Minutes of the Regular Meeting
Thursday, October 1, 2015
Present: President Beva Miller, Vice President Tim Trigg, Secretary Cathy Merrell,
City Council liaison Phyllis Rokicki, Greencastle Community School
Corporation liaison Wayne Lewis, and Putnam County Public Library

Absent: Dr. John Hennette

Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by President B.Miller and was held in the Greencastle City Hall council room.
Halloween Contest Awards
1. Brickmania:Haunted House Challenge
a. Individual 11-17 years 1st Place "Spooky House" Stacey Peterson
2. Gingerbread Haunted House Challenge
a. Organization 1st Place"Hands Down All Edges on Legacy Lane"
by Legacy Lane at Millpond Health Campus
b. Youth—7 & Under 1st Place Ghost Train Riley Romalia
c. Youth— 8 & over 1st Place Zombie House Haylee Romalia
Public Input& Park Special Use Requests
1. Northern Putnam County Girl Scouts - Melanie Welker requested use of the Bob
Flanigan Bandshell in Robe-Ann Park for the Annual Girl Scout Tent or Treat event
to be held on Friday October 30th from 5-7 p.m. On a motion from T.Trigg, second
by C.Merrell,the request was approved. All Ayes.
2. Avon Products Cancer Walk Fundraiser—The local Avon Products representatives
would like to hold a gathering at BWSP on Sunday, October 18th to raise funds for
breast cancer. The board approved the request as long as they met with Director
R.Weinschenk to discuss details. Motion by C.Merrell, second by T.Trigg. All Ayes.
3. TZ Teacher's Video at Greencastle Aquatics Center
a. Tabled - At this time (approximately 7:48 p.m.), a representative was not in
attendance, so the board tabled this request on a motion from T.Trigg, second
by C.Merrell. All Ayes.
b. Opened — At approximately 8:10 p.m., Carrie Hamilton joined the board and
after being opened on a motion from T.Trigg, second by C.Merrell, the board
listened to her request to use the Greencastle Aquatics Center as a backdrop
for a song the TZ teachers would like to turn into a video. Taping has been set
for Tuesday, October 20 from 3:30-4:30 p.m. On a motion from C.Merrell,
second by T.Trigg, the request was granted. All Ayes.
4. "Harvest" 5K Run & Walk for Riley Hospital — The board approved a request
from Chan Mangrum, Wal-Mart Distribution to move dates from November 7th to
November 14th for their "Harvest" 5K Run & Walk for Riley Hospital utilizing the

People Pathways: Greencastle-to-Fillmore Trail. The board approved the change on a
motion by C.Merrell, second by T.Trigg. All Ayes.
Approval of Minutes
September 3rd Regular Meeting— On a motion from T.Trigg, second by C.Merrell, the
minutes were approved. All Ayes.
Monthly Finances
Claims - On a motion from T.Trigg, second by C.Merrell, the monthly claims were
approved as presented. All Ayes.
Old Business/Director's Report
Director's Report — Director R.Weinschenk reviewed the last month's activities. A
number of program fliers were included.
1. Big Walnut Sports Park Land&Water Conservation Fund Grant Update
a. Dog Park— Spiker Excavating completed the sidewalks within both areas of
the dog park.
b. Disc Golf Course— Spiker Excavating poured and completed the tee pads to
all 19 holes of the disc course. We had help from a community service
worker backfilling them.
c. Parking lot — Spiker also poured the pathway from parking lot to the
pathway, making it an accessible parking place for the dog park, meeting
ADA requirements. The one space on the softball side will become a
designated umpire parking space. Both need to be restriped and signs posted.
2. Robe-Ann Park Tennis/Pickleball Courts — The city council granted Mayor
Murray's request for additional funding from the sale of Miller School building for
the new Tennis Pickle Ball courts. The contractor has been able to get the costs down
to a little over$200,000, and has been given the go ahead to begin.
3. Micayla Cancilla Park— Spiker Excavating won the bid at $184,236.95 and started
the project this week. As part of the project, we will be adding some culvert on the
south side of Maple Berry Park to help move water from one end to the other. We
will begin the design for a park sign.
4. FOX59 News — We spent a good portion of Wednesday afternoon, September 30
entertaining a news crew from FOX59 News in Robe-Ann Park. They heard of a
story involving a woman finding a hypodermic needle in Robe-Ann Park where kids
played. In a follow up with the Greencastle Police Department, I found out that a
needle was found in the vicinity of the picnic table at the DAR log cabin on Sunday,
September 27th; not "where kids play". The police officer secured it and it will be
destroyed properly.
5. Field Day Maintenance Class—Friday,October 9t6,2015
a. MASA (Mid-America Sports Association) - a sports equipment and
maintenance supplier will be holding a sports field day maintenance class in
Greencastle and we will be hosting the event at the Robe-Ann Park softball
field.
b. MASA will be demonstrating their products,both maintenance and equipment
and will use these to help improve our field at no cost to us.
6. Robe-Ann Park Softball Lights — The fixtures have been received from Musco
Lighting and are being stored in the park maintenance building within Robe-Ann
Park. Three Kings Electric started this project by entrenching the new conduit and
wiring around the softball field. The Rokicki Coed Softball League games were

moved to the Big Walnut Sports Park field this evening, and a problem has postponed
games due to problems with those lights. A whole bank above third base wouldn't
light. Three Kings Electric has already been scheduled to look at them on Friday.
7. Rokicki Coed Softball League — Eleven teams are participating in this program
sponsored by the Rokicki Foundation, which should wrap up next week.
8. Upcoming Programs—the following programs were reviewed:
a. National Video Games Day held on September 12 at the Putnam County
Public Library
b. Brickmania: Jolly Roger was held on Thursday, September 17 at
Greencastle City Hall
c. Talk Like a Pirate Day! was held Saturday, September 19 at the Putnam
County Public Library
d. Celebrate "National Hobbit Day!" was held on Tuesday, September 22 at
the Putnam County Public Library
e. Glow Throw Glow Throw!" Disc Golf Tournament- We've continued
promoting this new program and have received many inquiries in regards to
the program. Set for Saturday, October 3, 2015 the tournament co-sponsored
by the Crossroads Disc Golf Club and Humphrey's Outdoor Power,will
promote our expanded disc golf course at Big Walnut Sports Park—after
dark! All players will receive an official Greencastle Parks& Recreation
Department glow-in-the-dark disc, along with a mini-driver tee marker for
their player's pack. Scorecards w/course map will be provided and park
personnel and members of the Crossroads Disc Golf Club will be available to
play along players unfamiliar with the course. Prizes will be awarded, which
will include some disc golf supplies. The fees are $15.00 per person [$10.00
additional for Open(Pro) division] and an"At event"registration fee of
$20.00 per person [$10.00 additional Open(Pro) division].
New Business
Bob York Splash Park Closing—Director R.Weinschenk requested that the board
authorize closing the Bob York Splash Park on Friday, October 2, 2015. On a motion
from T.Trigg, second by Merrell the request was approved. R.Weinschenk will contact
Spear Corporation and A.A. Huber& Sons, Inc. to complete closing and winterization
procedures. All Ayes.
Adjournment
On a motion by C.Merrell, second by T.Trigg, the meeting adjourned at 8:23 p.m. All
