HomeMy Public PortalAboutNovember 5 2015 Regular Session Greencastle Board of Park Commissioners Minutes of the Regular Meeting Thursday, November 5, 2015 Present: President Beva Miller, Vice President Tim Trigg, Secretary Cathy Merrell, Dr. John Hennette, City Council liaison Phyllis Rokicki, and Greencastle Community School Corporation liaison Wayne Lewis Absent: Putnam County Public Library liaison David Taylor Also Present: Candy Fiscus with Greencastle Key Club, Julie Carr and Kamrin Holley with A Kinetic Change, Hannah Gardner with DePauw University's WGRE, Banner Graphic Reporter Eric Bernsee, Assistant Director Phil Cornelius, Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:33 p.m. by President B.Miller and was held in the Greencastle City Hall council room. Public Input& Park Special Use Requests 1. Greencastle High School Key Club Color Run—Candy Fiscus with the Greencastle Key Club was present to request permission to travel through Robe-Ann Park on Saturday, November 21st during their Color Run route. Although the run will begin and end at the Greencastle High School, their route will enter through the west gate to Robe-Ann Park off of Wood Street, travel past the tennis courts and Emerald Palace and exit via the Anderson Street entrance/exit to Robe-Ann Park. The water stop and "color" location will be in the vicinity of the Emerald Palace playground. Entry fees have been set for$25 adults and$15 for youth if registered prior to Friday,November 13th, $32.00 for adults and $20 for youth if registered after that through the day of event. On a motion from T.Trigg, second by C.Merrell, the board approved the request. All Ayes. 2. Keith Carr Basketball Court Update a. "100 Women Who Care" Grant - Julie Carr and Kamrin Holley were present to give an update for the Keith Carr Basketball Court Project. On Wednesday evening, November 4th, A Kinetic Change were the recipients of this quarter's $10,000 philanthropic grant from Putnam County's "100 Women Who Care" organization. These funds will be used to help create the basketball court at Big Walnut Sports Park next spring. Mrs. Carr's thought was this would be followed with a dedication on or around June l lth, 2016 as part of the Keith Can memorial 5K run. The board congratulated Mrs. Carr on her great news and for her update. b. Dirt Pile Moved — Director R.Weinschenk informed the board that the large dirt pile left over from the new parking lot between the softball field and dog park has been moved. Spiker Excavating used the pile on a few projects which included Macayla Cancilla and Maple Berry Park improvements. The site is now available for the Keith Can Basketball Court Project. 1 Approval of Minutes October 1 Regular Meeting — On a motion from T.Trigg, second by C.Merrell, the , minutes were approved as presented. All Ayes. Monthly Finances 1. Steel-Toed Boots — Director R.Weinschenk presented a request to the park board asking them to consider paying for the annual purchase of new safety work boots for the three full-time employees. Last year the board funded the purchases, which cost as much as $139 each. This year the boots have increased in cost and will run up to $159. Weinschenk explained that other departments fund only $125 toward work boots. The parks department requires the steel-toed safety boots for use in the department to meet OSHA safety requirements. On a motion from J.Hennette, second by T.Trigg, the park board agreed to fund the entire purchase since they are a safety requirement. All Ayes. 2. Claims - On a motion from T.Trigg, second by J.Hennette, the monthly claims, including the Burdge Boots invoice, were approved as presented. All Ayes. Old Business/Director's Report Director's Report — Director R.Weinschenk reviewed the last month's activities. A number of upcoming program fliers were included. 1. Big Walnut Sports Park Land & Water Conservation Fund Grant Update a. Dog Park—An ADA accessible picnic table will replace the non-ADA table setting there. An ADA accessible drinking fountain will be installed, which will have stations for someone standing, someone in a wheelchair, and a ground level pet. That should finish the project. b. Disc Golf Course—We've created two mounds in the disc golf course to help hide basket#7 from tee #2, and basket#2 from tee #7. We will be hosting the "Doubles for Don" Tournament on Saturday,November 5 as a fundraiser for a member of the Crossroads Disc Golf Course who passed away last week from ALS. c. Parking lot—the parking space needs to be restriped and signs posted to meet full ADA requirements. 2. Robe-Ann Park Tennis/Pickleball Courts — McCullough Contracting began the Tennis/Pickle Ball court project this past week and will have asphalt laid this next week. The first change order will have some additional fencing taken down, with additional asphalt placed against the northern concrete barrier wall. 3. Micayla Cancilla Park—Spiker Excavating started the project this past month. Curb and gutter have been laid in portions and the center grading has been completed. As part of the project, culvert will be laid on the south side of Maple Berry Park to help move water from one end to the other. Design for a park sign and playground equipment will begin soon. 5. Robe-Ann Park Softball Lights—Three Kings Electric has completed the project. Recreation Programs 1. Program updates include: We've released information in regards to the ... a. Rokicki Foundation Fall Coed Softball Leagues — R.Weinschenk reported that we've completed another season of the fall coed softball season, with eleven (11) teams participating in the program sponsored by the Rokicki Foundation. Thank you Phyllis Rokicki, family and friends! 2 4 b. Glow Throw!" Disc Golf Tournament — Director R.Weinschenk stated that on Saturday, October 3rd, 17 brave souls participated in Greencastle Parks and Recreation Department's first annual "Glow Throw" Disc Golf Tournament. As the department's first annual glow throw event, it turned out to be a success, none the less. We illuminated each basket and issued glow-in-the-dark disc to all registrants. Cosponsored by the Crossroads Disc Golf Club, the Greencastle Parks & Recreation Department's "Fluorescent Flying Disc Golf Team" led the group during this one of a kind"fling"! c. "National Disc Golf Lover's Day" at Big Walnut Sports Park - On Sunday, October 4th, local "disc" golf enthusiasts took the opportunity to throw the expanded 19-hole disc golf course at Big Walnut Sports Park on National [Disc] Golf Lover's Day! Vicki Spach from Plainfield,Neil Campbell from Greencastle, Randy Hayes & Dylan Hayes (pictured) from Fillmore took the opportunity to compete for an Innova night glow Teebird disc provided by Greencastle Parks & Recreation Department. Dylan Hayes netted the Teebird and a chicken dinner from Kentucky Fried Chicken with the lowest score of 69. d. Crossroads Disc Golf Club — This Saturday, November 7th, we will play host to a Crossroads Disc Golf Club's "Doubles For Don" Disc Golf Tournament as fundraiser for a member of the Crossroads group who passed away this past week of ALS. Funds raised will be given to the family for funeral expenses. e. Halloween 5K Road Run/Walk—I released the following announcements in regards to the Halloween 5K Road Run ... "On Halloween morning, Saturday, October 31st, Clay Gasway and Carla Yerkes captured their respective "Champion"titles in the Halloween 5K Road Run/Walk offered by the Greencastle Parks & Recreation Department. Clay Gasway finished in first place of the men's 5K event with a time of 22:58, while Carla Yerkes finished led the women's division with a time of 25:34." and, "The Sutherlin family took a clean sweep of the Halloween Costume Contest awards issued by the Greencastle Parks &Recreation Department on Saturday morning." New Business 1. Ridpath Holiday Bazaar — President B.Miller reminded Director Weinschenk that this Saturday, November 14th was the holiday bazaar at Ridpath Elementary School. Last year we registered a lot of kids for our programs, while promoting our Brickmania Program letting the kids play with a portion of our building brick collection. Director Weinschenk and Assistant Director P.Cornelius will be there. 2. Halloween 5k Compliments — President B.Miller stated she received many compliments in regards to organization of the Halloween 5K. 3. Brickmania Donation — Dr. Wayne Lewis, park board liaison for the Greencastle Community School Corporation stated he would donate $100 to purchase more Lego Building Bricks for the department's collection. They will be added to the collection in front of the kids. 3 Adjournment On a motion by T.Trigg, second by J.Hennette, the meeting adjourned at 8:20 p.m. All Ayes.
