Minutes of the Regular Meeting
Wednesday, March 5, 2008
Present: President Tim Trigg, Vice President Kara Thomas, Secretary Russ Evens,
Putnam County Library Ex-Officio Member Wes Wilson, and Greencastle
Community Schools Ex-Officio Member Barbara Bryan
Absent: Dr. John Hennette
Also Present: Mayor Sue Murray, Banner Graphic Reporter Adam Coates,Assistant
Director Amanda Thorn, Park Maintenance Steward David Bault, Parks&
Recreation Director Rod Weinschenk, and the many contestants and
visitors to the Lego-Mania Contest
Call to Order
The evening's meeting was called to order at 7:00 p.m. by President T.Trigg in the city
council meeting room of Greencastle City Hall.
Lego Mania Contest
Judging for the Lego-Mania Contest was held from 7:00-7:35 p.m., with awards
following. The winners for the contest were:
Public Input for 5-Year Master Plan
Comments received during the 5-Year Master Plan input session included:
• Indoor Swimming Pool
o Indoor/climate controlled Learn-to-Swim Program
o Family swimming activities, like waterslides, lazy rivers, water
playgrounds and spray features.
• Bathrooms next to Soccer fields at Big Walnut Sports Park
• Keep the Greencastle Aquatics Center open until Labor Day
• Adult Volleyball League(s)during the fall and winter months

February 6,2008—Director R.Weinschenk presented minutes from the regular meeting
held on Wednesday, February 6,2008. On a motion from K.Thomas, second by
R.Evens,the minutes were approved as presented. All Ayes.

Friends Of The Park, Special Projects,and Old Business
1. People Pathways
a. Phase I-Members of Greencastle's Pack 99 Cub Scouts and Webelos dens
constructed nine bird-houses as part of a conservation project. The birdhouses
will be hung this spring along the Greencastle-to-Fillmore trail.

2. LWCF Grant Project—Big Walnut Community Park

Program through the Purdue Extension office in reference to the possible

3. Mary's Field Park Update—Toni Tomlinson of Tomlinson Signs out of Cloverdale
has been chosen to complete the project and we are awaiting sign designs for the
park.

4. Robe-Ann Park/Clearwaters Property Update
a. Topsoil—The 80 loads of topsoil delivered from the Vectren gas pipeline
project were flattened this past month by Hurley Construction, and although it
still looks rough, we are awaiting the ground to dry out to spread it further and
then seed it.
b. Rotary Club Sign
i. Sign design—Toni Tomlinson and I met to discuss the revision for the
new Robe-Ann Park sign for the corner of the Clearwater corner.
ii. Shrubworks—I met with Stephanie Sheldon with Shrubworks to
discuss tree and other plantings around the sign. I am awaiting cost
estimates, etc.
iii. Trees
1) Cub Scout trees—We are awaiting the topsoil to be spread
before planting the seven flowering crabapple trees from
Pack 99 and friends. The trees will be planted along
Tennessee and Bloomington Streets to provide a nice border
planting around the property. These trees are made possible
through a Youth Philanthropy Grant from the Putnam County
Foundation.
2) Friends of the Park—Three Blue Spruce trees will be
planted behind the new"Robe-Ann Park"as a backdrop for
the sign. Two will be purchased, with the Blue Spruce
currently located at Mary Rogers Field Park being dug up
and replanted as part of the trio.
c. Maple Berry Park—The final report from IWM Consulting Group's,which
is a 1%2-inch thick document for Maple Berry Park East brownfield site has
been received and is in my office for review.
5. Mary Rogers Field Park- Joan Davis and I met with Toni Tomlinson to discuss
designs for a park sign for the new park. Ms. Tomlinson will work up a detail for our
review.
New Business
1. NPSI—D.Bault and I will be attending a National Playground Safety Inspectors
Course Wednesday through Friday,March 5-7 in Cannel.
2. Boy Scouts of America—Director R.Weinschenk informed the board that he is
seeking Scoutmaster Specific training in the near future in hopes of serving in the
scoutmaster role for Greencastle Boy Scouts Troop 99. Although he is crossing over
into the Boy Scout program with his son, the youth leadership training should benefit
him in his job, as well.
3. Severe Weather Week—R.Evens informed the group that it was Severe Weather
Week.

4. Aquatics Hours—Russ Evens requested the board consider keeping the
Greencastle Aquatics Center open until Labor Day. Past problems include:
a. Staffing issues-Availability of management and Lifeguard personnel, due to
the early start up dates for both the local high schools and colleges.
b. Attendance—Following the staffing issues, August attendance isn't very
strong and, in the past,the numbers weren't there to justify staying open.
c. Expenses—With the budget constraints put on the department over the last 5-
years,the numbers weren't there to justify staying open.
Recreation Programs
1. Youth Basketball Program—The last day of the program was Saturday, February
16,with end-of-season coaches evaluations solicited.
2. Walk N-Talk Program—Although not widely attended(lots of registrations),we
have received many inquiries in regards to the program. We are partnering with the
DePauw University Track and Cross Country Program utilizing their facility on
Monday, Wednesday and Friday mornings from 8:00-10:00 a.m. until the end of
March. The fee for the program is$15.00 per person,which includes a special
program t-shirt and a lite brunch on Fridays.
3. Global Village Night—We are partnering with DePauw University to establish a
modern languages workshop, which will target area families for a 6-week program.
Thirty-five people were in attendance at the initial meeting, led by top-level language
arts students and DePauw professors.
