SUMMARY STATEMENT:
The ½% Sales Tax is a proposal to raise funds for McPaws and other LOT funding. This sales
tax would provide an additional $200,000 a year for McPaws, and the balance would help fund
many worthy programs that could not receive LOT funding this year. Without more funding
McPaws faces the real prospect of closing, leaving McCall without a resource to deal with the
stray animal problem.
McPaws is under funded by a fairly large margin this year, and has had to struggle to balance
their books every year. This ½% sales tax measure would provide a stable funding source for
McPaws, and give the City oversight over their operations. It also would help fund many LOT
proposals which the LOT Committee deemed worthy this year, but could not fund, as the request
to funding ratio was almost 5:1.
Gross sales for McCall in 2006, from businesses based in McCall were $660M. The proposed
½% sales tax would provide approximately $330,000. Gross sales for businesses based outside
of McCall would add to this total.
RECOMMENDED ACTION:
(1) Adopt Resolution 07-11. (2) Suspend the rules, read by title only, one time only
Ordinance No.840 . Adopt Ordinance No.840, which only becomes effective if the Sales
Tax measure passes (3) Direct Staff to develop a formal contract with McPaws, Inc.
