Minutes of the Regular Meeting
Thursday, February 4, 2016
Present: President Beva Miller, Secretary Cathy Merrell, Dr. John Hennette, City
Council liaison Steve Fields, and Greencastle Community School
Corporation liaison Wayne Lewis
Absent: Vice President Tim Trigg and Putnam County Public Library liaison
David Taylor
Also Present: Jennifer Riggle & Amy Howard with Putnam County Swim Team, Eric
Bernsee — Banner Graphic, Assistant Director Phil Cornelius, and Parks
&Recreation Director Rod Weinschenk
Call to Order
The regular meeting of the Board of Park Commissioners was called to order at 7:30 p.m.
by Board President Beva Miller in the Greencastle City Hall council room,
Public Input- None
Special Park Use Requests
1. Northern Putnam County Girl Scouts—The Northern Putnam County Girls Scouts
requested donations for their annual Father/Daughter dance to be held on Saturday,
April 16,2016. On a motion from J:Hennette, second by C.Merrell,the board
authorized Director R.Weinschenk to duplicate last year's donation to their event. All
Ayes.
2. GHS Softball 5K Fundraiser—GHS Softball Coach Tabitha Briones was in
attendance and requested use of the BWSP Loop Trail for a fundraiser 5K to purchase
supplies for the High School Softball team. The 5K will be held on Saturday, March
12 with 3:00 registration, 4:00 event. On a motion from J.Hennette, second by
C.Merrell,the request was approved. All Ayes.
3. Purple Pride Run—GHS High School Key Club member Whitney Weinschenk
attended and requested permission to pass through Robe-Ann Park and use the People
Pathways Trail during a 9.2 K fundraiser run on Saturday, April 23 beginning at 8:30
a.m. In Robe-Ann Park there will be a waterstop. On a motion from C.Merrell,
second by J.Hennette. All Ayes.
4. Key Club Recycling Project—While at the podium,Director R.Weinschenk asked
Ms. Weinschenk to discuss a recycling project the Key Club is undergoing. The
project involves collecting 400 pounds of bottle caps and other tops,which are
usually not recycled. The caps and tops will be converted into a park bench which
will be placed on Greencastle High School property. Director R.Weinschenk thought
that this would be a great project to support with a collection of lids at the Greencastle
Aquatics Center this summer, and afterwards conduct for the parks department.

Minutes
On a motion from J.Hennette, second by C.Merrell, the minutes from the regular meeting
held Thursday, January 7th and the special board retreat held on Tuesday, January 19th,
2016 were approved as presented. All Ayes.
Monthly Finances
Monthly Claims - On a motion from J.Hennette, second by C.Merrell, the monthly
claims against the department were approved as presented. All Ayes.
Director's Report/Old Business
Updates were given in regards to ...
1. Tennis/Pickle Ball Court Project—Taking advantage of the 50 degree days we've
received the last few weeks, McCullough Excavating has returned to the tennis /
Pickle Ball courts to install fence posts. The area looks like some kind of metal
skeleton in the park, but it is sure sparking interest. We've had a few people stop in
to discuss Pickle Ball!
2. Volunteers — We've continued utilizing volunteer help as much as possible
receiving help from ...
a. Latter Day Saints — The young missionaries from the Mormon Church of Jesus
Christ Latter Day Saints have volunteered to help us with general park
maintenance usually working two days each week.
b. Bonner Scholar
1) Meagan Khan - Meagan Khan has returned from her J-term trip to
Nicaragua and is again helping in the office. She will be organizing our St.
Valentine's Day and St.Patrick's Day special programs.
2) Kyle Bartos - Kyle Bartos is our new Bonner Scholar will be working
with our department this next semester. He is interested in all aspects of
the department and will be helping with park maintenance duties and
organizing programs.
3. Personnel Training
a. IPRA Annual Conference — Park maintenance supervisor David Bault and
Rod Weinschenk attended different portions of the Indiana Parks &
Recreation Association conference in Bloomington, IN this past January.'
b. Fire Extinguisher Training = The full-time staff completed fire
extinguisher training this past month with Safety Director Christy Glass.
4. Greencastle Aquatics Center
a. Security Inspections - We've continued our spot checks throughout the
winter months
b. Toured — We also toured the aquatics center with members of the Putnam
County Swim Team so they are familiar with the facility in planning their
swim meet this summer. The park board approved a summer swim meet to
be held Friday to Sunday, June 3-5. According to my information, this will
be the first swim meet to be held at the Greencastle Aquatics Center since it
was built in 1992. Exciting!
Recreation Programs
1. Brickmania Programs

a. Brickmania: Birthday Bash! - This program was again a popular one,
which celebrated the The LEGO® BUILDING BLOCK born on January 28th,
1958. Special LEGO® collections were exhibited, including three train sets.
An opportunity to free-build with the department's assortment of building
blocks piled high on City Hall's floor was offered. Birthday cake and ice
cream was served. Held on Sunday, January 31 from 1:00-4:00 p.m. in
Greencastle City Hall over 40 people attended the event.
b. Brickmania: Beat the Winter Blues! - This upcoming program will replace
our Winter Workshop. This event will be held Sunday, February 21 from 1:00-
4:00 p.m. We do ask for either a financial donation or donation of Lego
Building Blocks for this one.
c. Brickmania Request - Call for Legos! - Director R.Weinschenk requested
preused Lego Building Blocks or Mega Blocks for our upcoming "Brick-
Mania"Building Workshops!
2. Disc Golf Tournament — The Crossroads Disc Golf Club will be closing their
winter series with an event in Greencastle on March 26th even. They are expecting
over close to 100 throwers that day. This would be a great way to promote our disc
golf course.
3. Annual Easter Egg Hunt(s)
i. Brickmania: Easter Egg Hunt — Scheduled for Tuesday evening, March 15th
from 6:30 p.m. to 8:30 p.m. at Greencastle City Hall, twelve (12) participants
will get the opportunity to search for Easter Eggs hidden throughout
Greencastle City Hall. Whatever is inside will create a special Brickmania
. surprise — the official Lego®.Easter kit when.put together.. They may then
take home. Registration is $15.00.
ii. Annual Easter Egg Hunt—Our annual Easter Egg Hunt has been set for
Saturday,March 19, at 10:00 a.m. in Robe-Ann Park. Volunteers are needed to fill,
"lay" and"egg sit".
4. Assistant Director's Report-Assistant Director P.Cornelius presented a recreation
program update.
Annual Board Reorganization
After,a brief discussion and on a "Keep it the way it is!" by President J.Hennette, the
board voted"status quo", keeping the board as is. The positions will remain:
1. President—Beva Miller
2. Vice President—Tim Trigg
3. Secretary—Cathy Merrell
New Business
Albin Pond Pathway Concerns - Dr. J.Hennette requested that the park department
watch a rut in the Albin Pond Pathway next to Jeremy Black's new home. The
construction crew are parking and driving on the pathway and it's starting to show wear.
Director R.Weinschenk stated he will tour the area in the morning.
Next Meeting
The park board will meet Thursday,March 3, 2016 at 7:30 p.m. in Greencastle City Hall.

Adjournment
On a motion from C.Merrell, second by J.Hennette, the park board meeting was
adjourned at 8:55 p.m. All Ayes.
