SUMMARY STATEMENT:
The Chamber of Commerce is identifying venues for Winter Carnival events. They would like to again use
the area in and around Legacy Park and the Hotel McCall. See the attached letter and map.
The Chamber has requested the closure of East Lake Street, between Third Street and Pine Street for both
weekends of Winter Carnival. Specifically, the request is to close the street from Friday January 25 at 3:00
pm until Sunday January 27 at 5:00 pm and from Friday February 1 at 3:00 pm until Sunday February 3 at
5:00 pm. Additionally, the Chamber has requested use of the Legacy Park parking lot for the duration of
Winter Carnival, for the Children’s Court area.
The Chamber has also requested that parking for vendors be allowed in the parking lot behind Gravity
Sports and the Farmer’s Market. That area is primarily used for snow storage. Pending the outcome of the
Chamber’s street closure request and the completion of their other site planning, staff will accommodate the
parking request on this lot. Council action is not required.
A similar street closure request was made for Winter Carnival 2007, although the street would have been
closed for the entire Winter Carnival. Council did not grant that street closure. Staff recommends the
closure be approved for 2008 in order to create a safer environment for the Winter Carnival activities, to
accommodate the extensive foot traffic in the area, and to address public safety concerns.
RECOMMENDED ACTION:
Approve the closure of East Lake Street for both weekends of Winter Carnival 2008, and authorize the
use of the Legacy Park parking lot for the duration of Winter Carnival 2008.
