Golf Operations Parks & Recreation Airport COST IMPACT: n/a Library FUNDING SOURCE: n/a City Attorney Grant Coordinator TIMELINE: ASAP Other: SUMMARY STATEMENT: On 28 of September 2006 the City Council initiated a moratorium on residential building permits within the City of McCall for a period of 182 days through adoption of Ordinance No. 827. This action was initiated due to the uncertainty of the City’s continued ability to provide a reasonable supply of community housing in light of a lawsuit that was filed by the Mountain Central Board of Realtors. Ordinance No. 827 was amended October 12, 2006 by the adoption of Ordinance No. 828. That action exempted certain housing noted in MCC 3.8.21(C) and afforded individuals the opportunity to mitigate the effect that construction of their residence or subdivision will have upon the need for workforce or community housing in McCall, Idaho by their offering a form of affordable housing mitigation. Ordinance No. _____ continues the spirit and intent of Ordinances Nos. 827 and 828 by providing an interim moratorium on residential building permits within the City of McCall for a period of 365 days from the time Ordinance No. 827 expires on March 29, 2007 with certain noted exceptions and exemptions. This moratorium action is consistent with Idaho Code Title 67, Chapter 65 and Section 24. The interim moratorium is attached to this agenda bill and is available for review in the Community Development Department at City Hall. RECOMMENDED ACTION: Suspend the rules, read by title only, one time only Ordinance Number _____. Adopt Ordinance Number _____ and authorize the Mayor to sign all necessary documents.
