SUMMARY STATEMENT:
In 2005 the Department of Environmental Quality rejected a proposed “STEP” system as a
solution to serving unsewered portions of the Rio Vista subdivision. At Council’s direction staff
began work on a conventional sewer design concept. The concept was developed in sufficient
detail to share with affected property owners at a public meeting in October 2006.
At the public meeting it was determined that the proper course of action was to survey the
property owners and, if sufficient interest existed, to move forward toward forming a local
improvement district (LID). 25 surveys were returned (approx. 33%), of which 6 were opposed to
the project, 17 were in favor, and 2 requested additional information.
A preliminary design needs to be developed prior to circulating petitions to form an LID. The LID
would pay the design cost if the project is built. Otherwise the Sewer Fund would bear the cost.
The project is not budgeted in the current fiscal year. Options include: do nothing, move forward
this year and amend the budget accordingly, budget the project next fiscal year.
