SUMMARY STATEMENT:
The City has annually solicited proposals for watercraft rental concession agreements in a portion of Legacy
Park. Historically, one or two proposals have been received for the rental of jet skis and boats. Because the
concession agreements have been only valid for one year, business planning has been difficult for the
concessionaires. Multi-year concession agreements will provide more stability for the concessionaires and
more certainty for the City. It will eliminate the need to go through the solicitation, selection and
negotiation process every year.
The Parks & Recreation Advisory Committee considered the idea of multi-year concession agreements and
recommends against it. They are in favor of concession agreements in Legacy Park, but not a multi-year
agreement at this time. Their concern is primarily the uncertainty associated with the Urban Renewal
construction project planned for the summer of 2008.
Attached is a draft Request for Proposals to be distributed. It is essentially the same as the RFP distributed
for 2007, with the exception that multi-year proposals are allowed and the fee is not specified.
Issuance of this RFP does not approve specific agreements with specific operators, but approves the concept
of continued concession agreements for watercraft rentals in Legacy Park and authorizes staff to solicit,
select and negotiate agreements with concessionaires for future Council action.
RECOMMENDED ACTION:
Direct staff to solicit proposals for watercraft rental concession agreements in Legacy Park.
