Mrs. Maria Guth had requested an occupational license to operate an office for a rejuvenation center at the Ivanhoe Hotel, which had been refused, and she was now re- questing the Council to grant'a variance for this operation. On motion of Mr. Villeneuve, seconded by Mr. Brush, and unanimously voted the variance was refused. There being no further business before the meeting on moti,>n of Mr. Taplin, seconded by Mr. Villenuve and unanimously voted the meeting was adjourned at 11:20 A. M. Attest: Village Clerk June 26, 1971 The Council of Bal Harbour Village met Saturday, June 26, 1971 at 9:30 A.M. in the Village Hall. Present: Messrs. Beatty,Brush,Printup, Taplin and Villeneuve. Also present were Fred W. Maley, Village Manager; Mary T. Wetterer, Village Clerk; and Thomas Britton, representing Mr. Anderson as Village Attorney. On motion of Mr. Brush, seconded by Mr. Villeneuve, the minutes of the previous meeting of May 29, 1971 were approved as submitted. Mr. lorry Cliff and Ed Eicher representing the Bal Harbour Resort Associa- tion appeared before the Council to thank the Village for their contribution to the successful travel agent's familiarization program sponsored by the Resort Association. Mr. Harold to operate an air bank vault during by Mr. Villeneuve except during the Perry and Mr. Frazier Knight requested the Council's permission hammer and compressor one Sunday in September to enlarge the their expansion program. June 26, 1971 114 Mr. Knight also explained that the emergency stair tower projects into the set -back area to the property line on the new addition and requested the Council to permit this additional variance. It was moved by Mr. Villeneuve, seconded by Mr. Printup and unanimously voted to allow construction of the stair tower to the property line on the northwest corner. Mr. Maley said he had talked to Mr. von Oesen last week who informed him that the Corps of Engineers had completed the technical review of our beach restoration plan and that there is some debate on the length of the north jetty. He said the feeling of the Corps of Engineers is that they are in favor of the project and as soon as the plan is approved by the Corps we will push for inclusion in this year's Federal Budget. Mr. Maley also said that the .5 million dollar appropriation from the State will be a con- tinuing appropriation into next year's State Budget. It is hopeful that the north jetty can be started by November of this year. Mr. Maley explained that the City of Miami Library system is to be taken over by Dade County this October and we will not be able to contract with the City of Miami for library service after that time, but will be charged on the county wide millage basis for library service if we do not find another way of providing library service for our residents. He told the Council that Mr. Duffield is contacting the City of Miami Beach to see if they would run the Surf-Bal-Bay Library and if they are not willing to con- tract with us that Surfaide will consider operating the library and Bay Harbor and Bal Harbour can contract with them. It is the feeling of the managers of the three towns that it would be a great saving to our taxpayers to operate this library either through Miami Beach or Surfside. It was moved by Mr. Brush, seconded by Mr. Villeneuve and unanimously voted that Mr. Beatty would continue to represent Bal Harbour on the Dade County League of Municipalities Board of Directors. Mr. Maley said the contract for the merger of the Fire Department of Bay Harbor and Bal Harbour with Dade County had been finalized and signed by the two towns and was being submitted to Dade County for their approval. He said that the site at 96th Street and Bal Bay Drive was not adequate for the County and that the County had agreed to build the fire station on the old auto inspection site at the south end of Baker's Haulover Park. In regard to the operation of the heart mobile after the County take-over on October 1, 1971, Mr.Maley said that the County Manager's office will confirm in writing their willingness to operate the equipment which some of our residents have offered to donate. Mr. Maley said the Collins Avenue architects have suggested that the bids be let for the landscaping on the west aide of Collins Avenue to allow the contractor sufficient time to locate the specified trees and that he would also like to order the bus benches at this time. It was the opinion of the Council that bids be taken for the landscape work and that the bus benches be ordered. There being no further business on motion of Mt.
