HomeMy Public PortalAboutApril 2 2015 Regular Session Greencastle Board of Park Commissioners .-Minutes o1.tIe Regular Monthly Meeting 'Thursday, April 2, 2015 Present: President Beva Miller, Vice President Tim Trigg, Secretary, Dr. John Annette, Greencastle Community School Corporation liaison Dr. Wayne Lewis, Putnam County Public Library liaison David Taylor Absent: Secretary Cathy Merrell Also Present: Tom&Jean Baker, Mallary Meyer& Candy Fiscus GHS Key Club, Pat Bradley — Girls Scouts Glow Run Fundraiser, Jacob & Pedar Foss — PCYSA Soccer Net Project, City Attorney Laurie Hardwick, Eric Bernsee —Banner Graphic, and Parks& Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by Board President Beva Miller in the Greencastle City Hall council room. Public Input 1. GHS Key Club Carnival Mallary Meyer & Candy Fiscus with the Greencastle High School Key Club presented a request to hold a carnival in Robe-Ann Park on Saturday, May 16th. This carnival will include a bounce house, petting zoo, food vendors, face painting, cornhole contest, and games of chance (balloon darts). They will also include promotions from the various GHS clubs and Greencastle's Kiwanis Club. After some discussion, the board required the Key Club to reserve both the Bob Flanigan Bandshell and Shelter #1 and to present a certificate of liability insurance naming the City of Greencastle as "an additional insured". The request was approved on a motion from T.Trigg, second by J.Hennette. All Ayes. 2. Tom Baker — Tom and Jean Baker in preparation of a lot located at 1030 Shadowlawn Drive for their new home, they requested permission to remove and regroom the small hill located between their home and the People's Pathway. In lieu,they would then construct an extension of the sidewalk from their property to the existing pathway. After discussion and requesting an agreement between the Bakers and City Attorney Laurie Hardwick, the board approved the 3. Girls Scouts Glow Run 5K Fundraiser - Pat Bradley with the Girls Scouts Glow Run Fundraiser was'present to request use of Big Walnut Sports Park for a 5K fundraiser to be held on Friday April 24th. Registration would begin at 6:00 and the run would start at dark. On a motion from T.Trigg, second by J.Hennette the board approved the request. All Ayes. 4. PCYSA Soccer Net Project - Jacob & Pedar Foss were in attendance to discuss a service project for his bar mitzvah service project. His project would include the installation of a net behind the northern goal on the soccer field #1. The net would.keep the soccer balls from going into the woods. Cost would be from $2,015.00 to $3,034.75. Chris Williamson with Summitt Builders has offered to 1 w help with the project. On a motion from J.Hennette, second by T.Trigg, the 4111 board approved the request and asked for monthly updates. All Ayes. Minutes It was noted that the date on the minutes read February 5th instead of March 5th. Weinschenk stated it was a "cut & paste" error and would be taken care of prior to the next meeting. On a motion from T.Trigg, second by J.Hennette, the minutes from the regular meeting held on Thursday, March 5, 2015 were approved with the change. All Ayes. Monthly Finances On a motion from J.Hennette, second by T.Trigg, the monthly claims against the department were approved as presented. All Ayes. New Business Gobin Summer Enrichment Program - The park board entertained and approved a request from Brian Cox Director of the Gobin Summer Enrichment Program their annual request to pay for swim lessons and to receive free afternoon swimming from June 1 to July 3. On a motion from J.Hennette, second: T.Trigg. All Ayes. Old Business 1. Naming Rights for Park Spaces Policy Discussion - The board's subcommittee of Dr. J.Hennette and Dr. W. Lewis reported that they met and formed some suggestions. The board resviewed them and will place it on the next agenda for review. 2. Dog Park Rules — Director R.Weinschenk presented a set of dog park rules for the board's review. After a review they added the following rules; "No one under 14 years allowed", as well as a public phone number for maintenance concerns. Director's Report 1. BWSP 19-Hole Disc Golf Course—Director R.Weinschenk presented the board with a copy of the scorecard, with course map, for their review. We worked with the Western Indiana Frozen Fundraiser Series and hosted their 6th and final stop in the winter disc golf tournament series. Over 50 throwers from Indiana and Illinois visited the course to play two separate rounds in the tournament. We passed out"calling card"mini-driver discs in hopes of recruiting return visits and future tournaments. Bethel Baptist Church will help permanently set the baskets on Sunday, April 12. 2. Big Walnut Sports Park Contracts — Director Weinschenk reported that he has received some documents from all leagues. Payment from Putnam County Girls Softball League (PCGSL) is outstanding, but they won't begin their program for another month. 3. Jaycee Park Master Plan — We will be using Assistant Director Phil Cornelius' $3,500 prize coupon for services from Browning, Day, Mullins, Dierdorf Architects to establish a master plan for Jaycee Park. We will try to schedule a visit during day and open public solicitation during the May park board meeting. Additional funds may be needed for completion. The board agreed to the proposal and to relocated the 910 meeting to Jaycee Park on May 7th on a motion from T.Trigg, second by J.Hennette. All Ayes. 2 A Z / A 4. Annual Easter Egg Hunt—The department's Annual Easter Egg Hunt was held on Saturday, March 28, at 10:00 a.m. in Robe-Ann Park with approximately 800 kids attending and picking up the 7,000 eggs placed throughout the park. 5. Annual Program Brochure — The Annual Program & Event Guide is in from the Banner Graphic and passed out copies through the Greencastle Community School Corporation and South Putnam Schools. We are still trying to work with Cloverdale and North Putnam. 6. Brochure boxes — We order some 9"x12" brochure display boxes that will be mounted in spots at Big Walnut Sports Park and Calbert Way Park and used to disseminate some of our Annual Event & Program Guides. On the south side of BWSP,the boxes will also be used for our Disc Golf Course score cards.
