Minutes of the Regular Meeting
Thursday, September 6, 2018

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by Vice President Dr. John Hennette in the City Council Room in City Hall.
Public Input/Special Park Use Requests
Greencastle Pediatric Dentistry Pool Party — Dr. John Hennette thanked the 430
people who attended Greencastle Pediatric Dentistry's annual pool party. This number
sets a new record for a private rental held at the Greencastle Aquatics Center. It was
reported that everyone had a great time.
lb Approval of Minutes — Director R.Weinschenk presented minutes from the regular
meeting held on August 2, 2018. The minutes were accepted on a motion from B.Miller,
second by C.Merrell. All Ayes.
Approval of Monthly Claims & Invoices
1. Spiker Excavating — C.Merrell asked about the Spiker Excavating invoice for
moving lamp posts from DePauw University campus. Director R.Weinschenk
informed the board that the grounds crew were removing and replacing the lamp
posts around campus and donated them to the city. Plans include the possibility of
installing them throughout either Robe-Ann or Big Walnut Sports Park drives.
2. Monthly Claims Approved - Director R.Weinschenk presented the monthly claims
and invoices to the board. On a motion from B.Miller, second by C.Merrell, the
monthly claims were approved. All Ayes.
New Business
1. 2018 & 2019 Fiscal Year Budgets — Director R.Weinschenk reported to the board
that due to changes in the procedures with Indiana Department of Local Government
Finance, we would incur budget cuts to the current and next year fiscal year budgets.
Cuts could be as much as $96,000 in 2018 and $119,000 in 2019.
Mayor Bill Dory was present and described the budget cuts to the two budgets.
Although some areas were cut, some of those expenses were moved to and will be
funded through another portion of the city's budget. Cuts included:
a. 1 Full-time Maintenance Position— (eliminated, with an increase to part-time
4110 /seasonal wages.No increase in the number of part-time workers.)

b. Part-time/Seasonal Aquatics—Decrease this line by $30,000
c. Cut all capital improvements (fund from another budget)
d. Cut improvements to BWSP pathways (fund from another budget)
e. Cut new grills and picnic tables (fund from EDIT budget) 11111
f. Cut new pool deck furniture (fund from EDIT budget)
It should be noted that cuts would have been greater if the department didn't
begin the 2018 fiscal year with a cash balance of $136,000. It should also be
noted that Mayor Bill Dory has asked the park board to find more revenues
through increased rates like pool parties for the aquatics center and Bob York
Splash Park, shelter rentals and concessions; and to contain expenses.
Mayor Bill Dory also stated they city is planning on a small wage increase to all
personnel.
2. Fall Program Guide — Director R.Weinschenk along with Assistant Director E.Ray
discussed the October 2018 to February 2019 Fall Program Guide. All programs
were discussed, touching on dates, times and program fees (see attached guide). The
guide and all fees were approved on a motion from C.Merrell, second by B.Miller.
All Ayes.
Director's Report
Upcoming programs were highlighted which included the Walk & Talk Program, Movie-
In-The-Park Jumanji: Welcome to the Jungle, and the Annual Glow Throw Disc Golf
Tournament.
Next Meeting
It was noted that the next regular meeting of the Greencastle Board of Park 411
Commissioners will be held on Thursday evening, October 5, 2018 at 7:30 p.m. in
Greencastle City Hall.
Adjournment
On a motion from C.Merrell, second by B.Miller, the park board meeting was adjourned
at 8:51 p.m. All Ayes.
