SUMMARY STATEMENT:
Impact fees will ensure the City is provided funding, from new development, to maintain
service levels. The Impact Fee study will, as a by-product, also result in the City’s first formal
Capital Improvement Program, partially funded by Impact Fees. BBC will present a 30 minute
overview of the Impact Fee/Capital Improvement Program interplay; the ratrionale and
authority for Impact Fees, and how the City will completely recover the cost of the study
through the adoption of Impact Fees BBC will recommend at the conclusion of the study.
BBC’s cost will be reduced to McCall because they are doing the study for Valley County,
Donnelly, and possibly Cascade, and a work share agreement is currently being discussed.
Tom Pippin, of BBC, explained that the $20,000 we have budgeted for our study should cover
the costs for our “big three” departments; Streets, Police, and Parks & Recreation. The
Council should also consider committing additional funds, for other departments, and Mr.
Pippin will explain how each additional department may be worth including in the study.
RECOMMENDED ACTION:
(1) Authorize staff to enter an agreement with BBC for the $20,000 budgeted for Impact
Fees, (2) Consider additional funding for other departments.
