Minutes of the Regular Meeting
Wednesday, January 2, 2008
Present: Vice President Tim Trigg, Secretary Kara Thomas,Dr. John Hennette,

Call to Order
The evening's meeting was called to order at 7:30 p.m. by Vice President T.Trigg in the
city council meeting room of Greencastle City Hall.
Welcome
The park board welcomed newcomer R.Evens to the voting side of the Greencastle Board
of Park Commissioners.
Public Input-None
Minutes
December,2007 Corrections -Director R.Weinschenk presented minutes from the
regular board meeting held on Wednesday,December 5,2007. Two corrections were
noted that Leslie Hanson was present at the meeting and that she resigned both the board
president position as well as her position on the park board, due to her extensive travels
throughout the winter months. Director R.Weinschenk will provide a set of corrected
minutes at the February meeting for approval and signatures.
Finances
Director R.Weinschenk presented a list of monthly claims against the department. On a
motion by J.Hennette, second by K.Thomas,the claims were approved as presented. All
Ayes.
Special Usage Request—Depauw Bicycle Team
A.Billingsley with the DePauw University Bicycle Team was in attendance to request
permission to use the new asphalt drive through Big Walnut Sports Park and the
roadways to the west,south and east of the park for a bicycle race on March 2,2008. The
board reminded him that he will also need to seek permission from the City of
Greencastle for Capital Drive,Putnam County for use of the county roads to the south
and east, and Big Walnut Sports Park for their portion of the park. On a motion from
R.Evens, second by J.Hennette,the board approved the request assuming approval would
be granted from the other three boards. All Ayes.

Friends Of The Park,Special Projects, and Old Business
1. Indiana Brownfields Program Grants
a. Maple Berry Park-Director R.Weinschenk informed the board that the
IWM Consulting Group has finished the project and had received their 1 t/z"
thick Final Assessment Report for the Maple Berry Park East Brownfield/
Petroleum Remediation Grant project. He stated the document is available
for review in the parks&recreation department office.
b. Robe-Ann Park: Clearwaters Corner-Director R.Weinschenk informed
the board that we have received unofficial word from Brad Gentry from
IWM Consulting Group that the work conducted through the Petroleum
Remediation Grant for Greencastle: Clearwaters Garden Center:
Clearwaters site is clean. Unofficially there was only one soil boring that
showed traces of petroleum residual, but it wasn't enough to warrant
remediation. The official word will follow. He stated that we can begin
development of the projects that we have scheduled.
2. Mary Rogers Field Park Project—We are awaiting sign designs from Toni
Tomlinson.
3. Big Walnut Sports Park Project(s)
a. Project Change—Following evaluation of the DePauw bicycle race,we
may drop the proposed permanent concrete speed bumps and install
temporary ones.
b. Asphalting- Wabash Valley Asphalt Company should continue when the
asphalt plants open mid-April.
4. People Pathways
a. Phase 1: Greencastle-To-Fillmore Trail-The parks department ordered a
new sign to designate the pedestrian pathway between Greencastle and
Fillmore. The previous sign had been destroyed by a passing motorist late
last year. The sign was carved by Tomlinson Signs from Cloverdale. As
soon as locates are complete and the weather breaks, it will be installed at
the entrance to Calbert Way Park which serves as our trailhead to the
Greencastle-to-Fillmore Trail.
b. Phase III: Albin Pond Trail/SRTS
1) Property Appraisals—Information from three real estate agents in
regards to the local land values has been passed to John Newlin for
value comparisons. Once his return letter has been completed, and
with authorization from INDOT,we will be ready to extend"offers
to purchase".
2) Civil Engineering Consultants—Garth Hughes has submitted the
first set of"Final Check Prints"and received comments back,along
with a list of other items. He is in the process of revising the plans
for submission to INDOT for their review.
3) Russell Property—I have passed electronic copies of the Russell
Property cleanup report from QEPI to both INDOT and Garth
Hughes.

4) Phase IV: The Campus Link Trail—No new news
Personnel
Director R.Weinschenk asked the board to request a change in the City's Personnel
Ordinance which would change the second full-time position to one (1)year-round part-
time and one(1)6-month part-time position. Bill Merkel is now working on a part-time
full-time basis and is doing excellent work. The second position would be seasonal and
help in the parks prior and after our part-time seasonal summer positions are hired. After
some discussion and on a motion from R.Evans, second by J.Hennette,the board
approved the request. All Ayes.
Director's Report
1. Youth Basketball Program—The parks&recreation youth basketball program will
resume play on Saturday,January 12 with games played at TZ Intermediate, Deer
Meadow Primary and the High School Auxiliary Gymnasium. Approximately 280
participants are registered for the program.
2. Assistant Director's Report—A.Thom gave a short report on recreation programs
offered by the department,which included Mommy&Me Program 2007, Santa's
Little Helpers, Santa Calling, and upcoming programs like Holidays Around the
World, Snow Sculpture, etc. Park Board members reminded A.Thorn that
advertising is the key for the programming and presented suggestions to help.
J.Hennette offered to post fliers in his office.

On a motion from J.Hennette, second by K.Thomas,the board meeting was adjourned at
9:10 p.m. All Ayes.
