This is to confirm that at the Public Hearing held on October 30,
1996 by the Architectural Review and Planning Board, your request
to withdraw the application to permit the existing white cement
tile roof on the Gulf Stream School, and the proposed white cement
tile roof on a previously approved addition to the school, to be
changed to a fiberglass- reinforced asphalt shingle was granted
without prejudice.
There is a balance due the Town in the amount of $150.00 to cover
the cost of the consultants review of the application and supporting
material. Please make your check payable to the Town of Gulf Stream.

PART V. OPTIONAL INFORMATION
This entire Part is optional for all applicants. Applicants are encouraged, but not required, to provide any
additional relevant information regarding the project that was not covered elsewhere on this form or on any
of the other materials submitted with the application.
The architecture of the existing school can be identified mostly by
the roofs. The original roofs were established as "Boston Hips"
which are identified by the partial gables of horizontal wood louvers
along with the sloped roofs. It is projected that this was copied
from the roof of the buildings of the polo fields.
When the chapel was built during the eighties, the new roof sloped
down from the copper parapet at the top and included the similar
louvers at the ridge on the east side. The new field house has a
gabled roof and again has included similar louvers at both ends.
Influenced by the Bermuda style, the flat white cement tile has for
the past few decades dominated the roofs of this area (though they
are not true Bermuda). They had been considered the best hurricane
proof material even though they break when hit by flying debris.
During the past decade, fiberglass- reinforced asphalt shingles have
made great strides in appearance, warranties, mildew - resistance, low
maintenance, fire - ratings wind resistance and code approvals.
Acclaimed for their striking and richly - textured. look, Timberline
Ultra shingles create a dramatic appearance for the most discerning
homeowners. This shingle carries a 40 -year limited warranty. Their
white shingle is available only in Fungus Algae Guard, which should
have much less maintenance than white cement tile.

RE: ARPB File #96 -13: Change in Roof Material at the Gulf Stream School;
3600 Gulf Stream Road.
The applicant, Samuel Ogren, Jr. as agent for the Gulf Stream School, is seeking
approval to replace the existing white cement tile roof with a whitish -gray, fiberglass -
reinforced asphalt shingle on a parcel of property having a metes and bounds description
located in Section 3, Township 46 South, Range 43 East. The nature of the request
requires a recommendation to the Town Commission on a Level 3 Architectural /Site Plan
Review. No other Board actions are necessary.
Site History
The site was the subject of ARPB File #94 -02 wherein the School sought and was
granted approval to construct a field house and other site improvements. As part of that
approval, the School and the Town also executed a Developer's Agreement that specified
various operational and future development limitations and conditions at the school.
The School is located in the Ocean West, Single Family Residential Zoning District, and
is a legal non - conforming use within the district. As such, and in accordance with the
Developer's Agreement, all building - related changes are subject to all design and building
regulations of the Ocean West district.
The proposed roof change is also to apply to the forthcoming field house. Because white
cement tile was originally specified for the field house, staff and the Town Attorney believe
the Town Commission should have final authority over the proposed material change
because the Commission originally had final authority over the field house and
Developer's Agreement.

Project Description
The existing school complex consists mostly of rectangular buildings connected by a
series of covered walkways. Most of the buildings have a gable roof design with a hip
roof wrapping around in front of the gable to provide weather protection for the walkways
below. This type of roof design is sometimes referred to as a "Boston hip ". The
exception to this is the octagonal- shaped auditorium /chapel.
White cement tile currently is used on all roof areas. According to the applicant, most of
the roof areas are quite old and in need of extensive repair or replacement. Because
white cement tile can require a great deal of maintenance, and therefore expense, over
the course of its useful life, the applicant wishes to replace the tile with a composite
asphalt shingle.
The proposed shingle has gary and white granulars impregnated into a black base. The
shingles have a pronounced thickness and are cut into slightly irregular rectangular
shapes. Together, the thickness and irregular shape of the shingles create shadows and
color variations across the roof surface. A sample of the shingle is available for review
in the Town Clerk's office.
Level 3 Architectural /Site Plan Review
Chapter 66, Article V.1. of the Zoning Code enumerates the 12 standards applicable to
applications for a Level 3 Architectural /Site Plan Review. These standards include
consistency with all applicable sections of the Gulf Stream Design Manual.
In addition to staff, Hank Skokowski of Urban Design Studio, the Town's consulting
design professional and co- author of the Design Manual, has reviewed the proposed roof
material for consistency with the Design Manual. Mr. Skokowski's comments are
attached to this report.
The proposed roof material must be evaluated for its consistency with the architectural
style of the school buildings and the styles and materials of surrounding structures and
those preferred in the zoning district. Unfortunately, the applicant has not provided
enough information for these evaluations to be made by either Mr. Skokowski or staff.
The school buildings are not of any particular architectural style. Basically, the buildings
are simple concrete boxes with smooth stucco walls and rectangular aluminum windows.
In fact, the buildings derive all of their character and architectural quality from the roofs.
This is emphasized further by the large roof overhangs which leave the walls of the
buildings in shadow and hardly noticeable.

Because the roofs are the prominent architectural feature of the school buildings, staff
and Urban Design Studio need to review the following in order to properly evaluate the
appropriateness of the proposed roof material:
1) Pictures of the existing buildings and roof areas from different angles and
distances.
2) Pictures of the proposed material applied to similar structures also from different
angles and distances.
3) Installation and maintenance costs and maintenance schedules for both white
cement tile and the proposed shingle.
Cost, per se, is not one of the factors to be evaluated, and the Zoning Code and Design
Manual do not make allowances for economic hardships. However, practicality and
functionality are other matters and ones that the Code and Manual both address. The
applicant's primary motivations in changing the material are function (i.e. maintenance)
and cost. Therefore, providing cost - related information is pertinent to a complete
evaluation of this request.
Recommendation
A motion to continue consideration of the request until the follow information is provided
by the applicant:
a) Pictures of the existing buildings and roof areas from different angles and
distances.
b) Pictures of the proposed material applied to similar structures also from
different angles and distances.
c) Installation and maintenance costs and maintenance schedules for both
white cement tile and the proposed shingle.

This is to confirm that at the Public Hearing held on October 30,
1996 by the Architectural Review and Planning Board, your request
to withdraw the application to permit the existing white cement
tile roof on the Gulf Stream School, and the proposed white cement
tile roof on a previously approved addition to the school, to be
changed to a fiberglass- reinforced asphalt shingle was granted
without prejudice.
There is a balance due the Town in the amount of $150.00 to cover
the cost of the consultants review of the application and supporting
material. Please make your check payable to the Town of Gulf Stream.

Over the past few weeks, I have heard concerns from town representatives
Susan A. Ridgley
John Russo
regarding Gulf Stream School's pending application to change roof

materials from its present concrete tile design to a fiberglass composite

style shingle.

While these concerns have been solely focused on aesthetics, there are
clearly practical reasons for this application. This style of composite
shingle is covered by a 40 year guarantee and requires virtually no
maintenance. On the other hand, concrete roofs have little or no guarantee,
require a high level of maintenance such as pressure cleaning, painting, and
replacing broken tiles with an estimated life of 20 years.
As trustees of the school, we must exercise practical judgement when
considering the importance of long term maintenance and operation of our
facility. At the same time, it is important to remain sensitive to the
concerns voiced by members of our community.

In an attempt to carefully balance these conflicting viewpoints, the Town's
perceived appearance versus the practical operations of the school, we
realize the need to assess the overall impact of our decisions on all parties
concerned. It is often difficult to choose between aesthetics and
practicality, however, we recognize the important role Gulf Stream School
plays in our Town, and in the spirit of maintaining good community
relations, we wish to withdraw our application for roof change at this time.
At the risk of sounding presumptuous, we would like to suggest that
additional consideration be given when balancing the issues of aesthetics
versus practicality in the Gulf Stream Design Manual. We are confident
this can be accomplished in a manner that would be fair and equitable for
all applicants.
Our Board of Trustees is very excited about implementing the site
improvements as outlined in the Developer's Agreement. We know they
will result in a win/win situation for everyone!
As always, we appreciate working with your office and the high level of
professionalism you demonstrate. We would welcome your sharing this
letter with all appropriate town officials.

At their meet on September 25, the Town Architectural Review and Planning Board (ARPB) approved
your agent's request for a continuance of the School's application until the October 30 meeting. Further,
the Board also expressed a desire to have the following materials before making a decision. These
materials are in addition to those specified in the staff report dated September 20.
1. A list and samples of other alternative roofing materials.
2. Information as to whether the proposed shingle could be painted.
3. Several pictures from different angles and distances of the School and other structures with the
proposed roof material.
4. A computer image or realistic rendering showing the proposed roof material on the school
buildings.
These materials are not necessarily required. However, the Board believes they will be better able to
evaluate your request if they have them.
If you wish to have staff and our consultant evaluate these materials prior to the meeting, they must be
submitted no later than October 11. Anything submitted after that date will be forwarded to the Board
without comment.
