RESOLUTION NO. 95 -3392
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE
CITY APPROVING AN ADMINISTRATIVE CONDITIONAL USE
PERMIT PROCESS AND ESTABLISHING STANDARD
DEVELOPMENT CRITERIA FOR CERTAIN USES
THE CITY COUNCIL OF THE CITY OF TEMPLE CITY DOES HEREBY
RESOLVE:
SECTION 1. Based upon testimony received at a noticed public hearing and upon facts
contained in the staff report and testimony received at a noticed public hearing before the City Council,
the City Council hereby approves the request subject to conditions contained in this Resolution and finds:
SECTION 2. The following uses which currently require a conditional use permit in the Temple
City Zoning Code as well as the Downtown Specific Plan shall be handled through an administrative review
approval process:
A. Automobile Service Stations
B. Bridal Shops/Tuxedo & Costume Rentals
C. Drive -thru Businesses
D. Restaurants
SECTION 3. The administrative approval of the uses listed above shall be subject to the
standard development criteria shown on Attachments "A" - "D ".
SECTION 4. This project should result in no significant effects upon the environment and a
negative declaration has been prepared in accordance with the State CEQA guidelines. The initial
statement as prepared indicates that there is no potential for adverse impact to the environment as it
relates to all wild animals, birds, plants, fish, amphibians and related ecological communities, including the
habitat upon which the wildlife depends for its continued viability.
SECTION 5. The City Clerk shall certify the passage and adoption of this resolution and enter
it into the book of original resolutions.

Council of the City of Temple City at a regular meeting held on the 17th day of January, 1995, by the

AUTOMOBILE SERVICE STATIONS
STANDARD DEVELOPMENT CRITERIA
1. The hours of operation for auto repair shall be between 5:00 a.m. and midnight.
2. Pump island canopies shall be architecturally treated and shall be designed as part of the station
structure itself.
3. Detailed landscape and irrigation plans shall be submitted to the Community Development
Department prior to the issuance of building permits.
4. A comprehensive sign plan showing all signage for the site shall be submitted to the Community
Development Department for approval prior to the issuance of building permits.
5. All required approvals and permits shall be obtained prior to commencing work on the site.
6. Conduct all on site and contributory drainage to appropriate flood control facilities or gutters. No
drainage shall be allowed to flow across the public sidewalk.
7 Provide a utility plan to the Public Services Department showing the undergrounding of all utility
lines and conduits to be approved prior to the issuance of building permits.
8. The construction plans shall include a site plan showing all public right -of -way improvements to
the centerline of the street. Permits must be obtained prior to the commencement of any work
in the public right -of -way. All work in the public right -of -way shall meet Los Angeles County
Public Works standards.
9. Separate restrooms shall be provided for men and women. Said restrooms must be available to
the public during business hours. Additionally, said restrooms shall be maintained in a clean and
sanitary manner at all times.
10. No vehicles shall be parked on sidewalks, parkways, driveways, alleys or planting areas.
11. A six foot high solid masonry wall shall be constructed along the property lines of the subject
property which abut residential zones.
12. A trash enclosure constructed of six foot high masonry walls and a gate shall be provided.
13. All outdoor lighting shall be constructed, arranged, operated, shielded and maintained so as to
prevent any glare or reflection, nuisance, inconvenience and/or hazardous interference of any kind
to abutting or adjacent properties or the public right -of -way.
14. A demolition permit shall be obtained to remove existing structures, including underground gas
tanks and outdoor advertising structures, prior to the issuance of building permits.
15. No alcoholic beverages shall be sold or consumed on the premises unless a conditional use permit
is approved.
16. The submitted site plan shall be reviewed by the City's Traffic Engineer for adequate on -site and
off-site vehicular circulation.
17. All conditions of Section 9203 of the Temple City Zoning Code relative to the burden of proof shall
apply.
18. The sale of vehicles shall not be permitted.

BRIDAL SHOPS /TUXEDO & COSTUME RENTALS
STANDARD DEVELOPMENT CRITERIA
1. A business license shall be obtained for the business.
2. Signage shall be consistent and in conformance with the current sign criteria as contained in the
Temple City Zoning Code and the Downtown Specific Plan. Prior to the installation of signage,
a sign application and a building permit shall be obtained from the Building Department.
3. The front door shall remain unlocked during regular business hours. No locks shall be installed
on any door with the exception of the front and rear doors and the restroom doors.
4. The entire premises shall be available for inspections upon request by the Los Angeles County
Sheriff's Department or the City's Code Enforcement Officer.
5. Building permits shall be obtained for all demolition work and all new construction.

DRIVE -THRU BUSINESSES
STANDARD DEVELOPMENT CRITERIA
1. The hours during which deliveries will occur shall be between the hours of 6:00 a.m. and 10:00
p.m.
2. Drive -thru areas shall be designed to be an integral part of the main structure.
3. A comprehensive sign plan for the site shall be submitted to the Community Development
Department for approval.
4. All on site drainage shall flow to appropriate flood control facilities or gutters.
6. A utility plan shall be provided showing the undergrounding of all utility lines and conduits.
8. All proposed mechanical equipment shall be obscured from public view at all times.
7. A six foot high solid masonry wall shall be constructed along property lines which abut a residential
zone.
8. A trash enclosure constructed of six foot high masonry walls and a gate shall be provided.
9. No vehicles shall be parked on sidewalks, parkways, driveways, alleys or planting areas.
10. The submitted site plan shall be reviewed by the City's Traffic Engineer for adequate on -site and
off-site vehicular circulation.

ATTACHMENT "D"
RESTAURANTS (NEW CONSTRUCTION)
STANDARD DEVELOPMENT CRITERIA
1. The final development plans shall match the preliminary approved plans.
2. A trash enclosure constructed of six foot high masonry walls and a gate shall be provided.
3. The parking lot shall be designed and constructed with an acceptable material to the satisfaction
of the Community Development Department.
4. A. detailed landscape and irrigation plan shall be prepared and submitted to the Community
Development Department for approvaL
5. The restaurant shall be equipped with a grease trap and/or grease interceptor.
6. Floor drains shall be maintained in all food preparation areas. Food preparation, storage or the
washing of utensils or equipment shall not occur outdoors.
7. All facilities necessary to accommodate all surface drainage from the subject property shall be
provided.
8. ' All utilities shall be provided underground from the primary service point in the public right -of -way
or on rear property line to service panels or facilities on building.
9. No alcoholic beverages shall be sold or consumed on the premises without first obtaining a permit
from the Alcohol Beverage Control Board and a conditional use permit from the City.
10. No live entertainment shall occur on the premises unless a conditional use permit is approved.
11. Drive -thru operations shall be subject to the regulatory conditional use permit requirements.
12. Restaurant uses shall meet the parking requirement as set forth in the Temple City Zoning Code
and the Downtown Specific Plan.
13. A comprehensive sign plan for the site shall be submitted to the Community Development
Department for approvaL
14. The submitted site plan shall be reviewed by the City's Traffic Engineer for adequate on -site and
off-site vehicular circulation.
