NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough ofCarteret, County of Middlesex, State of New Jersey, as foIlows: 1. That the proposal from T &M Associates for professional engineering services related to the engineering design, preparation of bid documents and construction contract documents, processing of the bid submittals, recommendation of the award of a contract and construction administration with regard to the Carteret Park Pond Restoration Project, at a total amount not to exceed $110,000.00, billable in accordance with T&M Associates' existing contract with the Borough, is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional servIces contract pursuant to NJ.S.A. 40A:II-5(l)(a). Barney, Borough Clerk Borough of Carteret CART4Jt22l January 27, 2006 Page 2 Re: Carteret Park Pond Restoration Contract Administration and Field Inspection Services Upon receipt of contract documents and prior to the start of any site activity, we will conduct a pre- construction meeting. All participants of the project team will be invited to this kick-off meeting _ Borough personnel involved in day-to-day operations that interface with the work; contractor; utility reps, as required, and our construction team. At this meeting, among other topics, there will be an exchange of requirements, needs and protocols necessary for the project. A police representative will be invited; and a procedure for notifying local residents will be determined. Construction Our construction team, consists of individuals each with a specific role and responsibility in carrying out the construction management plan. The Project Manager (PM) has day-to-day responsibility for contract administration. He and his inspector will monitor performance with the baseline schedule and contracted costs. The team will perform the required inspection and conduct periodic job meetings, as determined by the PM necessary to discuss performance to-date, any design and contract issues and upcoming tasks and plans for their implementation. We will produce and distribute minutes of all meetings. Our staff will provide part-time construction coverage Monday through Friday. As necessitated by the contractor's work schedule, on-site inspection will be provided, as required, beyond an eight-hour workday and Saturdays. We will notify the Borough if we feel full-time inspection is needed. In the field, our staff will monitor the construction activity including performing and documenting inspections to determine if the work is done in general conformance with the contract plans and specifications. We will notify the contractor in writing of any unacceptable work or material, track the deficient condition and inspect the work until it meets the contract requirements. We will monitor surrounding property owners and general public concerns that may arise during the construction phase. We will work closely with the neighboring property owners attempting to minimize disruption and inconvenience to the residents. Monthly contractor payment requisitions will be processed by our office with a recommendation for payment presented to the Borough. Pay items will be checked for accuracy with field measurements taken during the month. Post-Construction During this phase, we will perform a final inspection of the work with involvement from the Borough as desired, issue a punchlist to the contractor and track and check corrective work until completed. Particular attention will be given to the restoration of adjacent property. Barney, Borough Clerk Borough of Cartcret CART -01221 January' 27, 2006 Page 3 Re: Carteret Park Pond Restoration Contract Administration and Field Inspection Services SCOPE OF SERVICES - DESIGN PHASE We have conducted analyses of various alternative perimeter wall designs for the Carteret Park pond project. The analyses considered various wall types and materials, including sheet piling to allow raising the surface water elevation. In addition, alternative concept plans discussed and evaluated enlarging the pond, pond depth, edge stabilization details, and associated park amenities. In addition to the above described analyses, as a result of several project concept development meetings, at your request, we are prepared to perform the following additional design tasks concerning the pond restoration and dredging: 1. The pond perimeter will be expanded on the northwest side and an island created within the pond as a result of the widening. Side slope stabilization rip-rap will be designed and installed along the new pond edge and island. Rip-rap details will be developed. In order to widen the pond, the bocce court adjacent to the pond will require relocation and a construction detail will be provided for a new bocce court. The site plan will not include a location or grading plan for the relocated bocce court. The Borough will determine the location in the field during construction. 2. A new at grade timber deck will be designed along the northeast side of the pond to surround the existing tree of the general size discussed at our meeting (50' x 70'). A railing will be provided along the edge of the pond (wooden railing with vertical rails used at Waterfront Park Pier, Phase I) and the deck will be designed to be ADA accessible. No special features or amenities are included in the design. A maximum of two alternative decking materials will be included in the contract. 3. The perimeter concrete walkway will receive a stamped and color coated asphalt overlay similar to Waterfront Park Phase II. This work will include repair of the concrete walkway including replacement of the bridge section with metal handrails along the southeast portion of the pond. 4. Lighting will be designed for the top of the piers for the proposed decorative wall around the pond. This will require additional electrical service and distribution design and light fixture selection. SCHEDULE The contract performance period for the contractor is set by the contract documents at 200 calendar days from Notice of A ward. Although the construction schedule outcome is influenced by many factors, including the contractor's relative ability/management acumen, weather, material availability, and unanticipated utility/subsurface conflicts, we find the 200 calendar day schedule to be reasonable. This proposal is based on providing part-time inspection and contract administration services for a period of 6 1/2 months from the Notice of Award with construction. This fee includes our efforts to date to perform concept revisions and the alternative analyses. Construction Phase - Compensation for our services as set forth above is proposed on an hourly basis, to be invoiced monthly. Fees are based on the rate schedule in our municipal engineering contract. Any independent testing laboratory costs will be billed directly to the Borough. Based on the scope of work described above, the assigned performance period (200 calendar days) and the applicable rates, I estimate a budget cost of $94,500 for our services on this project.
