Greencastle Board of Park Commissioners Minutes of the Regular Monthly Meeting Thursday, June 2, 2016 Present: Vice President Tim Trigg, Secretary Cathy Merrell, Dr. John Hennette, Greencastle Community School Corporation liaison Dr. Wayne Lewis, and City Council Liaison Steve Fields Absent: President Beva Miller and Putnam County Public Library liaison David Taylor Also Present: Eric Bernsee—Banner Graphic, Ethan Krank—WREB, Assistant Director Phil Cornelius, and Parks &Recreation Director Rod Weinschenk Call to Order The regular meeting of the Board of Park Commissioners was called to order at 7:32 p.m. by Board Vice President Tim Trigg in the Greencastle City Hall council room. Public Input 1. Camo Run Raffle—Julie Can was present to request a donation of a 10-punch pass to the Greencastle Aquatics Center to be given away during the Camo Run Raffle on June 11th. On a motion from J.Hennette, second by C.Merrell, the request was approved. All Ayes. 2. Keith Carr Memorial Basketball Court — Julie Carr gave the board an update in regards to the construction of the court project, stating it should be completed that evening. She asked permission, which was granted by the board, to hold a 3-v-3 Basketball Tournament on Saturday, July 30th. Motion: C.Merrill, second J.Hennette. All ayes. 3. Birthday Party Pool Rental — the board also entertained a request from Rebecca Ray to rent the Greencastle Aquatics Center for a birthday party on June 26th from 6:30-8:30 p.m. On a motion from C.Merrell, second by J.Hennette, the request was approved. All Ayes. 4. VBS Pool Rental — The board entertained a request from the Fillmore United Methodist Church to rent the Greencastle Aquatics Center on Thursday, June 16 from 6:30-8:30 p.m. for their Vacation Bible School. On a motion from C.Merrell, second by J.Hennette,the request was approved. All Ayes. 5. GHS Gym Class Discount Entry Fee - The board entertained a request from the Greencastle High School for a special $1/person entry fee to the Adult Lap Swim at the Greencastle Aquatics Center for the summer physical education classes. On a motion from J.Hennette, second by C.Merrell, the request was approved. All Ayes. 6. 4-H Archery Club Donation — The board entertained a request for a donation to be used during the silent auction at the Shooting For the Stars 4-H Club Fundraiser. On a motion from C.Merrell, second by J.Hennette, the board agreed to donate a 10- punch pass to the Greencastle Aquatics Center. All Ayes. Minutes On a motion from J.Hennette, second by C.Merrell,the minutes from the regular meeting held on Thursday, May 5, 2016 were approved as presented. All Ayes. 1 Monthly Finances On a motion from J.Hennette, second by C.Merrell, the monthly claims against the department were approved as presented. All Ayes. New Business/Director's Report 1. Tennis/Pickle Ball Court Project — The courts are moving along now with Harris Surfacing preparing the playing surfaces for color coating. The final coat should go on sometime next week, so we can be playing on them in two! 2. Greencastle Aquatics Center — This next weekend, we will hold the first swim meet in the Greencastle Aquatics Center since it was constructed in 1993-94. The Putnam County Swim Team Griffins will host approximately 70 swimmers on teams from Crawfordsville and Terre Haute. 3. Police Boot Camp — We are still registering for the upcoming Police Boot Camp which targets kids in middle school. 4. SPARK Program — The Summer Program of Awareness and Recreation for Kids (SPARK) will begin this next week, as well. We've registered approximately 150 youth in grades K-6 who will enjoy a Monday, Wednesday and Friday morning in Robe-Ann Park. The kids will participate in a various of activities from 9:00-11:00 a.m., and then swim in the pool from 11:00-12:00 Noon. We will host visits from special presenters and walk to others; like the Putnam County Public Library and Dairy Castle. 5. Adult Softball Leagues a. Men's Softball—Like last year, this year we've drawn six teams to the Men's Slow-Pitch Softball League. The league will play on Monday and Wednesday eveings at Robe-Ann Park through the end of August. b. Women's Softball — We completed our first attempt to start the women's slow-pitch softball program to no avail. We drew two teams. We will hold an informational meeting in hopes of revamping the program. 6. Trees a. Emerald Ash Bore and 10 Ash Trees — D & S Tree Service has started removed the hallow Catalpa and the Ash trees located in Robe-Ann Park. b. New Trees — Although we have receive a lot of rain this spring, the rains are coming farther apart, so we have started watering all the new trees and pines planted throughout Robe-Ann and Big Walnut Sports Parks in observance of Earth and Arbor Day. 7. Robe-Ann Park water pressure — This project is currently waiting on Spiker Excavating to begin. We are looking at a 2" service line from Anderson Street entrance to the centrally located restroom facility. We may look at changing the roadway into the park off of Anderson Street by narrowing it down and creating planting areas—community garden space on both sides. We hope to have the project completed by July 4th Personnel Summer seasonal employee list — Director R.Weinschenk presented an updated list of employees for hire, with one addition not on the list. He requested permission to hire Dustin Williams for a seasonal park maintenance position. On a motion from J.Hennette second by C.Merrell,the board approved the seasonal hires. All Ayes. 2 .r r' Next Meeting — Director R.Weinschenk reminded all that due to a three day family vacation, the next meeting will be held on Tuesday, July 5th at 7:30 p.m. instead of the regular meeting day of the first Thursday of the month.
