HomeMy Public PortalAboutSeptember 3 2015 Regular Session 5 r Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, September 3, 2015 Present: President Beva Miller, Vice President Tim Trigg, Dr. John Hennette, Greencastle Community School Corporation liaison Wayne Lewis, and Putnam County Public Library liaison David Taylor Absent: Secretary Cathy Merrell Also Present: The Honorable Mayor Sue Murray, John and Marilynn Sturgeon, Kazuki Hanado, Chan Magrum, Eric Bernsee—Banner Graphic Reporter, Assistant Director Phil Cornelius, and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:35 p.m. by President B.Miller and was held in the Greencastle City Hall council room. Special Park Request 1. Walter and Eleanor Ballard Family Park-Marilynn Ballard Sturgeon and her husband John appeared before the Greencastle Park Board to discuss the donation and the naming of a park in memory of her parents, Walter and Eleanor Ballard. The Ballard family would like to donate a 1.2-acre tract of land adjacent to the People Pathways section that passes in front of the Greencastle Walmart Super Store. The parcel, located along the south side of State Road 240 on Greencastle's East Side, is immediately east of the easternmost entrance to the super store and comprises the site where the Ballard family home stood until it was moved south to property along Ballard Lane near the Putnam County Airport. In representing the Ballard family--including Phil Ballard and Sara Ballard Niles --Marilynn Sturgeon asked that the site be named the Walter and Eleanor Ballard Family Park. Walter Ballard served as mayor of Greencastle during World War II and was a prominent local businessman, owning the local Chrysler dealership among other ventures. As part of the donation,the Ballards asked to retain a 30-foot easement at the west side of the property in order to access cropland off State Road 240. They also asked that a plaque be erected to designate the original owner of the property, Dr. Stevenson,noting a history of the land and its importance to the community. On a motion from Dr. John Hennette, second by T.Trigg,the board stated they would graciously accept the donation of land for a new municipal park. All Ayes. 2. Pedal & Pound People Pathways — Approved at the August meeting, Joy Marley, People Pathways Chair asked Weinschenk to remind the board that the People Pathways: Greencastle-to-Fillmore link of the Vandalia Trail for a fundraiser event on Saturday, September 19, 2015. 3. 4th Annual "Harvest" 5K Run & Walk for Riley's Hospital — Chan Mangrum placed a request to use the People Pathways: Greencastle-to-Fillmore Trail for a 1 their annual fundraiser for Riley's Children's Hospital. On a motion from T.Trigg second by J.Hennette,the request was approved. All Ayes. 4. Poverty Awareness Week Concert-Kazuki Hanada presented a request, informing the board that Putnam County Poverty Awareness Week is sponsored by the Transformers Program and will feature educational events throughout the week, including a free concert to be held at the Bob Flanigan Bandshell in Robe- Ann Park on Saturday evening, September 26, from 5-8 p.m. at Robe-Ann Park and will feature DePops Orchestra, Parker Black, Rockology and John Bean. Dinner will be available for$5,with information booths and giveaways. On a motion from Dr. John Hennette, second by T.Trigg,the board approved the request. All Ayes. Minutes August 6 Regular Meeting — It was pointed out that a "cut and paste" error occurred with the wrong date listed at the top of the page. Director Weinschenk will correct the page. On a motion from T.Trigg, second by J.Hennette, the minutes were approved with the change. All Ayes. Monthly Finances Monthly Invoices & Claims - On a motion from T.Trigg, second by J.Hennette, the monthly claims were approved as presented. All Ayes. Old Business/Director's Report Director's Report — Director R.Weinschenk reviewed the last month's activities. A number of program fliers were included. 1. Big Walnut Sports Park Land & Water Conservation Fund Grant Update a. Dog Park—Spiker Excavating is to complete the addition of sidewalks within both areas of the dog park. b. Disc Golf Course — We've also scheduled Spiker Excavating to complete concrete tee pads to all 19 holes of the disc course, but are awaiting their schedule. c. Parking lot — To make the accessible parking for the dog park, we have to create one parking space on the southeast corner of the parking lot, and add a short sidewalk from the spot to the pathway to meet ADA requirements. The one space on the softball side will become a designated umpire parking space. 2. Putnam County Youth Soccer Association — Completed as part of Jakob Foss' Bar Mitzvah project, on Wednesday, August 12th PCYSA the soccer net project behind the north goal to field #1 at BWSP to help keep soccer balls from going into the woods to the north of the park was competed. This is a great addition to the soccer facilities located at Big Walnut Sports Park. 3. Field Day Maintenance Class—Friday, October 9th,2015 a. MASA (Mid-America Sports Association) - a sports equipment and maintenance supplier will be holding a sports field day maintenance class in Greencastle and we will be hosting the event at the Robe-Ann Park softball field. b. MASA will be demonstrating their products,both maintenance and equipment and will use these to help improve our field at no cost to us. 2 c. Program outline - I have attached a program outline to this report for your review and which outlines this great opportunity. 4. Micayla Cancilla Park— Spiker Excavating has been scheduled to complete this project. 5. American Clean & Seal - American Clean & Seal completed the Greencastle Aquatics Center bottom and the bottom looks great and is another exciting improvement,which will help give a facelift to our aquatics center. 6. Robe-Ann Park Softball Lights —Musco Lighting has constructed the fixtures which have been received and stored in the park maintenance building. Three Kings Electric started this project today entrenching the new conduit and wiring around the softball field. We may have to move the Rokicki Coed Softball League on a few nights while they are installed. The lights should shed more light than the existing fixtures. 7. Bonner Scholar Students — We have applied for and received permission from the DePauw University Bonner Scholar Program to host two Bonner Scholar student interns this semester. The first will be freshman Izabelle Bystrowicz. The second is Sophomore Meagan Khan. They will help promote our programs through various social media, as well as help with programming. The Hunt for the Great Pumpkin Program is their initial assignment. 8. Rokicki Coed Softball League — Eleven teams are participating in this program sponsored by the Rokicki Foundation. 9. Upcoming Programs: a. National Video Games Day, September 12 at the Putnam County Public Library b. Brickmania: Jolly Roger,Thursday, September 17 at Greencastle City Hall c. Talk Like a Pirate Day!, Saturday, September 19 at the Putnam County Public Library d. Celebrate "National Hobbit Day!", Tuesday, September 22 at the Putnam County Public Library e. Glow Throw Glow Throw!" Disc Golf Tournament- We've continued promoting this new program and have received many inquiries in regards to the program. Set for Saturday, October 3,2015 the tournament co-sponsored by the Crossroads Disc Golf Club and Humphrey's Outdoor Power,will promote our expanded disc golf course at Big Walnut Sports Park—after dark! All players will receive an official Greencastle Parks &Recreation Department glow-in-the- dark disc, along with a mini-driver tee marker for their player's pack. Scorecards w/course map will be provided and park personnel and members of the Crossroads Disc Golf Club will be available to play along players unfamiliar with the course. Prizes will be awarded, which will include some disc golf supplies. The fees are $15.00 per person [$10.00 additional for Open(Pro) division] and an"At event"registration fee of$20.00 per person [$10.00 additional Open(Pro) division]. New Business Pickle Ball / Tennis Court Project—Mayor Sue Murray was present to give an update to the park board in regards to the Pickle Ball/Tennis Court Project. She will be asking the City Council for additional funding to help pay for the lowest bidder to complete the project.
