Minutes of the Regular Meeting

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m. by
President B.Miller and was held in the Greencastle City Hall council room.
Special Park Request
BWSP Basketball Court Update — J.Carr with A Kinetic Change was present to update the
board on the Keith Carr Memorial Basketball Court for Big Walnut Sports Park. The court will
be approximately 50' x 74' and be placed in the spot of the large dirt pile. With the funds that
they have currently collected, A Kinetic Change may be able to fund the preparation and
construction of the concrete pad, with the goals, shelter, etc added later. On a motion from
T.Trigg, second by J.Hennette,the board thanked Mrs. Carr for her efforts, approved her plan and
authorized her to proceed with the project. All Ayes.
Minutes
June 4 Regular Meeting— On a motion from J.Hennette, second by T.Trigg, the minutes were
approved as presented. All Ayes.
Monthly Finances
Monthly Invoices & Claims - On a motion from J.Hennette, second by T.Trigg, the monthly
claims were approved as presented. All Ayes.
Departmental Purchases
1. Pickup Trucks
a. Authorization to purchase two new pickup trucks — Director R.Weinschenk
reminded the board that the purchase of a new maintenance vehicle has been
funded within this year's budget, but during discussions with both the City Clerk
Treasurer Lynda Dunbar and Mayor Sue Murray a plan has been laid out for the
purchase of a second. One will be purchased outright, while one financed for
three years through a local bank. On a motion from T.Trigg, second by
J.Hennette the board approved the plan for the two purchases. All Ayes.
b. Authorization to finance a pickup truck — Director R.Weinschenk requested
the board approve the purchase of the second truck through a financial contract
on a separate vote. On a motion from T.Trigg, second by J.Hennette, the board
approved entering into a financial agreement with a local bank with best interest
rate for the truck's purchase. All Ayes.
2. Lawnmower Purchase — Director R.Weinschenk reminded the board that a new
lawnmower has been budgeted for purchase this year and informed the board one of the

departments mowers is setting in the shop needing an engine replaced. The cost of the
repair is approximately $3,100.00, so he requested permission to seek out bids on a new
lawnmower and to make the purchase. On a motion from J.Hennette, second by T.Trigg,
} that since it is budgeted the board authorized Director R.Weinschenk to seek bids and to
purchase a new lawnmower. All Ayes.
Old Business
1. Robe-Ann Park Restrooms — T.Trigg made the inquiry as to the problems with the
central restrooms located in Robe-Ann Park and if they are repaired. Director
R.Weinschenk stated this was a combined project, which tried to eliminate a leak in the
park water system and low water pressure in the restrooms.
Back in November, 2014 the water department informed the department that we
had a water leak within Robe-Ann Park, which we nor the water department could find.
Director R.Weinschenk hired Bret Hurley Construction to complete and exploratory dig
along the water line serving the restroom facility and eliminate all branches off the line.
The water puddles located between the "castle playground" and the Emerald Palace
playground dried up, which must have been from an old unknown water line serving
shelter#5.
Following that repair, the low pressure to the restrooms was not solved, so AA
Huber was hired to replace the Sloan valves to the toilets and sinks. This did not solve
our problem.
The Greencastle Water Department then replaced the water meter, and found it
filled with rocks and debris. It was a round-about way to fix the problem, but the water
pressure problem has been solved and the toilets are now flushing properly.
2. Rokicki Memorial 5K Road Run/Walk — Director R.Weinschenk showed off this
year's t-shirt design provided by the Rokicki Foundation for the kickoff event of annual
Celebrate"4"Festival.
3. Disc Golf Course — This past month the department has been busy promoting our 19-
hole course.
a. Terre Haute Club — Director R.Weinschenk informed the board that David
Bault has been instrumental in drawing the Terre Haute club to Greencastle. The
group played the course that evening, since the Brazil course is busy with their
annual carnival.
b. Indiana High School Disc Golf Tournament—In response to a Facebook
announcement, I extended an invitation to the Indiana High School Disc
Golf Championship to utilize our 19-hole disc golf course located at Big
Walnut Sports Park on the east edge of Greencastle free of charge. The
disc golf course in Lafayette which was scheduled to host the event was
under water from flooding, and so they were looking for alternate
facilities. Since we would love the opportunity to show off our new disc
golf course with an event like this, irector R.Weinschenk asked all to keep
their fingers crossed.
New Business
1. 2015 Pool Statistics — Aquatics Director P.Cornelius provided a print out with season
pool stats. To date, 8,384 people have visited the Greencastle Aquatics Center, and
approximately 2,354 have visited the Bob York Splash Park. To date, approximately
$40,700.00 has been received in pool revenues, with another $11,100.00 brought in
through concessions.
2. Summer Swim Team — The Greencastle Aquatic Center is hosting the local Summer
Swim Program, and looks really neat with the lane lines and backstroke flags in place.
Between theirs and our programs, we are hoping to schedule one or two swim meets
during the 2016 season.

3. Aqua Zumba—We are promoting our Aqua Zumba Program heavily, since we've only
received a maximum of 10 participants. In years past we've had as many as 30 people
` attend this program held three times a week.
4. D & S Tree Service
a. Widow maker — On Wednesday, July 1, D & S was called in to remove a widow
maker that fell and got caught in the branches of a Sycamore located next to the drop
zone for the SPARK program. It has been removed.
b. Tree Removal/Trimming - Director R.Weinschenk informed the board that D & S
Tree Service has been scheduled to remove a small number of trees from Robe-Ann
Park. We have two Ash trees that will be removed, one cotton wood poplar, and
some trimming to complete. We will hire D & S on a daily basis to complete the
jobs.
Director's Report
Director's Report— Director R.Weinschenk reviewed the last month's activities. A number of
program fliers were included.

On a motion by T.Trigg, second by J.Hennette,the meeting adjourned at 8:31 p.m. All Ayes.
